		<section display-inline="no-display-inline" id="H9B00C7DFEB564483874E7112F306593B" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>District
			 of Columbia Voting Rights Restoration Act of 2007</quote>.</text>
		</section><section id="H8DF145B8ACE644589BC576AD852771D0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="H03C4E66D03EC4F29A900FA913745F9F6"><enum>(1)</enum><text>There is no
			 reason, either historically or by virtue of law, why the people of the District
			 of Columbia, the capital of the United States of America, should not have full
			 voting representation in the Congress of the United States.</text>
			</paragraph><paragraph id="H07B0725016C3416EB8B61558D4F9FD5"><enum>(2)</enum><text>Article I, section
			 8, clause 17 of the Constitution of the United States, which authorized the
			 creation of the District of Columbia, provides only that the Congress shall
			 have <quote>exclusive legislation in all cases whatsoever</quote> over that
			 District.</text>
			</paragraph><paragraph id="HF0A69A70CC8E4F87BB6200CAA19F6B13"><enum>(3)</enum><text>The same clause of
			 the Constitution provides that Congress <quote>shall exercise like authority
			 over</quote> other Federal territories that have been purchased from the States
			 for Federal purposes. Residents of other Federal enclaves, though also denied
			 voting rights after becoming subject to exclusive Federal jurisdiction, have
			 had restored their right to vote for and serve as elected Federal officials
			 from their respective States which ceded the Federal enclaves to the United
			 States.</text>
			</paragraph><paragraph id="H88B55E956DD6430DA03C9021F7B65600"><enum>(4)</enum><text>Congress has
			 exercised its authority to regulate Federal elections under article I, section
			 4 of the Constitution to set the legal requirements that States must follow in
			 establishing Congressional districts. Congress has also exercised this
			 authority to require States to allow United States citizens who are former
			 residents, and their children who are United States citizens, who are living
			 overseas to vote in Federal elections in the previous State of residence,
			 notwithstanding the fact that such former residents and their children may have
			 no intention of returning or establishing residence in that State, and
			 notwithstanding the fact that such citizens are not subject to the laws of that
			 State, including tax laws.</text>
			</paragraph><paragraph id="H2020318E327840F4BA25F69495C21F76"><enum>(5)</enum><text>The entire
			 territory of the current District of Columbia was ceded to the United States by
			 the State of Maryland, one of the original 13 States of the United States. The
			 portion of the original District of Columbia ceded to the United States by the
			 Commonwealth of Virginia was returned to the authority of that state in 1846,
			 and the people who now reside in that area vote as citizens of the Commonwealth
			 of Virginia.</text>
			</paragraph><paragraph id="H133577D04DFF496E9E068813BE320085"><enum>(6)</enum><text>The Supreme Court
			 of the United States has found that the cession of legislative authority over
			 the territory that became the District of Columbia by the States of Maryland
			 and Virginia did not remove that territory from the United States, and that the
			 people who live in that territory are entitled to all the rights, guarantees,
			 and immunities of the Constitution that they formerly enjoyed as citizens of
			 those States. O’Donoghue v. United States, 289 U.S. 516 (1933); Downes v.
			 Bidwell, 182 U.S. 244 (1901). Among those guarantees are the right to equal
			 protection of the laws and the right to participate, equally with other
			 Americans, in a Republican form of government.</text>
			</paragraph><paragraph id="H687DE3750C4B44A38D2C5949CFAEDEF8"><enum>(7)</enum><text>Since the people
			 who lived in the territory that now makes up the District of Columbia once
			 voted in Maryland as citizens of Maryland, and Congress by adoption of the
			 Organic Act of 1801 severed the political connection between Maryland and the
			 District of Columbia by statute, Congress has the power by statute to restore
			 Maryland state citizenship rights, including Federal electoral rights, that it
			 took away by enacting the Organic Act of 1801.</text>
			</paragraph></section><section id="H1155BB6913E64611ADD3205C44FD9D2C"><enum>3.</enum><header>Restoration of
			 Right of District of Columbia Residents to Participate as Maryland Residents in
			 Congressional Elections</header>
			<subsection id="HA9CA828961D54B6B813EEFB694D21417"><enum>(a)</enum><header>In
			 General</header><text>Notwithstanding any other provision of law, for purposes
			 of representation in the House of Representatives and Senate, the right of the
			 people of the District of Columbia to be eligible to participate in elections
			 for the House of Representatives and Senate as Maryland residents in accordance
			 with the laws of the State of Maryland, is hereby restored.</text>
			</subsection><subsection id="HD7A7D6B86FD64D07A4D2693ED8B48737"><enum>(b)</enum><header>Eligibility To
			 Hold Congressional Office</header><text>Notwithstanding any other provision of
			 law, for purposes of determining eligibility to serve as a Member of the House
			 of Representatives or Senate, the right of the residents of the District of
			 Columbia to be considered inhabitants of the State of Maryland is hereby
			 restored.</text>
			</subsection><subsection id="H1D125FB43F6049958E369E746900A83"><enum>(c)</enum><header>Effective
			 Date</header><text>This section shall apply with respect to elections for
			 Federal office occurring during 2008 and any succeeding year.</text>
			</subsection></section><section id="H8DE33D94A35C4AAAAF3C684F9D8EA1D5"><enum>4.</enum><header>Restoration of
			 Right of District of Columbia Residents to Participate as Maryland Residents in
			 Presidential Elections</header>
			<subsection id="HCF01C900064F4EE9ADBB3D2E4DC9DEEA"><enum>(a)</enum><header>In
			 General</header><text>Notwithstanding any other provision of law, the right of
			 the people of the District of Columbia to be eligible to participate in
			 elections for electors of President and Vice President, and to serve as such
			 electors as Maryland residents in accordance with the laws of the State of
			 Maryland, is hereby restored.</text>
			</subsection><subsection id="HBDF7C6C2F450447093C4AE333D432663"><enum>(b)</enum><header>Eligibility To
			 Serve as Electors</header><text>Notwithstanding any other provision of law, for
			 purposes of determining eligibility to serve as electors of President and Vice
			 President, the right of the residents of the District of Columbia to be
			 considered inhabitants of the State of Maryland is hereby restored.</text>
			</subsection><subsection id="HAD8DED9025EA4834AE6CA0BBAD12192"><enum>(c)</enum><header>Termination of
			 Appointment of Separate Electors by District of Columbia</header><text>In
			 accordance with the authority under sections 1 and 2 of the 23rd amendment to
			 the Constitution and the authority under article I, Section 8, to legislate for
			 the District of Columbia, and notwithstanding any other provision of law,
			 Congress directs that no electors of President and Vice President shall be
			 appointed by the District of Columbia and that no votes from such electors
			 shall be cast or counted in the electoral vote for President and Vice
			 President.</text>
			</subsection><subsection id="H2960694E0A4B4C80A47175294027063E"><enum>(d)</enum><header>Conforming
			 Amendment</header>
				<paragraph id="H5E583EB9515046ABA89711A506C063BE"><enum>(1)</enum><header>In
			 general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/3/1">Chapter 1</external-xref> of title 3, United States Code, is amended by
			 striking section 21.</text>
				</paragraph><paragraph id="H2C6E9460204749188DBCDDDD5C908D00"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/3/1">chapter 1</external-xref> of title 3, United
			 States Code, is amended by striking the item relating to section 21.</text>
				</paragraph></subsection></section><section id="HDCFC664A4C9442A199C162DA7045E327"><enum>5.</enum><header>Composition of
			 House of Representatives</header>
			<subsection id="H705B4CBB1C374E12BB1DD37BB8D50023"><enum>(a)</enum><header>Number and
			 Apportionment of Maryland Members</header><text>For purposes of determining the
			 number and apportionment of the members of the House of Representatives from
			 the State of Maryland for the One Hundred Eleventh Congress and each succeeding
			 Congress, the population of the District of Columbia shall be added to the
			 population of Maryland under the decennial census.</text>
			</subsection><subsection id="H1AF897B958A64A8F9250B02B1B42AD13"><enum>(b)</enum><header>Increase in
			 Membership of House of Representatives</header>
				<paragraph display-inline="no-display-inline" id="H4EA99AB44DF347BBAC630812B6648E31"><enum>(1)</enum><header>Permanent
			 increase in number of members</header><text>Effective with respect to the One
			 Hundred Eleventh Congress and each succeeding Congress, the House of
			 Representatives shall be composed of 437 Members.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HA2C4DD1869224927A9C9DC2BDB4C6CB6"><enum>(2)</enum><header>Reapportionment
			 of members resulting from increase</header>
					<subparagraph id="H7B4EC8D18E3B41D68D621FAED8204FE4"><enum>(A)</enum><header>In
			 general</header><text>Section 22(a) of the Act entitled <quote>An Act to
			 provide for the fifteenth and subsequent decennial censuses and to provide for
			 apportionment of Representatives in Congress</quote>, approved June 28, 1929 (2
			 U.S.C. 2a(a)), is amended by striking <quote>the then existing number of
			 Representatives</quote> and inserting <quote>the number of Representatives
			 established with respect to the One Hundred Eleventh Congress</quote>.</text>
					</subparagraph><subparagraph id="H1EC2F31C12F04F25913EA9D2B35CA235"><enum>(B)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subparagraph (A) shall apply with respect to the regular decennial census
			 conducted for 2010 and each subsequent regular decennial census.</text>
					</subparagraph></paragraph></subsection><subsection id="H882095E915814876BFAAA5682CFB70C"><enum>(c)</enum><header>Revision of
			 Apportionment Prior to Next Census</header>
				<paragraph id="H993771A2189840198237038EE966E0DC"><enum>(1)</enum><header>Transmittal of
			 revised apportionment information by President and Clerk</header>
					<subparagraph id="HCE795F6BEBFC48BD8CCA3697F0F1C5C1"><enum>(A)</enum><header>Statement of
			 apportionment by President</header><text>Not later than 30 days after the date
			 of the enactment of this Act, the President shall transmit to Congress a
			 revised version of the most recent statement of apportionment submitted under
			 section 22(a) of the Act entitled <quote>An Act to provide for the fifteenth
			 and subsequent decennial censuses and to provide for apportionment of
			 Representatives in Congress</quote>, approved June 28, 1929 (<external-xref legal-doc="usc" parsable-cite="usc/2/2a">2 U.S.C. 2a(a)</external-xref>),
			 to take into account this section and the amendments made by this
			 section.</text>
					</subparagraph><subparagraph id="H50EF099982A845D2A3ACE9C26D00CCBD"><enum>(B)</enum><header>Report by
			 Clerk</header><text>Not later than 15 calendar days after receiving the
			 revised version of the statement of apportionment under subparagraph (A), the
			 Clerk of the House of Representatives, in accordance with section 22(b) of such
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/2/2a">2 U.S.C. 2a(b)</external-xref>), shall send to the executive of the State (other than the
			 State of Maryland) entitled to one additional Representative pursuant to this
			 section a certificate of the number of Representatives to which such State is
			 entitled under section 22 of such Act, and shall submit a report identifying
			 that State to the Speaker of the House of Representatives.</text>
					</subparagraph></paragraph><paragraph id="HD006D2D08CAF4EA08FA37E901E22664"><enum>(2)</enum><header>Composition of
			 congressional districts for affected state</header><text display-inline="yes-display-inline">Until the taking effect of the first
			 reapportionment occurring after the regular decennial census conducted for
			 2010, the Congressional districts of the State identified by the Clerk of the
			 House of Representatives in the report submitted under paragraph (1) shall be
			 those districts established under a law enacted by the State during 2006
			 (without regard to any amendments made to such law after 2006) which
			 established Congressional districts for the State but which did not take effect
			 because the number of districts provided under the law was greater than the
			 number of districts to which the State was finally entitled after the regular
			 decennial census for 2000.</text>
				</paragraph></subsection><subsection id="H26EF3401EF7840E6B9582CBB33E3A88F"><enum>(d)</enum><header>Prohibiting
			 Division of District of Columbia Into Separate Congressional
			 Districts</header><text></text>
				<paragraph id="H4DBB9C1CBA634C8D9C2FC15B355233DC"><enum>(1)</enum><header>In
			 general</header><text>Notwithstanding subsection (a), in establishing
			 Congressional districts after the effective date of this section, the State of
			 Maryland shall ensure that the entire area of the District of Columbia is
			 included in the same Congressional district (except as provided in paragraph
			 (2)).</text>
				</paragraph><paragraph id="H206876475E1844959FF9008C42C7A3B9"><enum>(2)</enum><header>Special rule if
			 population of district equals or exceeds average population of Maryland
			 congressional districts</header><text>If the population of the District of
			 Columbia equals or exceeds the average population of a Congressional district
			 in the State of Maryland under the decennial census used for the apportionment
			 of the Members of the House of Representatives from the State of Maryland, the
			 State of Maryland shall ensure that at least one Congressional district in the
			 State consists exclusively of territory within the District of Columbia.</text>
				</paragraph><paragraph id="HAF4D7B2BC7BE46ED9B767DFAF723CF9B"><enum>(3)</enum><header>Special rule for
			 initial district</header><text>Until the State of Maryland establishes
			 Congressional districts to take into account the enactment of this section, the
			 Congressional district of the additional Representative to which the State is
			 entitled under this section shall consist exclusively of the area of the
			 District of Columbia.</text>
				</paragraph></subsection></section><section id="HE2759F378A4A458D8C33DB95B7232544"><enum>6.</enum><header>Coordination of
			 Election Administration</header>
			<subsection id="H816D7AE8768F4FD78F8DDB2F70EDABEF"><enum>(a)</enum><header>Application of
			 Maryland Election Laws</header>
				<paragraph id="H29067ECA076F4A459725DC57FF62CB8"><enum>(1)</enum><header>In
			 general</header><text>Federal elections in the District of Columbia shall be
			 administered and carried out by the State of Maryland, in accordance with the
			 applicable laws of the State of Maryland.</text>
				</paragraph><paragraph id="H7A306EDAE9D64C5B9E4D91845D2280F5"><enum>(2)</enum><header>Treatment of
			 District as unit of local government</header><text>For purposes of the laws of
			 the State of Maryland which apply to Federal elections in the District of
			 Columbia pursuant to paragraph (1), the District of Columbia shall be
			 considered to be a unit of local government within the State of Maryland with
			 responsibility for the administration of Federal elections.</text>
				</paragraph></subsection><subsection id="HDEB6A74359064019AACDF51EC90900C0"><enum>(b)</enum><header>Conforming
			 Amendments To Help America Vote Act of 2002</header>
				<paragraph id="H8B0E68F167C34AE5BB14B394EFB1BC00"><enum>(1)</enum><header>Treatment of
			 District of Columbia as part of Maryland</header><text>Section 901 of the Help
			 America Vote Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/15541">42 U.S.C. 15541</external-xref>) is amended—</text>
					<subparagraph id="H68D89CE4769B499F9F00AD67CD789633"><enum>(A)</enum><text>by striking
			 <quote>the District of Columbia</quote>;</text>
					</subparagraph><subparagraph id="H1C52B5E98CB042ABB4EE27362FCEC34"><enum>(B)</enum><text>by striking
			 <quote>In this Act</quote> and inserting <quote>(a)
			 <header-in-text level="subsection">In General.—</header-in-text>In this
			 Act</quote>; and</text>
					</subparagraph><subparagraph id="H05DCE6E7926046AE98588666357BBA00"><enum>(C)</enum><text>by adding at the
			 end the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="H6FE41F32E2DE4404955874272000C91C" style="OLC">
							<subsection id="HC57448E4AA744A9900D176637F5D0006"><enum>(b)</enum><header>Special Rule For
				State of Maryland and District of Columbia</header><text>For purposes of this
				Act, the following shall apply:</text>
								<paragraph id="H073D1D4FCAEF428CB70028F42E1FDC08"><enum>(1)</enum><text>The voting age
				population of the State of Maryland shall be considered to include the voting
				age population of the District of Columbia for purposes of sections 101(d)(4)
				and 252(b).</text>
								</paragraph><paragraph id="HDF0FBCAF2754414588B4F4A3672DAAB"><enum>(2)</enum><text>The District of
				Columbia shall be considered a unit of local government or jurisdiction located
				within the State of Maryland.</text>
								</paragraph><paragraph id="H947E096F40AF43709E707442675C9075"><enum>(3)</enum><text>An election for
				Federal office taking place in the District of Columbia shall be considered to
				take place in the State of
				Maryland.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H636B0C5E2EA1415DAC005EA697C41D21"><enum>(c)</enum><header>Conforming
			 Amendments to Other Federal Election Laws</header>
				<paragraph id="H2E7BE5D3EF76479985F2FFF38B77C59"><enum>(1)</enum><header>Uniformed and
			 Overseas Citizens Absentee Voting Act</header>
					<subparagraph id="H40FD9DBF13C8419EBAD6ADADA600B17F"><enum>(A)</enum><header>In
			 general</header><text>Title I of the Uniformed and Overseas Citizens Absentee
			 Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff et seq.</external-xref>) is amended by adding at the end the
			 following new section:</text>
						<quoted-block display-inline="no-display-inline" id="H26A9040C28CD4E79B226D5208693867C" style="OLC">
							<section id="HEA2308C9676A4237985FECC3ADA32C94"><enum>108.</enum><header>Special Rule
				for State of Maryland and District of Columbia</header><text display-inline="no-display-inline">For purposes of this title, the following
				shall apply:</text>
								<paragraph id="HFE2BF9C89AFC4ADAA0BC64007D91946C"><enum>(1)</enum><text>An absent
				uniformed services voter or overseas voter who is a resident of the District of
				Columbia shall be considered to be a resident of the State of Maryland.</text>
								</paragraph><paragraph id="H474AAEC47B3C46D18957A121332B3DA6"><enum>(2)</enum><text>An election for
				Federal office taking place in the District of Columbia shall be considered to
				take place in the State of Maryland.</text>
								</paragraph><paragraph id="H7D509F10958949D9AEEFA8F192CE8D14"><enum>(3)</enum><text>The State of
				Maryland, and the election officials of the State of Maryland, shall be
				responsible for carrying out the provisions of this title with respect to
				voters who are residents of the District of
				Columbia.</text>
								</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HF793F6A96EAD47B08D47C57D00565286"><enum>(B)</enum><header>Conforming
			 amendment</header><text>Section 107(6) of the Uniformed and Overseas Citizens
			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-6">42 U.S.C. 1973ff–6</external-xref>) is amended by striking <quote>the
			 District of Columbia,</quote>.</text>
					</subparagraph></paragraph><paragraph id="HCFB3C9A2E9454E79A690916E10912474"><enum>(2)</enum><header>National Voter
			 Registration Act of 1973</header>
					<subparagraph id="H778FE12DEC934146852B79002BE36D17"><enum>(A)</enum><header>In
			 general</header><text>The National Voter Registration Act of 1973 (42 U.S.C.
			 1973gg et seq.) is amended—</text>
						<clause id="H5A23D5BB75AB4B21A5532F408ED12354"><enum>(i)</enum><text>by
			 redesignating section 13 as section 14; and</text>
						</clause><clause id="HD747CAB13AF1489394847DD49F053DD6"><enum>(ii)</enum><text>by
			 adding at the end the following new section:</text>
							<quoted-block display-inline="no-display-inline" id="H50260E9445F0480F0099D17E4CD3FB5" style="OLC">
								<section id="H1B079EB111D34D9EBA51A53DDBEB1E"><enum>12.</enum><header>Special Rule For
				State of Maryland and District of Columbia</header><text display-inline="no-display-inline">For purposes of this Act, the following
				shall apply:</text>
									<paragraph display-inline="no-display-inline" id="H9E52F402F6EB4E37B0B597DBB10490B8"><enum>(1)</enum><text>The District of
				Columbia shall be considered a registrar’s jurisdiction within the State of
				Maryland.</text>
									</paragraph><paragraph id="H9B0A91DD0ED74C4BA1D661175D82AF56"><enum>(2)</enum><text>An election for
				Federal office taking place in the District of Columbia shall be considered to
				take place in the State of Maryland.</text>
									</paragraph><paragraph id="HFE670D24CD554C04AD2987292F2FADEF"><enum>(3)</enum><text>The State of
				Maryland, and the election officials of the State of Maryland, shall be
				responsible for carrying out this Act with respect to the District of Columbia,
				except that—</text>
										<subparagraph id="H48EAC0FDBD534621A280E81FC3CDCB35"><enum>(A)</enum><text>section 5 shall
				apply to motor vehicle driver’s license applications and the motor vehicle
				authority of the District of Columbia in the same manner as that section
				applies to a State, and the State of Maryland shall provide the District of
				Columbia with such forms and other materials as the District of Columbia may
				require to carry out that section; and</text>
										</subparagraph><subparagraph id="H6C43D18CDF464ED6893C2F6FD5D7B680"><enum>(B)</enum><text>the District of
				Columbia shall designate voter registration agencies under section 7 in the
				same manner as a State, and the State of Maryland shall provide the District of
				Columbia with such forms and other materials as the District of Columbia may
				require to carry out that
				section.</text>
										</subparagraph></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HB53DA033AC454E53B918902792ACADDF"><enum>(B)</enum><header>Conforming
			 amendment</header><text>Section 3(4) of such Act (42 U.S.C. gg–1(4)) is amended
			 by striking <quote>and the District of Columbia</quote>.</text>
					</subparagraph></paragraph><paragraph id="H3FC55E6F458B4B09AB64883926EDF0A8"><enum>(3)</enum><header>Voting
			 Accessibility for the Elderly and Handicapped Act</header><text></text>
					<subparagraph id="H7948CCB14A624760970091E1EC356DCD"><enum>(A)</enum><header>In
			 general</header><text>The Voting Accessibility for the Elderly and Handicapped
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ee">42 U.S.C. 1973ee et seq.</external-xref>) is amended—</text>
						<clause id="HB3BF4E1037284A229E1F88CA4B531FF"><enum>(i)</enum><text>by
			 redesignating section 8 as section 9; and</text>
						</clause><clause id="H19F0E5DD1169415C89F007448EBAAF9"><enum>(ii)</enum><text>by
			 inserting after section 7 the following new section:</text>
							<quoted-block display-inline="no-display-inline" id="H14B68B745FA34E1EA8F6B635B6EBE125" style="traditional">
								<section display-inline="no-display-inline" id="H798E758922D74BC49B059D964BF0B6D7"><enum>8.</enum><header>special rule for state of maryland and district of
		  columbia</header><text display-inline="yes-display-inline">For purposes of this Act, the following
				shall apply:</text>
									<paragraph display-inline="no-display-inline" id="H56DE2792164545AAA3BD1B5C52C0C859"><enum>(1)</enum><text>The District of
				Columbia shall be considered a political subdivision of the State of
				Maryland.</text>
									</paragraph><paragraph id="HC93E869D56244DEB835DD4C754B95FA"><enum>(2)</enum><text>An election for
				Federal office taking place in the District of Columbia shall be considered to
				take place in the State of Maryland.</text>
									</paragraph><paragraph id="H68260C3E40AC43AAA8AD5998E9B3C2F1"><enum>(3)</enum><text>The State of
				Maryland shall be responsible for carrying out this Act with respect to the
				District of
				Columbia.</text>
									</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HD89BE353634C4E32A55C7BE458182BF0"><enum>(B)</enum><header>Conforming
			 amendment</header><text>Section 8(5) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ee-6">42 U.S.C. 1973ee–6(5)</external-xref>) is
			 amended by striking <quote>the District of Columbia,</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H83DA43478D2F4ABC8B89300036D05E32"><enum>(d)</enum><header>Conforming
			 Amendment to Home Rule Act</header><text>Section 752 of the District of
			 Columbia Home Rule Act (sec. 1–207.52, D.C. Official Code) is amended by
			 striking the period at the end and inserting the following: <quote>, except to
			 the extent required under section 5 of the District of Columbia Voting Rights
			 Restoration Act of 2007.</quote>.</text>
			</subsection><subsection id="H2F7DB9D8C7A24310A744A5833DEECC8B"><enum>(e)</enum><header>Other Conforming
			 Amendment to District of Columbia Election Law</header><text>The District of
			 Columbia Elections Code of 1955 is amended by adding at the end the following
			 new section:</text>
				<quoted-block display-inline="no-display-inline" id="HC9D6FA82FCD64DB69887F1013454E2C1" style="OLC">
					<section id="H1F2D57E71D7C469B866C9634E3BECAB4"><enum>18.</enum><header>Applicability of
				Maryland Election Law For Administration of Federal Elections</header><text display-inline="no-display-inline">Notwithstanding any other provision of this
				Code or other law or regulation of the District of Columbia—</text>
						<paragraph display-inline="no-display-inline" id="HA29B355E491A4976A39FA33DBE481184"><enum>(1)</enum><text>any election for
				Federal office in the District of Columbia shall be administered and carried
				out by the State of Maryland, in accordance with the applicable law of the
				State of Maryland; and</text>
						</paragraph><paragraph id="H5E5557C9E62D496E856FA444E9D6D9D7"><enum>(2)</enum><text>no provision of
				this Code shall apply with respect to any election for Federal office to the
				extent that the provision is inconsistent with the applicable law of the State
				of
				Maryland.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HECA3C992AF2C42F5B637BD78FAF4338C"><enum>(f)</enum><header>Effective
			 Date</header><text>This section and the amendments made by this section shall
			 apply with respect to elections for Federal office occurring during 2008 and
			 any succeeding year.</text>
			</subsection></section><section id="HC73C7900300143CD9F60CED708001566"><enum>7.</enum><header>Repeal of Office
			 of District of Columbia Delegate</header>
			<subsection id="HDD24F8CF134942B9ACDC2976D210B397"><enum>(a)</enum><header>In
			 General</header><text>Sections 202 and 204 of the District of Columbia Delegate
			 Act (<external-xref legal-doc="public-law" parsable-cite="pl/91/405">Public Law 91–405</external-xref>; sections 1–401 and 1–402, D.C. Official Code) are
			 repealed, and the provisions of law amended or repealed by such sections are
			 restored or revived as if such sections had not been enacted.</text>
			</subsection><subsection id="H2AA8B6B8BC0C4B479646292344B344B"><enum>(b)</enum><header>Conforming
			 Amendments to District of Columbia Elections Code of 1955</header><text>The
			 District of Columbia Elections Code of 1955 is amended—</text>
				<paragraph id="H19B35CA2283C46BE9C090735E0C475B9"><enum>(1)</enum><text>in section 1 (sec.
			 1–1001.01, D.C. Official Code), by striking <quote>the Delegate to the House of
			 Representatives</quote>;</text>
				</paragraph><paragraph id="HACCA5496823241C0914ED1A09F1C00CE"><enum>(2)</enum><text>in section 2 (sec.
			 1–1001.02, D.C. Official Code)—</text>
					<subparagraph id="HFDBB91B8F0134EB9AC58EED1B7A360A6"><enum>(A)</enum><text>by striking
			 paragraph (6), and</text>
					</subparagraph><subparagraph id="H56674AC4A91644E7923667BE2E64D00"><enum>(B)</enum><text>in paragraph (13),
			 by striking <quote>the Delegate to Congress for the District of
			 Columbia</quote>;</text>
					</subparagraph></paragraph><paragraph id="H4B45009A92DF42CABACDD4A3B8BFF1B"><enum>(3)</enum><text>in
			 section 8 (sec. 1–1001.08, D.C. Official Code)—</text>
					<subparagraph id="HEADE7F2217AD43EA9024E7A2BE85BAAB"><enum>(A)</enum><text>by striking
			 <quote>Delegate</quote> in the heading, and</text>
					</subparagraph><subparagraph id="H42BAFA9B2AF3430F00F8FD741DEF16F8"><enum>(B)</enum><text>by striking
			 <quote>Delegate,</quote> each place it appears in subsections (h)(1)(A),
			 (i)(1), and (j)(1);</text>

			</subsection></section><section id="H355A596D94804E4DBDCBDFF89B13DC9C"><enum>8.</enum><header>Repeal of Offices
			 of Statehood Representative and Senator</header>
			<subsection id="HD8CCC78609B94E498F5756D9B2CFA79"><enum>(a)</enum><header>In
			 General</header><text>Section 4 of the District of Columbia Statehood
			 Constitutional Convention Initiative of 1979 (sec. 1–123, D.C. Official Code)
			 is amended by striking subsections (d) through (h).</text>
			</subsection><subsection id="H42491D5BA5F44A399245A23D24F2AC3B"><enum>(b)</enum><header>Conforming
			 Amendments</header>
				<paragraph id="H8E6CAEA971AB495C9C09EA168F8A830"><enum>(1)</enum><header>Statehood
			 Commission</header><text>Section 6 of such Initiative (sec. 1–125, D.C.
			 Official Code) is amended—</text>
					<subparagraph id="HE1C2A21CA1AD4625B287DC4700F6D6C1"><enum>(A)</enum><text>in subsection
			 (a)—</text>
						<clause id="H2D115219E6B2456A84B4E976FEAE9D5D"><enum>(i)</enum><text>by
			 striking <quote>27 voting members</quote> and inserting <quote>24 voting
			 members</quote>,</text>

				</paragraph><paragraph id="HFA4FC323AE19401E83CDF14F71095C97"><enum>(3)</enum><header>Application of
			 honoraria limitations</header><text>Section 4 of D.C. Law 8–135 (sec. 1–131,
			 D.C. Official Code) is hereby repealed.</text>
				</paragraph><paragraph id="H992E1260AB7B445BBEB8C32345957200"><enum>(4)</enum><header>Application of
			 campaign finance laws</header><text>Section 3 of the Statehood Convention
			 Procedural Amendments Act of 1982 (sec. 1–135, D.C. Official Code) is hereby
			 repealed.</text>
				</paragraph><paragraph id="H959A86C24C5340F4943BB6C04093F952"><enum>(5)</enum><header>List of elected
			 officials</header><text>Section 2(13) of the District of Columbia Elections
			 Code of 1955 (sec. 1–1001.02(13), D.C. Official Code) is amended by striking
			 <quote>United States Senator and Representative,</quote>.</text>
				</paragraph></subsection></section><section id="HADD0D9EE03BE4A62A97E9032F7D05D43"><enum>9.</enum><header>Nonseverability
			 of Certain Provisions</header><text display-inline="no-display-inline">If any
			 provision of sections 3, 5(a), or 5(b) of this Act, or the application thereof
			 to any person or circumstance, is held invalid, the remaining provisions of
			 this Act or any amendment made by this Act shall be treated as invalid.</text>
		</section><section id="H805CBD1CA1DC481294A0C6CC2BEE837"><enum>10.</enum><header>Rules of
			 Construction</header><text display-inline="no-display-inline">Nothing in this
			 Act may be construed—</text>
			<paragraph display-inline="no-display-inline" id="H8C61A684DE3B4C488D5E247D76003725"><enum>(1)</enum><text>to permit
			 residents of the District of Columbia to vote in elections for State or local
			 office in the State of Maryland or to permit nonresidents of the District of
			 Columbia to vote in elections for local office in the District of
			 Columbia;</text>
			</paragraph><paragraph id="HC40B501603274CB580CA7083B2EF4756"><enum>(2)</enum><text>to affect the
			 power of Congress under article I, section 8, clause 17 of the Constitution to
			 exercise exclusive legislative authority over the District of Columbia;
			 or</text>
			</paragraph><paragraph id="H143EB4D6905046B1A48DF29BF4FD6490"><enum>(3)</enum><text>to affect the
			 powers of the Government of the District of Columbia under the District of
			 Columbia Home Rule Act (except as specifically provided in this Act).</text>
