		<official-title>To require certain semiautomatic pistols manufactured,
		  imported, or sold by Federal firearms licensees to be capable of microstamping
		  ammunition.</official-title>

		<section id="H8A522857F3B04194A96174DF9E6D13E9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>National
			 Crime Gun Identification Act</quote>.</text>
		</section><section display-inline="no-display-inline" id="H8A9590C751CB4C0397B71F2EBC63EEA2"><enum>2.</enum><header>Requirement that
			 certain semiautomatic pistols manufactured, imported, or sold by Federal
			 firearms licensees be capable of microstamping ammunition</header>
			<subsection id="H66DCDC92B1AF4FF9A154E5990369CB7B"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/923">Section 923</external-xref> of title 18, United States Code, is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1582DE34F77447C9AE1B5D7E6663623D" style="OLC">
					<subsection id="H29FFCB83EACD4E34AF39212FE1A0D0F6"><enum>(m)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H87CFC3250BD044E29F4E15E696DE8286"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HA59648EAB32340C09F57D568372C9D90"><enum>(A)</enum><text>A person licensed under
				this chapter shall not manufacture, import, or transfer a semiautomatic pistol
				to which this subparagraph applies that is not capable of microstamping
				ammunition.</text>
							</subparagraph><subparagraph id="H8B45EDAE9F1C4F0B874D85A418E975C" indent="up2"><enum>(B)</enum><text>For purposes of subparagraph (A), a
				pistol is capable of microstamping ammunition if—</text>
								<clause id="HA8FA29284CF14FD5B32EC1AA1E37CD19"><enum>(i)</enum><text>a microscopic array of characters that
				identify the make, model, and serial number of the pistol is etched into the
				breech face and firing pin of the pistol; and</text>
								</clause><clause id="H42E50F199A924251BCDF1C92CE9FEB01"><enum>(ii)</enum><text>when ammunition is fired from the
				pistol, the characters are copied from the breech face and firing pin onto the
				cartridge case of the ammunition.</text>
								</clause></subparagraph><subparagraph id="HF623B95F6AA14BCB9443B0024F46864" indent="up2"><enum>(C)</enum><text>Subparagraph (A) shall apply only to
				semiautomatic pistols which—</text>
								<clause id="HF3AA97D8F03B49E088D1A755A701A1D"><enum>(i)</enum><text>are manufactured, or imported into the
				United States, on or after the effective date of this subsection; and</text>
								</clause><clause id="HBB4681D08460405184F5F6C054F6DB37"><enum>(ii)</enum><text>have not been transferred to a person
				not licensed under this chapter.</text>
								</clause></subparagraph></paragraph><paragraph id="HC78990C1D2874BFDB7001D27BF8C69DA" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Whoever violates paragraph (1) shall be
				fined an amount equal to—</text>
							<subparagraph id="HA1B20AAC542C4C31A7AA57DAA408914"><enum>(A)</enum><text>in the case of a first such violation
				by the violator, $1,000 multiplied by the number of semiautomatic pistols
				involved in the violation;</text>
							</subparagraph><subparagraph display-inline="no-display-inline" id="H55E3EAD17F464741AB223026A320C805"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a second such violation by
				the violator, $2,000 multiplied by the number of semiautomatic pistols involved
				in the violation; or</text>
							</subparagraph><subparagraph display-inline="no-display-inline" id="H7325892EBD46434880CC7647715CD2EA"><enum>(C)</enum><text display-inline="yes-display-inline">in the case of a third such violation by
				the violator, $3,000 multiplied by the number of semiautomatic pistols involved
				in the
				violation.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6643F367797C4FED90581E9FB893F97"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall take effect on
			 January 1, 2010.</text>
