		<official-title>To grant to a State with an unemployment rate that is
		  equal to or greater than 125 percent of the national unemployment rate
		  authority to use Federal funds made available to such State for job training
		  programs.</official-title>

		<section id="H67370DD6BCB04B2200CAD225499C9D6E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Maximizing the Use of Federal Funds
			 for Job Training Act</short-title></quote>.</text>
		</section><section id="H1B9A90A6E3944D15B958FD99DE476F0"><enum>2.</enum><header>Authority to
			 consolidate or transfer certain funds</header>
			<subsection id="HA57BAE9A88A7484981C8EB089FADC700"><enum>(a)</enum><header>Authority
			 available</header><text display-inline="yes-display-inline">A State with an
			 unemployment rate that is equal to or greater than 125 percent of the national
			 unemployment rate is authorized to consolidate or transfer, without limitation,
			 any funds made available to such State under the programs described in
			 subsection (b).</text>
			</subsection><subsection id="HEC58E7A0E5E64D59B62EE802952B4735"><enum>(b)</enum><header>Designated
			 programs</header><text display-inline="yes-display-inline">Subsection (a)
			 applies to—</text>
				<paragraph id="H7C8A1B291B564344A3027517D7E22200"><enum>(1)</enum><text>any formula grant
			 program carried out under the Workforce Investment Act of 1998 (29 U.S.C. 2801
			 et seq.); and</text>
				</paragraph><paragraph id="H59D470B36E9E47E69C8594CD2CA4E4E7"><enum>(2)</enum><text>any funds made
			 available to the State under part II of subchapter B of chapter 2 of title II
			 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2295">19 U.S.C. 2295 et seq.</external-xref>).</text>
				</paragraph></subsection><subsection id="H3972D083F4FB482797BDB0709CC707C4"><enum>(c)</enum><header>Duration</header><text display-inline="yes-display-inline">The authority provided by subsection (a)
			 shall remain in effect for a period of 2 years for a State or until the date on
			 the State’s unemployment rate is less than 125 percent of the national
			 unemployment rate, whichever occurs later.</text>
			</subsection><subsection id="H87D52076D6624297B700760044644074"><enum>(d)</enum><header>National
			 Employment Rate Defined</header><text>In this section, the term <quote>national
			 employment rate</quote> means the most recent rate of unemployment announced
			 each month by Bureau of Labor Statistics of the Department of Labor based upon
			 data from the current populations survey of households conducted for the Bureau
			 by the Bureau of the Census of the Department of Commerce.</text>
