		<section id="HFBAFE427E8D948ABA26BB123C4501044" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Fire-Safe Communities
			 Act</short-title></quote>.</text>
		</section><section id="H8599DCEB0B3745669FA5E42670003F25"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act, the following definitions
			 apply:</text>
			<paragraph commented="no" id="HFF71BF535E4D48ECB8EA9BC26E375916"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <quote>Administrator</quote> means
			 the Administrator of the Federal Emergency Management Agency.</text>
			</paragraph><paragraph id="HB99DC604F4154B17BED13FE914ACFC00"><enum>(2)</enum><header>Applicable model
			 ordinance</header><text>The term <term>applicable model ordinance</term> means
			 either—</text>
				<subparagraph id="H5AA941BAF3684B60B65BA4FE2CE4B359"><enum>(A)</enum><text>the Federal model
			 ordinance required by section 3(a); or</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD5469195AE4F4651A38CCD18C168DC8E"><enum>(B)</enum><text>a State model
			 ordinance described in section 3(d).</text>
				</subparagraph></paragraph><paragraph id="HC83D3057CF98494CB585C9C528F8A9F3"><enum>(3)</enum><header>Appropriate
			 review panel</header><text>The term <quote>appropriate review panel</quote>
			 means a panel of individuals who—</text>
				<subparagraph id="HF9A13A0848214C2B85A124174BA401E7"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="H4415EE688B1B4302BC10FF4534DFD3D0"><enum>(i)</enum><text>are fire protection
			 experts; or</text>
					</clause><clause id="H8936779540DA4E658C5EB5DBAA00AF3E" indent="up1"><enum>(ii)</enum><text>have significant expertise in fire
			 management, fire policy, community planning, or issues related to a fire hazard
			 area; and</text>
					</clause></subparagraph><subparagraph id="H11D8C074879A4209B0F13B46C9581BE"><enum>(B)</enum><text>are appointed by
			 the Administrator.</text>
				</subparagraph></paragraph><paragraph id="H059A99B345C5438BB3BDC7DFA38C9658"><enum>(4)</enum><header>Director</header><text>The
			 term <term>Director</term> means the Director of the National Institute of
			 Standards and Technology.</text>
			</paragraph><paragraph id="HCEEE46FAE09C4EED00D36BCB57282656"><enum>(5)</enum><header>Fire hazard
			 area</header><text>The term <term>fire hazard area</term> means an area at
			 significant risk from wildland fire as determined by the applicable State
			 forestry agency or equivalent State agency.</text>
			</paragraph><paragraph id="H6765A772004641DB95B3C53FE1F9739C"><enum>(6)</enum><header>Fire-safe
			 communities</header><text>The term <term>fire-safe community</term>
			 means—</text>
				<subparagraph id="HD452B47A8DE1463EB53D8E372F4203DB"><enum>(A)</enum><text>a subdivision of a
			 State that has adopted local ordinances that are consistent with each element
			 set out in section 3(b); or</text>
				</subparagraph><subparagraph id="HE53BA20BCA4D4FE69E8EB9DC9E422331"><enum>(B)</enum><text>a municipality at
			 risk that has adopted local ordinances that are consistent with some but not
			 all of the elements set out in section 3(b), if the Administrator determines
			 that local conditions make the incorporation of such elements impractical or
			 counterproductive for such municipality.</text>
				</subparagraph></paragraph><paragraph id="H0E4CD654CEE344B980A078009B8BD912"><enum>(7)</enum><header>Municipality at
			 risk</header><text>The term <term>municipality at risk</term> means a
			 subdivision of a State that is located in a fire hazard area.</text>
			</paragraph></section><section id="H80D6037D246F4F0DB17F7B25D4F2BC82"><enum>3.</enum><header>Model ordinances
			 for communities in fire hazard areas</header>
			<subsection id="H09A0B9A8A2AA4641A04605A6FA2D2C78"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 18
			 months after the date of the enactment of this Act, the Director shall publish
			 a Federal model ordinance for municipalities at risk that contains the elements
			 described in subsection (b).</text>
			</subsection><subsection id="H0C2B8CDD8E824245959B606CFCDBEF29"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">A model ordinance required by subsection
			 (a) shall include the following elements with respect to fire prevention and
			 management:</text>
				<paragraph id="H5AC00D25BA5B48FC8600C0FC95F5F253"><enum>(1)</enum><text>Specifications for
			 construction materials and techniques for use in such communities.</text>
				</paragraph><paragraph id="HC382AEB9573B44A9B2E618FD46F7B741"><enum>(2)</enum><text>Guidelines for the
			 placement of utilities, defensible space, and vegetation management.</text>
				</paragraph><paragraph id="H8F30689C414C48F5BD1C36EC46DB162B"><enum>(3)</enum><text>Enforcement
			 mechanisms for compliance with defensible space requirements.</text>
				</paragraph><paragraph id="HE15DF89A676A47BA90F5601D1B6377AD"><enum>(4)</enum><text>Zoning and site
			 design standards for new residential construction, including the width and
			 placement of surrounding fuel breaks and description of unsafe areas to locate
			 new homes, such as the top of highly dangerous canyons that funnel wildfire
			 heat.</text>
				</paragraph><paragraph id="HD4E7C43F6C424F088CB4AD0044BAF3EE"><enum>(5)</enum><text>Specifications for
			 water supplies for firefighting.</text>
				</paragraph><paragraph id="H755D18E6337A4C71823FB6007CD05C5"><enum>(6)</enum><text>Requirements for
			 adequate firefighting protection, including requirements for fire stations and
			 equipment.</text>
				</paragraph><paragraph id="H4A77AA0B1FEE403FB1E8B304F2258388"><enum>(7)</enum><text>Guidelines for the
			 participation of fire professionals in the development of local fire protection
			 models.</text>
				</paragraph><paragraph id="HFB6E8904948748598B201174C194C815"><enum>(8)</enum><text>Standards for
			 roads, culverts, and bridges.</text>
				</paragraph><paragraph id="HFAA6440233D24482863B53B00012F300"><enum>(9)</enum><text>Guidelines for the
			 marking of buildings and homes.</text>
				</paragraph></subsection><subsection id="H0596BF16443C4E5C80C24F19E034DB59"><enum>(c)</enum><header>Development of
			 Federal model ordinance</header>
				<paragraph id="H506486C62EFE4B01B000ECE3B78D9DC7"><enum>(1)</enum><header>Consultation</header><text>In
			 developing the model ordinance required by subsection (a), the Director—</text>
					<subparagraph id="H8E242AE4DF724E7D9F420452EBBEF40"><enum>(A)</enum><text>shall consult with
			 the Administrator, the Chief of the Forest Service, and the Director of the
			 Bureau of Land Management; and</text>
					</subparagraph><subparagraph id="HF8360FD3AE2844749348B0A548A1D00"><enum>(B)</enum><text>may consult with
			 others, including private entities that write fire codes.</text>
					</subparagraph></paragraph><paragraph id="HB0A59C0DEDFF407AB103FE588E107122"><enum>(2)</enum><header>Existing
			 standards</header><text>The Director may incorporate into the Federal model
			 ordinance all or part of existing consensus-based standards for fire hazard
			 areas, or other model codes (such as the International Wildland-Urban Interface
			 Code or National Fire Protection Association standards).</text>
				</paragraph></subsection><subsection id="H481A5C1953274D15B3A91B473D6FF6AA"><enum>(d)</enum><header>State model
			 ordinances</header><text>A State may adopt model ordinances incorporating
			 appropriate elements set out in subsection (b) for the communities of such
			 State.</text>
			</subsection><subsection id="H69BE9B7F736F4409B900ABFEC06D235D"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated $7,500,000
			 to carry out subsection (a).</text>
			</subsection></section><section id="HAF4CEACEEEF644B4A0DEA65A82C42CB"><enum>4.</enum><header>Fire management
			 assistance grants for fire-safe communities</header>
			<subsection id="H5924C3A372CD4317B748FE0753FC142"><enum>(a)</enum><header>In
			 general</header>
				<paragraph id="HA29C3AA76090427B8D5DCFB4FAE64941"><enum>(1)</enum><header>Fire management
			 assistance grant program</header><text>The Administrator may modify, for a
			 municipality at risk, the requirements of the Fire Management Assistance Grant
			 Program related to the provision of a non-Federal share of funds, as set forth
			 in paragraph (2).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFA6A29E5ACEC47E8A2A4FC700192C9B"><enum>(2)</enum><header>Non-Federal
			 share</header><text display-inline="yes-display-inline">If a municipality at
			 risk has adopted an applicable model ordinance and is making significant
			 progress toward implementing that model ordinance, the Administrator may reduce
			 the required amount for such non-Federal share to 10 percent of the grant
			 amount.</text>
				</paragraph></subsection><subsection id="H4C08FA96CDD74AF68400E418879EADC"><enum>(b)</enum><header>Rulemaking</header><text>Not
			 later than 18 months after the date of the enactment of this Act, the
			 Administrator shall complete a rulemaking—</text>
				<paragraph id="H7C981A48AF424CB488B74C931B799D87"><enum>(1)</enum><text>to define
			 <term>significant progress toward implementing that model ordinance</term> as
			 used in subsection (a); and</text>
				</paragraph><paragraph id="HF91270E8AACF44B58581A68876C7F6D"><enum>(2)</enum><text>to
			 establish other procedures and requirements for decreasing the non-Federal
			 share for the Fire Management Assistance Grant Program pursuant to subsection
			 (a).</text>
				</paragraph></subsection><subsection id="H9EEEC2D6D2AA4084BEE6A97CFAE83CA2"><enum>(c)</enum><header>Fire Management
			 Assistance Grant Program defined</header><text>In this section, the term
			 <term>Fire Management Assistance Grant Program</term> means the fire management
			 assistance grant program carried out pursuant to section 420 of the Robert T.
			 Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5187">42 U.S.C. 5187</external-xref>).</text>
			</subsection></section><section id="HAEB91F741F84488E9E5EEF09B1896ED1"><enum>5.</enum><header>Grants for
			 responsible development</header>
			<subsection id="HAA17BD7464254686A50092D62F3D9632"><enum>(a)</enum><header>In
			 general</header><text>Subject to the availability of funds for this purpose,
			 the Administrator shall provide grants to municipalities at risk—</text>
				<paragraph id="HDBE9A4C2F47F48FBB6EF0400E31DBA11"><enum>(1)</enum><text>to encourage
			 responsible development in State-identified fire-prone regions; and</text>
				</paragraph><paragraph id="H0804CA2D010D4D1A960350DD374988D"><enum>(2)</enum><text>to
			 mitigate the catastrophic effects of fires.</text>
				</paragraph></subsection><subsection id="H9111575B17D6476A9CB3929607DE1280"><enum>(b)</enum><header>Use of
			 funds</header><text display-inline="yes-display-inline">Grants awarded under
			 this section may be used as follows:</text>
				<paragraph id="H1284A5523E71489F8699580098CE6BE0"><enum>(1)</enum><text>By fire-safe
			 communities to implement or enforce local ordinances consistent with an
			 applicable model ordinance.</text>
				</paragraph><paragraph id="H1260C8D139C84D2CB07395076B2FA417"><enum>(2)</enum><text>To carry out
			 programs to provide education to community planners and local fire departments
			 on code enforcement and fire-resistant planning, zoning, and home
			 construction.</text>
				</paragraph><paragraph id="H0B6C7E1E9AD046C5A5AA410E61004C4"><enum>(3)</enum><text>To
			 enforce requirements related to residential construction or brush clearing
			 requirements.</text>
				</paragraph><paragraph id="HE600501982B24121AA47639D238E0037"><enum>(4)</enum><text>To create fire
			 maps using geographic information system technology and provide training in
			 such technology.</text>
				</paragraph><paragraph id="H22F65498DFC24D4691B541F30800CB71"><enum>(5)</enum><text>To provide
			 education to the public on fire-safe practices.</text>
				</paragraph></subsection><subsection id="H3A919E03E35B44718E899C886250BDE4"><enum>(c)</enum><header>Maximum grant
			 awards</header><text>The amount of a grant awarded under this section may not
			 be more than $1,000,000.</text>
			</subsection><subsection id="H3E9AE700BD3643DD005B192056CA89DF"><enum>(d)</enum><header>Applications</header>
				<paragraph id="HFC45B3D69DE74D779527F7739B87553"><enum>(1)</enum><header>In
			 general</header><text>An application for a grant under this section shall be
			 made at such time and in such manner as the Administrator shall require.</text>
				</paragraph><paragraph id="HBFF420F0912D4CC0B021A8C778079DE"><enum>(2)</enum><header>Matching
			 requirement</header>
					<subparagraph id="H46EF1FA32622411DB378DE66F5028C4C"><enum>(A)</enum><header>In
			 general</header><text>Subject to subparagraph (B), the Administrator shall
			 require that a municipality that receives a grant under this subsection provide
			 non-Federal funds in an amount equal to 25 percent of the amount of such
			 grant.</text>
					</subparagraph><subparagraph id="HC4FC8060C72646278D3260A4CE2E34DA"><enum>(B)</enum><header>Waiver</header><text>The
			 Administrator may waive the requirement of subparagraph (A) in extraordinary
			 circumstances.</text>
					</subparagraph></paragraph><paragraph id="HACEF141F2CEC4DF3906C6D70DACCB049"><enum>(3)</enum><header>Review</header><text>Applications
			 for grants under this section shall be reviewed by an appropriate review panel
			 established by the Administrator.</text>
				</paragraph></subsection><subsection id="H36B2CE5078D946C2BEDEADA9DD41E272"><enum>(e)</enum><header>Schedule</header><text display-inline="yes-display-inline">A grant awarded under this section shall be
			 expended not later than 3 years after the date the grant is awarded.</text>
			</subsection><subsection id="H0B4D6FDCADC64E29B98F663705FF84AF"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $25,000,000 for fiscal
			 year 2008 and each fiscal year thereafter.</text>
			</subsection></section><section id="HC11575BF54614A3094DB314CBAC8A7CE"><enum>6.</enum><header>Grants for
			 fire-hazard assessment maps</header>
			<subsection id="H74D0B16790D04C80B8837800CBE1053C"><enum>(a)</enum><header>In
			 general</header><text>The Administrator shall provide grants to States to
			 create or update fire-hazard assessment maps.</text>
			</subsection><subsection id="H3D14EEA398AE42D086E18496609470EF"><enum>(b)</enum><header>Use of
			 funds</header><text>Grants awarded under this section may be used as
			 follows:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H7CFDA4166C684444A4D4EB17F64FBBE4"><enum>(1)</enum><text>To develop or
			 update maps that assess fire hazard in a State.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB5000DDC8778426FBB2F28625058835B"><enum>(2)</enum><text>To conduct studies
			 and to provide equipment, personnel, or other resources necessary to develop or
			 update such maps.</text>
				</paragraph></subsection><subsection id="H41C2D4A1CD764230B1A1EF971CC43F9C"><enum>(c)</enum><header>Maximum grant
			 awards</header>
				<paragraph id="H22ABD07BC2D2459DB880960426C5B9FF"><enum>(1)</enum><header>Amount</header><text>The
			 amount of a grant awarded under this section may not be more than
			 $1,000,000.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H22F7FB4A69404FF196ED93FC03B8F611"><enum>(2)</enum><header>Requirement for
			 matching funds</header><text>A State that receives a grant under this section
			 shall provide an equal amount of State funds to create or update fire-hazard
			 assessment maps.</text>
				</paragraph></subsection><subsection id="H38EFA988268F4F0892DA9F9371ACFD1"><enum>(d)</enum><header>Applications</header>
				<paragraph id="HA60CAA87FFC04EDE8E529B46CCFCBCD1"><enum>(1)</enum><header>In
			 general</header><text>An application for a grant under this section shall be
			 made at such time and in such manner as the Administrator shall require.</text>
				</paragraph><paragraph id="HF766B836A90D4174B88FE4B0614500E2"><enum>(2)</enum><header>Review</header><text>Applications
			 for grants under this section shall be reviewed by an appropriate review panel
			 established by the Administrator.</text>
				</paragraph></subsection><subsection id="HD6A7690A7D6A45ADA3003517E9AF855E"><enum>(e)</enum><header>Schedule</header><text>A
			 grant awarded under this section shall be expended not later than 3 years after
			 the date the grant is awarded.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H129FBE0A163749F59DB85FDDF788E205"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $15,000,000 for fiscal year 2008 and each fiscal year
			 thereafter.</text>
			</subsection></section><section display-inline="no-display-inline" id="HC504D7BFD685405F8F7B00F8BD06C8CB" section-type="subsequent-section"><enum>7.</enum><header>Forest Service and
			 Department of the Interior grants for community fire protection</header>
			<subsection id="H6A24511D6BCB405E8FDC3F09542061FB"><enum>(a)</enum><header>Grants by
			 Department of the Interior; inclusion of non-forested
			 areas</header><text>Subsection (a) of section 10A of the Cooperative Forestry
			 Assistance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2106c">16 U.S.C. 2106c</external-xref>) is amended—</text>
				<paragraph id="H9AA6E58E837945AFAA3D19F4F6D08DEF"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1)—</text>
					<subparagraph id="H3A7E8AE7739D490D93E9345ED00259F"><enum>(A)</enum><text>by inserting
			 <quote>and the Secretary of the Interior</quote> after <quote>The
			 Secretary</quote>; and</text>
					</subparagraph><subparagraph id="HC8C55ECBBCEC4805A0773652E1526970"><enum>(B)</enum><text>by striking
			 <quote>and equivalent State officials</quote> and inserting <quote>equivalent
			 State officials, and local officials</quote>;</text>
					</subparagraph></paragraph><paragraph id="H3CC670368A814877002267B6AE6D8B2B"><enum>(2)</enum><text>in paragraph
			 (3)—</text>
					<subparagraph id="HA090CF37DAAC4E0F80A9F3004F9F0016"><enum>(A)</enum><text>by striking
			 <quote>trees and forests</quote> and inserting <quote>trees, forests, and
			 rangelands</quote>; and</text>
					</subparagraph><subparagraph id="H6DD442EFF9074EC0B81F61DF75C2FF5"><enum>(B)</enum><text>by inserting
			 <quote>and rangeland</quote> after <quote>overall forest</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H013FFE4FB4D54FE6A739F4AF24FB43E"><enum>(3)</enum><text>in
			 paragraph (4)—</text>
					<subparagraph id="H72488142A95D44C982BB7886A8002FC2"><enum>(A)</enum><text>by inserting
			 <quote>and rangeland</quote> after <quote>all forest</quote>; and</text>
					</subparagraph><subparagraph id="H0754A2DA03F245C1B2CBE2E1235B7011"><enum>(B)</enum><text>by inserting
			 <quote>and other vegetation</quote> after <quote>forest cover</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H1D572F286CD24CFB88A680B1B8796FE"><enum>(b)</enum><header>Community and
			 Private Land Fire Assistance Program</header><text>Subsection (b) of such
			 section is amended—</text>
				<paragraph id="HC17893741B1648C0B3960317BBE72E01"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="H3467C107525A4EDD00A1F2C0E1805762"><enum>(A)</enum><text>in subparagraph
			 (C), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H6EB163E3AAE24E3C8DE7362F31B397DC"><enum>(B)</enum><text>in subparagraph
			 (D), by striking <quote>wildfires.</quote> and inserting <quote>wildfires;
			 and</quote>; and</text>
					</subparagraph><subparagraph id="H7B735D48400240CF8FD8B57076E92B2F"><enum>(C)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="HFA1FC4A7D82F48A385D3C93CF0838088" style="OLC">
							<subparagraph id="HC0D6ADE9B82B4B7A95F859DA5D03B88E"><enum>(E)</enum><text>to enhance the
				capacity of local governments to integrate fire-resistant community and home
				design into local planning, zoning, building code, and brush clearing
				ordinances.</text>
							</subparagraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H9358C78E70684D3D886E25A0A886CDAB"><enum>(2)</enum><text>by striking
			 paragraph (2) and inserting the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H5732C8F92B774B2EA0833259C522EA52" style="OLC">
						<paragraph id="HBB4256759CCC444EA38799A1DC68C683"><enum>(2)</enum><header>Administration
				and implementation</header><text>The Program shall be administered by the Chief
				of the Forest Service and the Secretary of the Interior and implemented through
				State foresters or equivalent State
				officials.</text>
						</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>

			 subsection (b), the following new subsection (c):</text>

							<paragraph id="HD49FF24EDC2C4C5DB5316CE8919E1C95"><enum>(1)</enum><header>Authority</header><text>The
				Secretary and the Secretary of the Interior may carry out a pilot program to
				assess the feasibility and advisability of providing assistance to fire-safe
				communities located near Federal land to assist in Federal efforts to prevent
				and manage fires.</text>
							</paragraph><paragraph id="HEF95AE4434C84E0AB5089BB558BC43D"><enum>(2)</enum><header>Grants</header><text>The
				Secretary and the Secretary of the Interior may carry out the pilot program
				through the award of grants for purposes of the pilot program.</text>
							</paragraph><paragraph id="H2E70D02383784195A986F57E9BFBC12B"><enum>(3)</enum><header>Use of grant
				funds</header><text>A recipient of a grant under the pilot program may use the
				grant for any of the following:</text>
								<subparagraph id="H65C1294EB8C2496EACDF836130E420D9"><enum>(A)</enum><text>To implement or
				enforce local ordinances consistent with the Federal model ordinance or
				applicable State model ordinance.</text>
								</subparagraph><subparagraph id="HC690E8E8348E42448313742D617FAEBB"><enum>(B)</enum><text>To complete
				cooperative fire agreements that articulate the roles and responsibilities for
				Federal, State, and local government entities in local wildfire suppression and
				protection.</text>
								</subparagraph><subparagraph id="H1A6A2762410543E8A1AF15294B04EE5B"><enum>(C)</enum><text>To develop or
				implement community wildfire protection plans to better focus resources to
				address priority areas for hazardous fuels reduction projects.</text>
								</subparagraph><subparagraph id="H64C5E26562C04E5B9B5D25852680531C"><enum>(D)</enum><text>To expand
				education programs to raise the awareness of homeowners and citizens of
				wildland fire protection practices.</text>
								</subparagraph><subparagraph id="H34388A926B4D45D5892EA2086879483F"><enum>(E)</enum><text>To implement
				training programs for firefighters on wildland firefighting techniques and
				approaches.</text>
								</subparagraph><subparagraph id="H73166AA6DF91473CB104893B5BCE851B"><enum>(F)</enum><text>To acquire
				equipment acquisition to facilitate wildland fire preparedness.</text>
								</subparagraph></paragraph><paragraph id="H596181F1D2264D0E9BDF16E006ED4230"><enum>(4)</enum><header>Matching
				requirement</header>
								<subparagraph id="H033E8CA70F5945D88C39FF54F4E855C9"><enum>(A)</enum><header>In
				general</header><text>Subject to subparagraph (B), a person who receives a
				grant under the pilot program shall provide non-Federal funds in an amount
				equal to 25 percent of the amount of such grant.</text>
								</subparagraph><subparagraph id="H6CD341C09BBC42E8AC689F8CB84E933E"><enum>(B)</enum><header>Waiver</header><text>The
				Secretary or the Secretary of the Interior may waive the requirements of
				subparagraph (A) in extraordinary circumstances.</text>
								</subparagraph></paragraph><paragraph commented="no" id="H540C46FBF2D94B189F9DA4B7053FE5F"><enum>(5)</enum><header>Fire-safe
				community defined</header><text>In this subsection, the term <quote>fire-safe
				community</quote> has the meaning given that term in section 2 of the
				<short-title>Fire-Safe Communities
				Act</short-title>.</text>
							</paragraph></subsection><after-quoted-block>.
				</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H77564AD5FECE456485DD9FA2DF003B76"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>Subsection (e) of such section, as redesignated by
			 subsection (c), is amended—</text>
				<paragraph id="H41A726CFE5E64D26AFBB00FFA6FBC54"><enum>(1)</enum><text>in
			 the matter preceding paragraph (1), by striking <quote>to the
			 Secretary</quote>;</text>
				</paragraph><paragraph id="H6607B93A178447D9AA00EF82F3E80018"><enum>(2)</enum><text>in paragraph (1),
			 by striking <quote>and</quote> at the end; and</text>
				</paragraph><paragraph id="HFD0BEE3AA2B34B10904D4DE6FACDB060"><enum>(3)</enum><text>by striking

				necessary for each fiscal year thereafter; and</text>
							</subparagraph></paragraph><paragraph id="H96082CAD9F584F089497A059AC6BDE56"><enum>(3)</enum><text>to the Secretary
				of the Interior—</text>
							<subparagraph id="H239F758CC9564596A7D26EFE05F6CF83"><enum>(A)</enum><text>$15,000,000 for
				each of fiscal years 2008 through 2013; and</text>
							</subparagraph><subparagraph id="HDE86BAE171C742F2B339F677584405BC"><enum>(B)</enum><text>such sums as are
				necessary for each fiscal year
