		<official-title display="yes">To designate as wilderness additional
		  National Forest System lands in the Monongahela National Forest in the State of
		  West Virginia, and for other purposes.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H0AFB2EF1046A4BF4BC41286E5900F352" style="OLC">
		<section id="H9B87A8DBCE3645F78368122815C23086" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Wild Monongahela Act: A National
			 Legacy for West Virginia’s Special Places</short-title></quote>.</text>
		</section><section id="H0151E0F1A2164A448E259E25EA028972"><enum>2.</enum><header>Designation of
			 wilderness, Monongahela National Forest, West Virginia</header>
			<subsection id="HE5663D66B1F14F97820041F3008DBED8"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">In furtherance of the purposes of the
			 Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), the following Federal lands within the
			 Monongahela National Forest in the State of West Virginia are designated as
			 wilderness and as either a new component of the National Wilderness
			 Preservation System or as an addition to an existing component of the National
			 Wilderness Preservation System:</text>
				<paragraph id="H5705C74A1FCE45BA96AC43513305DE30"><enum>(1)</enum><text display-inline="yes-display-inline">Certain Federal land comprising
			 approximately 5,144 acres, as generally depicted on the map entitled <quote>Big
			 Draft Proposed Wilderness</quote> and dated March 11, 2008, which shall be
			 known as the <quote>Big Draft Wilderness</quote>.</text>
				</paragraph><paragraph id="H802CA6984978444C81DB6D57146E8DD"><enum>(2)</enum><text display-inline="yes-display-inline">Certain Federal land comprising
			 approximately 11,951 acres, as generally depicted on the map entitled
			 <quote>Cranberry Expansion Proposed Wilderness</quote> and dated March 11,
			 2008, which shall be added to and administered as part of the Cranberry
			 Wilderness designated by section 1(1) of <external-xref legal-doc="public-law" parsable-cite="pl/97/466">Public Law 97–466</external-xref> (96 Stat.
			 2538).</text>
				</paragraph><paragraph id="H326F2A84ED4E480BA0C7D5F6AEA900FE"><enum>(3)</enum><text display-inline="yes-display-inline">Certain Federal land comprising
			 approximately 7,156 acres, as generally depicted on the map entitled
			 <quote>Dolly Sods Expansion Proposed Wilderness</quote> and dated March 11,
			 2008, which shall be added to and administered as part of the Dolly Sods
			 Wilderness designated by section 3(a)(13) of <external-xref legal-doc="public-law" parsable-cite="pl/93/622">Public Law 93–622</external-xref> (88 Stat.
			 2098).</text>
				</paragraph><paragraph id="HEF0537E20D7A495E9537320067A8ECEA"><enum>(4)</enum><text display-inline="yes-display-inline">Certain Federal land comprising
			 approximately 698 acres, as generally depicted on the map entitled <quote>Otter
			 Creek Expansion Proposed Wilderness</quote> and dated March 11, 2008, which
			 shall be added to and administered as part of the Otter Creek Wilderness
			 designated by section 3(a)(14) of <external-xref legal-doc="public-law" parsable-cite="pl/93/622">Public Law 93–622</external-xref> (88 Stat. 2098).</text>
				</paragraph><paragraph id="HEAAB0330B5144DB3B2A487B6A3833FFB"><enum>(5)</enum><text display-inline="yes-display-inline">Certain Federal land comprising
			 approximately 6,792 acres, as generally depicted on the map entitled
			 <quote>Roaring Plains Proposed Wilderness</quote> and dated March 11, 2008,
			 which shall be known as the “Roaring Plains West Wilderness”.</text>
				</paragraph><paragraph id="HD763320049BA4D8AB8ACDE9FA5F32E7"><enum>(6)</enum><text display-inline="yes-display-inline">Certain Federal land comprising
			 approximately 6,030 acres, as generally depicted on the map entitled
			 <quote>Spice Run Proposed Wilderness</quote> and dated March 11, 2008, which
			 shall be known as the <quote>Spice Run Wilderness</quote>.</text>
				</paragraph></subsection><subsection id="H06DE7FBEA305489B97A58C691D326839"><enum>(b)</enum><header>Maps and legal
			 description</header>
				<paragraph id="H94DE17465C7E4BBCBD38BE6EC557E7CA"><enum>(1)</enum><header>Filing and
			 availability</header><text display-inline="yes-display-inline">As soon as
			 practicable after the date of the enactment of this Act, the Secretary of
			 Agriculture, acting through the Chief of the Forest Service, shall file with
			 the Committee on Natural Resources of the House of Representatives and the
			 Committee on Energy and Natural Resources of the Senate a map and legal
			 description of each wilderness area designated or expanded by subsection (a).
			 The maps and legal descriptions shall be on file and available for public
			 inspection in the office of the Chief of the Forest Service and the office of
			 the Supervisor of the Monongahela National Forest.</text>
				</paragraph><paragraph id="H8F9E0E307ED74C05ACAC48873D3604E1"><enum>(2)</enum><header>Force and
			 effect</header><text>The maps and legal descriptions referred to in this
			 subsection shall have the same force and effect as if included in this Act,
			 except that the Secretary may correct errors in the maps and
			 descriptions.</text>
				</paragraph></subsection><subsection id="H0E977DD5ABD14CDD0044DCCB84182211"><enum>(c)</enum><header>Administration</header><text display-inline="yes-display-inline">Subject to valid existing rights, the
			 Federal lands designated as wilderness by subsection (a) shall be administered
			 by the Secretary in accordance with the Wilderness Act (16 U.S.C. 1131 et
			 seq.). The Secretary may continue to authorize the competitive running event
			 permitted from 2003 through 2007 in the vicinity of the boundaries of the Dolly
			 Sods Wilderness addition designated by paragraph (3) of subsection (a) and the
			 Roaring Plains West Wilderness Area designated by paragraph (5) of such
			 subsection, in a manner compatible with the preservation of such areas as
			 wilderness.</text>
			</subsection><subsection id="H04AD842B27964DC4AFC88693F6A77BAE"><enum>(d)</enum><header>Effective date
			 of wilderness act</header><text>With respect to the Federal lands designated as
			 wilderness by subsection (a), any reference in the Wilderness Act (16 U.S.C.
			 1131 et seq.) to the effective date of the Wilderness Act shall be deemed to be
			 a reference to the date of the enactment of this Act.</text>
			</subsection><subsection id="HA1A55E1AA156446DABD7958BEF39B4A8"><enum>(e)</enum><header>Fish and
			 wildlife</header><text>As provided in section 4(d)(7) of the Wilderness Act (16
			 U.S.C. 1133(d)(7)), nothing in this section affects the jurisdiction or
			 responsibility of the State of West Virginia with respect to wildlife and
			 fish.</text>
			</subsection></section><section id="H923C57AEDA62416798D65D201363BA70"><enum>3.</enum><header>Boundary
			 adjustment, Laurel Fork South Wilderness, Monongahela National Forest</header>
			<subsection id="H5B2DEB7475394CEE9894BB2DC5CD0A3"><enum>(a)</enum><header>Boundary
			 adjustment</header><text display-inline="yes-display-inline">The boundary of
			 the Laurel Fork South Wilderness designated by section 1(3) of Public Law
			 97–466 (96 Stat. 2538) is modified to exclude two parcels of land, as generally
			 depicted on the map entitled <quote>Monongahela National Forest Laurel Fork
			 South Wilderness Boundary Modification</quote> and dated March 11, 2008, and
			 more particularly described according to the site-specific maps and legal
			 descriptions on file in the office of the Forest Supervisor, Monongahela
			 National Forest. The general map shall be on file and available for public
			 inspection in the Office of the Chief of the Forest Service.</text>
			</subsection><subsection id="HF15D150E9F184708B1960020B88F400"><enum>(b)</enum><header>Management</header><text display-inline="yes-display-inline">Federally owned land delineated on the maps
			 referred to in subsection (a) as the Laurel Fork South Wilderness, as modified
			 by such subsection, shall continue to be administered by the Secretary of
			 Agriculture in accordance with Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>). Any
			 reference in the Wilderness Act to the effective date of that Act shall be
			 deemed to be a reference to the effective date of <external-xref legal-doc="public-law" parsable-cite="pl/97/466">Public Law 97–466</external-xref> and this
			 Act.</text>
			</subsection></section><section id="HF5C471A3EAB543E3BC782FD22F4CE1E"><enum>4.</enum><header>Monongahela
			 National Forest boundary confirmation</header><text display-inline="no-display-inline">The boundary of the Monongahela National
			 Forest is confirmed to include the tracts of land as generally depicted on the
			 map entitled <quote>Monongahela National Forest Boundary Confirmation</quote>
			 and dated March 13, 2008, and all Federal lands under the jurisdiction of the
			 Secretary of Agriculture, acting through the Chief of the Forest Service,
			 encompassed within such boundary shall be managed under the laws and
			 regulations pertaining to the National Forest System.</text>
		</section><section id="H65BEDBA9A6BD442DB24FB480AE63EAEB"><enum>5.</enum><header>Enhanced Trail
			 Opportunities</header>
			<subsection id="HA3098EFFCD034E7CABEE907B88D05ECF"><enum>(a)</enum><header>Plan</header>
				<paragraph id="HEB9375F2B9344D2A8CF01D9872689BC0"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of Agriculture, in consultation with
			 interested parties, shall develop a plan to provide for enhanced nonmotorized
			 recreation trail opportunities on lands not designated as wilderness within the
			 Monongahela National Forest.</text>
				</paragraph><paragraph id="HDBD6C7AAA2834408857DAF017E6BD22D"><enum>(2)</enum><header>Nonmotorized
			 recreation trail defined</header><text>For the purposes of this subsection, the
			 term “nonmotorized recreation trail” means a trail designed for hiking,
			 bicycling, and equestrian use.</text>
				</paragraph></subsection><subsection id="H4708A07E0ADA4790AEB201ACB8D39B5"><enum>(b)</enum><header>Report</header><text>Not
			 later than two years after the date of the enactment of this Act, the Secretary
			 of Agriculture shall submit to Congress a report on the implementation of the
			 plan required under subsection (a), including the identification of priority
			 trails for development.</text>
			</subsection><subsection id="HC0014EA905824682AB74AB88169FA52E"><enum>(c)</enum><header>Consideration of
			 Conversion of Forest Roads to Recreational Uses</header><text>In considering
			 possible closure and decommissioning of a Forest Service road within the
			 Monongahela National Forest after the date of the enactment of this Act, the
			 Secretary of Agriculture, in accordance with applicable law, may consider
			 converting the road to nonmotorized uses to enhance recreational opportunities
			 within the Monongahela National Forest.</text>
			</subsection></section></legis-body>
