		<official-title>To promote transparency in the adoption of new media
		  ownership rules by the Federal Communications Commission, and to establish an
		  independent panel to make recommendations on how to increase the representation
		  of women and minorities in broadcast media ownership.</official-title>

		<section id="HC54929FBC571490586C9B01BD2B4E17F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Media Ownership Act of
			 2007</short-title></quote>.</text>
		</section><section id="HD7BBE1EC4C82430B99FF2781DD0498BC"><enum>2.</enum><header>Media ownership
			 reforms</header><text display-inline="no-display-inline">Section 202 of the
			 Telecommunications Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/104">Public Law 104–104</external-xref>; 110 Stat. 110) is amended
			 by—</text>
			<paragraph id="H297399D3639D4F4BB367C945A800CB09"><enum>(1)</enum><text>redesignating
			 subsection (i) as subsection (l); and</text>
			</paragraph><paragraph id="HD216EF57F44241DFADF19F17C455EA1C"><enum>(2)</enum><text>by inserting after
			 subsection (h) the following:</text>
				<quoted-block id="HDAA2CF16EEA144E39F00B2752CDFDB13" style="OLC">
					<subsection id="H684637EFEE3A4A66961FBBCAC38E3116"><enum>(i)</enum><header>Notice and
				Public Comment Requirement</header>
						<paragraph id="H85ECFCA519B8477ABBE079B6AAA3700"><enum>(1)</enum><header>In
				general</header><text>In modifying, revising, or amending any of its
				regulations related to broadcast ownership, including any ownership rule or
				limitation set forth under sections 73.3555, 73.658(g), or 76.501 of its
				regulations (47 C.F.R. 73.3555, 73.658(g), 76.501), the Commission
				shall—</text>
							<subparagraph id="HFD559333D12C495FB6712085793EC113"><enum>(A)</enum><text>not later than 90
				days prior to any vote by the Commission on the adoption of such modification,
				revision, or amendment publish such prospective modification, revision, or
				amendment in the Federal Register;</text>
							</subparagraph><subparagraph id="HCF57319E4CDC428ABE31408F4F8F13D5"><enum>(B)</enum><text>after such
				publication provide the public at least 60 days on which to comment on the
				prospective modification, revision, or amendment; and</text>
							</subparagraph><subparagraph id="H032395E4E79A497B95EFC4E700EDBAA"><enum>(C)</enum><text>upon the expiration
				of the 60-day comment period described under paragraph (2), have not less than
				30 days in which to reply to any such comments.</text>
							</subparagraph></paragraph><paragraph id="H0DD87F429BC04152B7231F3727DA1DD0"><enum>(2)</enum><header>Effective
				date</header>
							<subparagraph id="H06496578C08C41CB97005046762634B1"><enum>(A)</enum><header>In
				general</header><text>The notice and public requirements under paragraph (1)
				shall apply to any attempt by the Commission to modify, revise, or amend its
				regulations related to broadcast and newspaper ownership made after October 1,
				2007.</text>
							</subparagraph><subparagraph id="HF01595900B3C42429159A0E184FE83DF"><enum>(B)</enum><header>Failure to
				comply</header><text>If the Commission fails to comply with the notice and
				public requirements under paragraph (1) with respect to any modification,
				revision, or amendment to which such requirements apply, then such
				modification, revision, or amendment shall be vitiated and shall be of no force
				and effect.</text>
							</subparagraph></paragraph></subsection><subsection id="H7EA24F74FC024346A0556E727FBABA0"><enum>(j)</enum><header>Promotion of
				Local Content in Media</header><text>Before voting on any change in the
				broadcast and newspaper ownership rules, the Commission shall initiate,
				conduct, and complete a separate rulemaking proceeding to promote the broadcast
				of local programming and content by broadcasters, including radio and
				television broadcast stations, and newspapers. Before issuing a final rule, the
				Commission shall—</text>
						<paragraph id="H2DC8E36BCEAE4622BBD7DE47CCA600A1"><enum>(1)</enum><text>conduct a study to
				determine the overall impact of television station duopolies and
				newspaper-broadcast cross-ownership on the quantity and quality of local news,
				public affairs, local news media jobs, and local cultural programming at the
				market level;</text>
						</paragraph><paragraph id="H7E0E8944A645409EAFC7AC4FAFFB3AA"><enum>(2)</enum><text>publish a proposed
				final rule in the Federal Register not later than 90 days prior to any vote by
				the Commission on the adoption of the rule;</text>
						</paragraph><paragraph id="HE0B3A4B698E0407B9C5E4430F28A000"><enum>(3)</enum><text>after such
				publication provide the public at least 60 days on which to comment on the
				prospective rule; and</text>
						</paragraph><paragraph id="HB41A80FEC4C34CD8A81B3DFA18C7204E"><enum>(4)</enum><text>upon the
				expiration of the 60-day comment period described in paragraph (3), have not
				less than 30 days in which to reply to any such comments.</text>
						</paragraph></subsection><subsection id="H3BB41361FB78428AA240E24E598F7C4"><enum>(k)</enum><header>Independent Panel
				on Women and Minority Ownership of Broadcast Media</header>
						<paragraph id="HED8862889B7240968CA448002C14F81B"><enum>(1)</enum><header>Establishment</header><text>The
				Commission shall establish and convene an independent panel on women and
				minority ownership of broadcast media to make recommendations to the Commission
				for specific Commission rules to increase the representation of women and
				minorities in the ownership of broadcast media.</text>
						</paragraph><paragraph id="HC703D9C9E7BF4544AF007082006C9C4E"><enum>(2)</enum><header>Census</header><text>The
				Commission shall—</text>
							<subparagraph id="H507141ECA47C44A5845CECEA961D4500"><enum>(A)</enum><text>conduct a full and
				accurate census of the race and gender of individuals holding a controlling
				interest in broadcast station licensee;</text>
							</subparagraph><subparagraph id="HCD444DFBD9B64CCDA88CD87CDA70895"><enum>(B)</enum><text>provide the results
				of the census to the panel for its consideration before it makes any
				recommendation to the Commission; and</text>
							</subparagraph><subparagraph id="H0A623A32015D4518A2C9C36AF9BBC13"><enum>(C)</enum><text>study the impact of
				media market concentration on the representation of women and minorities in the
				ownership of broadcast media based on the data in the census and report the
				results of that study to the panel for its consideration before it makes any
				recommendation to the Commission.</text>
							</subparagraph></paragraph><paragraph id="H44EE1215C6AC4ECBA4FCD015656618B9"><enum>(3)</enum><header>Consideration of
				panel’s recommendations</header><text>The Commission shall act on the panel’s
				recommendations before voting on any changes to its broadcast and newspaper
				ownership
				rules.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
