		  devices used in the manufacture of extra-wide pneumatic truck and automobile
		  tires, and parts and accessories thereof.</official-title>

			 used in the manufacture of extra-wide pneumatic truck and automobile tires, and
			 parts and accessories thereof</header>
			<subsection id="H010F9FF20C414993853913C97B076250"><enum>(a)</enum><header>In
			 general</header><text>Subchapter II of chapter 99 of the Harmonized Tariff
			 Schedule of the United States is amended by inserting in numerical sequence the
			 following new heading:</text>

			</subsection><subsection id="H7283C11BABA7470CB960C7761B63AEF"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) applies to goods
			 entered, or withdrawn from warehouse for consumption, on or after the 15th day
			 after the date of the enactment of this Act.</text>
			</subsection><subsection id="HD2F39CE47C8B476E9CC6B897FE46B9ED"><enum>(c)</enum><header>Retroactive
			 application</header><text display-inline="yes-display-inline">Notwithstanding
			 section 514 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1514">19 U.S.C. 1514</external-xref>) or any other provision
			 of law, upon proper request filed with U.S. Customs and Border Protection
			 before the 90th day after the date of the enactment of this Act, any entry, or
			 withdrawal from warehouse for consumption, of any good—</text>
				<paragraph id="HEAF07B90900A4D798200A7947ED2F0C3"><enum>(1)</enum><text>that was made on
			 or after January 1, 2008, and before the 15th day after the date of the
			 enactment of this Act; and</text>
				</paragraph><paragraph id="H82FFA40AF32F4C8700D63DB8C9C00DF"><enum>(2)</enum><text>with respect to
			 which there would have no duty if the amendment made by subsection (a) applied
			 to such entry or withdrawal,</text>
				</paragraph><continuation-text continuation-text-level="subsection">shall be
			 liquidated or reliquidated as if such amendment applied to such entry or
			 withdrawal.</continuation-text></subsection></section></legis-body>
