		<official-title>To encourage model programs to support veteran student
		  success in postsecondary education by coordinating services to address the
		  academic, financial, physical, and social needs of veteran
		  students.</official-title>

		<section id="H4465FCF85A894BB38B1CB4839AB2CEB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Securing Success for Veterans on
			 Campus Act of 2008</short-title></quote>.</text>
		</section><section id="H7291E95539084835ADC100DFE8E4E1D9"><enum>2.</enum><header>Centers of
			 Excellence for Veteran Student Success</header><text display-inline="no-display-inline">Title VII of the Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1133">20 U.S.C. 1133 et seq.</external-xref>) is amended by adding at the end the following new
			 part:</text>

				<part id="H6B210D17A5CD4C74ADE44760849D7048"><enum>F</enum><header>Centers of
				Excellence for Veteran Student Success</header>
					<section id="H34EBF0F093D6434C959B0500201D1046"><enum>781.</enum><header>Model Programs
				for Centers of Excellence for Veteran Student Success</header>
						<subsection id="H88A936B71D984C6F997C35C9533F6087"><enum>(a)</enum><header>Purpose</header><text>It
				is the purpose of this section to encourage model programs to support veteran
				student success in postsecondary education by coordinating services to address
				the academic, financial, physical, and social needs of veteran students.</text>
						</subsection><subsection id="HD74F4CE526A44A968E49E5F4BBF500CF"><enum>(b)</enum><header>Grants
				Authorized</header>
							<paragraph id="HA505DE03E7AF41B9BFA1923337909169"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Subject to the
				availability of appropriations under
				<internal-xref idref="H4D0696BE33924A53AFBFCF207FA901E8" legis-path="781.(f)">subsection (f)</internal-xref>, the Secretary shall award
				grants to institutions of higher education to develop model programs to support
				veteran student success in postsecondary education.</text>
							</paragraph><paragraph id="HBEE96BAF47E943CB913C7E52F87963F2"><enum>(2)</enum><header>Grant
				period</header><text>A grant awarded under this section shall be awarded for a
				period of 3 years.</text>
							</paragraph></subsection><subsection id="H3CCE832ACFED4C949844F571429DD034"><enum>(c)</enum><header>Use of
				grants</header>
							<paragraph id="H0A598B9A1007408DB44C803147518E19"><enum>(1)</enum><header>Required
				activities</header><text>An institution of higher education receiving a grant
				under this section shall use such grant to carry out a model program that
				includes—</text>
								<subparagraph id="HF90A7ABF008A4BABB341DD43851DF78B"><enum>(A)</enum><text>establishing of a
				Center of Excellence for Veteran Student Success on the campus of the
				institution to provide a single point of contact to coordinate comprehensive
				support services for veteran students;</text>
								</subparagraph><subparagraph id="H462817DF786347FE94E7529BE1A519C"><enum>(B)</enum><text>establishing a
				veteran students support team, including representatives from the offices of
				the institution responsible for admissions, registration, financial aid,
				veterans benefits, academic advising, student health, personal or mental health
				counseling, career advising, disabilities services, and any other office of the
				institution that provides support to veteran students on campus;</text>
								</subparagraph><subparagraph id="HD3352D6C3C81406EB3842431043044E5"><enum>(C)</enum><text>providing a
				full-time or part-time coordinator whose primary responsibility is to
				coordinate the model program carried out under this section;</text>
								</subparagraph><subparagraph id="H9DD45F190DDD41C6A0266293D166EE35"><enum>(D)</enum><text>monitoring the
				rates of veteran student enrollment, persistence, and completion; and</text>
								</subparagraph><subparagraph id="HD6B09F1756174E55A16777EE0795168C"><enum>(E)</enum><text>developing a plan
				to sustain the Center of Excellence for Veteran Student Success after the grant
				period.</text>
								</subparagraph></paragraph><paragraph id="H1139B5E552D745BE9B00D648270303AC"><enum>(2)</enum><header>Other authorized
				activities</header><text>An institution of higher education receiving a grant
				under this section may use such grant to carry out any of the following
				activities with respect to veteran students:</text>
								<subparagraph id="HB310F1AC04894C2C8631A6EF10B2E4C7"><enum>(A)</enum><text>Outreach and
				recruitment of such students.</text>
								</subparagraph><subparagraph id="H58466462A7EA4B4C8681F53042862F81"><enum>(B)</enum><text>Supportive
				instructional services for such students, which may include—</text>
									<clause id="HA60BAC1885B34408A548A64C2D084D3C"><enum>(i)</enum><text>personal,
				academic, and career counseling, as an on-going part of the program;</text>
									</clause><clause id="HC4C8E47A58A24E88961743BAF7A840F3"><enum>(ii)</enum><text>tutoring and
				academic skill-building instruction assistance, as needed; and</text>
									</clause><clause id="H9F416EB6080542549CB448B6B22EA7C0"><enum>(iii)</enum><text>assistance with
				special admissions and transfer of credit from previous postsecondary education
				or experience.</text>
									</clause></subparagraph><subparagraph id="H31B83E2D9F8641A1A3051FC912F82639"><enum>(C)</enum><text>Assistance in
				obtaining student financial aid.</text>
								</subparagraph><subparagraph id="H611CCE7D32124430ACD84C182FC17604"><enum>(D)</enum><text display-inline="yes-display-inline">Housing support for students living in
				institutional facilities and commuting students.</text>
								</subparagraph><subparagraph id="H504EAB75FD664C0EAD9BA8DCCE071163"><enum>(E)</enum><text>Cultural events,
				academic programs, orientation programs, and other activities designed to ease
				the transition to campus life for such students.</text>
								</subparagraph><subparagraph id="HED7DDCBA34F34DAF92D7CC667FD5F5C6"><enum>(F)</enum><text>Support for
				veteran student organizations and veteran student support groups on
				campus.</text>
								</subparagraph><subparagraph id="HEFD9812F4694443D923443846396D587"><enum>(G)</enum><text display-inline="yes-display-inline">Coordination of academic advising and
				admissions counseling with military bases and national guard units in the
				area.</text>
								</subparagraph><subparagraph id="H4382B4C24B0C4547A7A0AD2EE00D6DC"><enum>(H)</enum><text>Other support
				services the institution determines to be necessary to ensure the success of
				such students in achieving their educational and career goals.</text>
								</subparagraph></paragraph></subsection><subsection id="H63A454DF426042EA0023040223A430FD"><enum>(d)</enum><header>Application;
				Selection</header>
							<paragraph id="H26A2BCFF471E466EAF279BBF6F92B5F2"><enum>(1)</enum><header>Application</header><text>To
				be considered for a grant under this section, an institution of higher
				education shall submit to the Secretary an application at such time, in such
				manner, and accompanied by such information as the Secretary may
				require.</text>
							</paragraph><paragraph id="HBA5CA59538914EFF9E66CB385BAED13C"><enum>(2)</enum><header>Selection
				considerations</header><text>In awarding grants under this section, the
				Secretary shall consider—</text>
								<subparagraph id="H3F4ECB689C15441F851C6102676E5B56"><enum>(A)</enum><text>the number of
				veteran students enrolled at an institution of higher education; and</text>
								</subparagraph><subparagraph id="H1C540C105BBC4405BF9B841DAD937304"><enum>(B)</enum><text display-inline="yes-display-inline">the need for model programs to address the
				needs of veteran students at a wide range of institutions of higher education,
				including the need to provide—</text>
									<clause id="HAE91D91F935D4C3E98CE034EC11F70BF"><enum>(i)</enum><text display-inline="yes-display-inline">an equitable distribution of such grants to
				institutions of higher education of various types and sizes;</text>
									</clause><clause id="H42DF8EF938A94129859401B34D07D307"><enum>(ii)</enum><text>an equitable
				geographic distribution of such grants; and</text>
									</clause><clause id="H9C8B245863BD46FDA9DDDA176F74D348"><enum>(iii)</enum><text display-inline="yes-display-inline">an equitable distribution of such grants
				among rural and urban areas.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="HF25BE851AC1E4AE497FBACEF0059CEB0"><enum>(e)</enum><header>Evaluation and
				Accountability Plan</header><text>The Secretary shall develop an evaluation and
				accountability plan for model programs funded under this section to objectively
				measure the impact of such programs, including a measure of whether
				postsecondary education enrollment, persistence, and completion for veterans
				increases as a result of such programs.</text>
						</subsection><subsection id="H4D0696BE33924A53AFBFCF207FA901E8"><enum>(f)</enum><header>Authorization of
				Appropriations</header><text>There are authorized to be appropriated to carry
				out this part such sums as may be necessary for fiscal year 2009 and each of
				the 4 succeeding fiscal
				years.</text>
