		<section id="HD00630A7C795482F9897E3D22C178B9" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Leadership PAC Reform Act of 2007</quote>.</text>
		</section><section id="H49296D9D233B4EA68062F067EDC27711" section-type="subsequent-section"><enum>2.</enum><header>Restrictions on
			 Disposition of Funds by Leadership PACs</header>
			<subsection id="H0B3DC24DCD094DE0B54579DD21AC2F55"><enum>(a)</enum><header>Restrictions</header><text>Section
			 313 of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/2/439a">2 U.S.C. 439a</external-xref>) is
			 amended—</text>
				<paragraph id="HDD81842650124E8A84EE86687F6D4B54"><enum>(1)</enum><text>by redesignating
			 subsection (b) as subsection (c); and</text>
				</paragraph><paragraph id="H27667334AFD74CEB9800DD6B91BB23C4"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HBB344C03298E47CF9993423351CC0631" style="OLC">
						<subsection id="H851C2CAAC2954379A4F0195143B87D41"><enum>(b)</enum><header>Use of Funds by
				Leadership PACs</header>
							<paragraph id="H4079C73C6EDD468E84B76C8BEB81EE5"><enum>(1)</enum><header>Uses
				permitted</header><text>The funds of a leadership PAC may be used by the
				leadership PAC—</text>
								<subparagraph id="HED45B6B3338A43CFA500DDFC95C83FE4"><enum>(A)</enum><text>for otherwise
				authorized expenditures in connection with campaigns for election for Federal
				office;</text>
								</subparagraph><subparagraph id="HBAB0B07EA44144E098F171A500F6B075"><enum>(B)</enum><text>for charitable
				contributions described in <external-xref legal-doc="usc" parsable-cite="usc/26/170">section 170(c)</external-xref> of the Internal Revenue Code of 1986;
				or</text>
								</subparagraph><subparagraph id="H7701864085724068A19FBC9147B5E578"><enum>(C)</enum><text>for transfers to a
				national, State, or local committee of a political party (subject to the
				applicable limitations of this Act).</text>
								</subparagraph></paragraph><paragraph id="HF02A01D1796042F08E6DAB552B300085"><enum>(2)</enum><header>Leadership PAC
				defined</header><text display-inline="yes-display-inline">In this subsection,
				the term <term>leadership PAC</term> means a political committee which is
				directly or indirectly established, maintained, or controlled by a candidate
				for election for Federal office or an individual holding Federal office but is
				not an authorized committee of the candidate or individual, except that such
				term does not include any political committee of a political
				party.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H4F4C5306469B4EB9BCBB1BB4C4F5ABC2"><enum>(b)</enum><header>Conforming
			 Amendment Regarding Conversion of Funds to Personal Use</header><text>Section
			 313(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/439a">2 U.S.C. 439a(c)</external-xref>), as redesignated by subsection (a), is
			 amended by inserting after <quote>subsection (a)</quote> the following:
			 <quote>or funds of a leadership PAC described in subsection (b)</quote>.</text>
			</subsection><subsection id="HB4B0425023144544A3255D183B4D9300"><enum>(c)</enum><header>Effective
			 Date</header><text>The amendments made by this section shall apply with respect
			 to elections occurring after December 2007.</text>
