		<official-title>To require the Secretary of State to conduct ongoing
		  assessments of the effectiveness of sanctions against Iran, and for other
		  purposes.</official-title>

		<section id="HBC7AC393E2FA47F200A3ECE14FC0AF32" section-type="section-one"><enum>1.</enum><header>Assessments of the
			 effectiveness of sanctions against iran</header>
			<subsection id="HE945581AB3244723A9B9CAB547B488EF"><enum>(a)</enum><header>Improved Data
			 Collection and Required Assessments</header><text>The Secretary of State, in
			 conjunction with the Secretary of the Treasury, the Secretary of Commerce, the
			 Secretary of Defense, and the intelligence community, shall—</text>
				<paragraph id="HDA37650DB3644CB6A0FED7F463E99183"><enum>(1)</enum><text>collect, analyze,
			 and improve data on actions by the United States Government to enforce
			 sanctions against Iran, including data on—</text>
					<subparagraph id="H22034544E18A4A2A8F0913F503D57B6"><enum>(A)</enum><text>the number of goods
			 seized, penalties imposed, and convictions obtained under sanctions that
			 prohibit trade with Iran;</text>
					</subparagraph><subparagraph id="HA04F0C5A5E15460A00ADA348C06B1CD2"><enum>(B)</enum><text>sensitive items
			 diverted to Iran through transshipment points;</text>
					</subparagraph><subparagraph id="H35D1880769904BCB99DE21EBBE2946E2"><enum>(C)</enum><text>the extent to
			 which repeat foreign violators of Iran-specific sanctions have ended their sale
			 of sensitive items to Iran;</text>
					</subparagraph><subparagraph id="H34231C051E1F4946A2892CAFE0B5C5DD"><enum>(D)</enum><text>the amount of
			 assets frozen resulting from financial sanctions; and</text>
					</subparagraph><subparagraph id="HFF8FCAD19F1B4BDC9D6F231CE49F8843"><enum>(E)</enum><text>the extent of
			 delays in foreign investment in Iran’s energy sector;</text>
					</subparagraph></paragraph><paragraph id="H332AEF3DC28F4FBE864D41A9CD365D88"><enum>(2)</enum><text display-inline="yes-display-inline">complete an overall baseline assessment of
			 the impact and use of sanctions against Iran, including factors that impair or
			 strengthen such sanctions;</text>
				</paragraph><paragraph id="H38FCF964B0104173B66100C9474844F2"><enum>(3)</enum><text>develop a
			 framework for assessing the ongoing impact of United States sanctions against
			 Iran and the contribution of multilateral sanctions against Iran; and</text>
				</paragraph><paragraph id="HB08DAD09439E4BE9BADA0054819044A6"><enum>(4)</enum><text>conduct annual
			 assessments of the effectiveness of sanctions against Iran in achieving United
			 States foreign policy objectives.</text>
				</paragraph></subsection><subsection id="H511CE44BBB874DF8B6F83D45F762C1DF"><enum>(b)</enum><header>Report</header><text>Not
			 later than 1 year after the date of the enactment of this Act, and annually
			 thereafter, the Secretary of State shall submit to Congress a report that
			 contains the results of the assessments conducted under subsection (a) for the
			 prior year.</text>
			</subsection><subsection id="H0479CC63A844486EBE31AD2F00342238"><enum>(c)</enum><header>Definitions</header><text>In
			 this Act:</text>
				<paragraph id="H5D52B910036448D98901E02FC2CD839E"><enum>(1)</enum><header>Intelligence
			 community</header><text display-inline="yes-display-inline">The term
			 <term>intelligence community</term> has the meaning given the term in section
			 3(4) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/401a">50 U.S.C. 401a(4)</external-xref>).</text>
				</paragraph><paragraph id="H7077F515D07342FCA8C6CE21DFA22B36"><enum>(2)</enum><header>Sanctions
			 against iran</header><text>The term <term>sanctions against Iran</term>
			 means—</text>
					<subparagraph commented="no" id="H2BD2CF38264140C4A93B0015AB2038A6"><enum>(A)</enum><text>multilateral
			 sanctions against Iran under international law, including United Nations
			 Security Council Resolutions 1696 (2006), 1737 (2006), and 1747 (2007);
			 and</text>
					</subparagraph><subparagraph id="H4C88916B093A4FA89EDCF7250092B7AD"><enum>(B)</enum><text>bilateral
			 sanctions against Iran under United States law, including—</text>
						<clause id="H2B4D85A21C6B408CBFBDF6609C2DD5BE"><enum>(i)</enum><text>the
			 Iran Nonproliferation Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/178">Public Law 106–178</external-xref>; 50 U.S.C. 1701
			 note);</text>
						</clause><clause id="H637154297B804749A3BF27006606356D"><enum>(ii)</enum><text>the
			 Iran Sanctions Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/172">Public Law 104–172</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note);</text>
						</clause><clause id="HDDFEA965BDBC47459FD38B8D008CA3F8"><enum>(iii)</enum><text>the Iran-Iraq
			 Arms Nonproliferation Act of 1992 (<external-xref legal-doc="public-law" parsable-cite="pl/102/484">Public Law 102–484</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note);
			 and</text>
						</clause><clause id="HFE885A3DC12A4E679C1F3DCC2368A71D"><enum>(iv)</enum><text display-inline="yes-display-inline">Executive Order No. 12959 (May 6, 1995),
			 Executive Order No. 13059 (August 19, 1997), Executive Order No. 13224
			 (September 23, 2001), Executive Order No. 13382 (June 28, 2005), or any other
			 blocking of property or prohibition on transactions with respect to Iran that
			 is imposed under the International Emergency Economic Powers Act (50 U.S.C.
			 1701 et seq.).</text>
						</clause></subparagraph></paragraph></subsection></section></legis-body>
