		<official-title>To amend the Tariff Act of 1930 to clarify that the
		  antidumping and countervailing duty laws apply to the production of
		  low-enriched uranium, and for other purposes.</official-title>

		<section id="H43CE1998533145459EF8B1740064CFCC" section-type="section-one"><enum>1.</enum><header>Production of low-enriched
			 uranium</header>
			<subsection id="H59B36D67652B43599BA04BFF18A2008C"><enum>(a)</enum><header>Antidumping
			 duty</header><text display-inline="yes-display-inline">Section 731 of the
			 Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1673">19 U.S.C. 1673</external-xref>) is amended in the last sentence—</text>
				<paragraph id="HFCC47415585A4F318FE4392566D9E5AD"><enum>(1)</enum><text>by inserting
			 <quote>(a)</quote> after <quote>includes</quote>; and</text>
				</paragraph><paragraph id="H88E9ECE026CF4FB6A095D1E9019240AC"><enum>(2)</enum><text>by inserting
			 before the period at the end the following: <quote>, and (b) any contract or
			 transaction for the production of low-enriched uranium</quote>.</text>
				</paragraph></subsection><subsection id="H6722B922832A4FE3AE52CC3E7684FCAF"><enum>(b)</enum><header>Countervailing
			 duty</header><text>Section 771 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/19/1677">19 U.S.C. 1677</external-xref>) is amended in
			 paragraph (5) by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HB896E00147DA4F38B9DD10F7B01641F" style="OLC">
					<subparagraph id="H81D06E3AA19A44F087EAFBE4CA84D3B"><enum>(G)</enum><header>Purchase of
				goods</header><text display-inline="yes-display-inline">For purposes of
				subparagraphs (D)(iv) and (E)(iv) of this paragraph (5), the phrases
				<quote>purchasing goods</quote> and <quote>goods are purchased</quote> include
				a contract or transaction involving payment for the production of low-enriched
				uranium.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA8D48634859642029533C900E1E800F9"><enum>(c)</enum><header>Application to
			 pending proceedings</header><text display-inline="yes-display-inline">The
			 amendments made by this section apply in all pending or resumed antidumping and
			 countervailing duty proceedings, including investigations, and in all appeals
			 that have not become final and conclusive as of the date of enactment of this
			 Act.</text>
			</subsection><subsection id="H118853BABCDA42898158AE7F00AAE1DF"><enum>(d)</enum><header>Application to
			 NAFTA countries</header><text display-inline="yes-display-inline">Pursuant to
			 Article 1902 of the North American Free Trade Agreement and section 408 of the
			 North American Free Trade Agreement Implementation Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3438">19 U.S.C. 3438</external-xref>), the
			 amendments made by this section shall apply with respect to goods from NAFTA
			 countries.</text>
