		<official-title>To amend the Internal Revenue Code of 1986 to repeal the
		  withholding of income and social security taxes.</official-title>

		<section display-inline="no-display-inline" id="H32007790E53B4801A3A6FAC6A737E898" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Tax Withholding Act of
			 2008</short-title></quote>.</text>
		</section><section id="H4F9068E87EEE4DA1B84968D4A42062C"><enum>2.</enum><header>Repeal of
			 withholding of income and social security taxes</header>
			<subsection id="H23CAB319A88A464BBA496CD56801C835"><enum>(a)</enum><header>In
			 general</header><text>The following sections of the Internal Revenue Code of
			 1986 are hereby repealed:</text>
				<paragraph id="HEC509BEBA0D6419A97FA63CCF0017CA"><enum>(1)</enum><text>Section 3102
			 (relating to deduction of social security tax from wages).</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HBA48D880895A46B5A4920093FC6C96B7"><enum>(2)</enum><text>Section 3202
			 (relating to deduction of railroad retirement tax from compensation).</text>
				</paragraph><paragraph id="H975336E2351E407DBBA53E92A724A315"><enum>(3)</enum><text>Chapter 24
			 (relating to income tax withholding).</text>
				</paragraph></subsection><subsection id="HBB63E08E41674CBFBAAA5FB1F31380FD"><enum>(b)</enum><header>Requirement of
			 estimated tax payments for employee social security
			 taxes</header><text>Subsection (f) of section 6654 of such Code is amended by
			 striking <quote>minus</quote> at the end of paragraph (2) and inserting
			 <quote>plus</quote>, by redesignating paragraph (3) as paragraph (4), and by
			 inserting after paragraph (2) the following new paragraph:</text>

				3201(a),

			</subsection><subsection id="HD0E3CF28A56040A18F78C1804193C4A1"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to amounts
			 paid on or after the first January 1 occurring after 1 year after the date of
			 the enactment of this Act.</text>
