		<official-title>To extend Corridor O of the Appalachian Development
		  Highway System from its current southern terminus at I–68 near Cumberland to
		  Corridor II, which stretches from Weston, West Virginia, to Strasburg,
		  Virginia.</official-title>

		<section display-inline="no-display-inline" id="H7E3FC683B74A4A1B9914F36F4F66B485" section-type="section-one"><enum>1.</enum><header>Appalachian development
			 highway system</header><text display-inline="no-display-inline">Section 14501
			 of title 40, United States Code, is amended by striking subsection (a) and
			 inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="H200EF939B4A64739AE634BC26BB9C2EE" style="OLC">
				<subsection id="H2F95ADB00F8849BD88D6C78663F6C4B6"><enum>(a)</enum><header>Purpose</header>
					<paragraph id="HB9D3346A50F04FFFB997F7AD00EBA58"><enum>(1)</enum><header>In
				general</header><text>The Secretary of Transportation may assist in the
				construction of an Appalachian development highway system and local access
				roads serving the Appalachian region to provide a highway system that, in
				conjunction with the Interstate System and other Federal-aid highways in the
				Appalachian region, will open an area with developmental potential in which
				commerce and communication have been inhibited by lack of adequate
				access.</text>
					</paragraph><paragraph id="H319D5BAA0D8D45DEB3837885C310C185"><enum>(2)</enum><header>Limitations</header>
						<subparagraph id="HDD21FEA637D84FF9A3C158F0B9BC3FBA"><enum>(A)</enum><header>Construction</header><text>Construction
				on the development highway system described in paragraph (1) shall not be
				greater than 3,125<fraction>1/2</fraction> miles.</text>
						</subparagraph><subparagraph id="H355CA894D336486A90C16EC9AFC4F012"><enum>(B)</enum><header>Local access
				roads</header><text>There shall not be more than 1,400 miles of local access
				roads that—</text>
							<clause id="H0415E8E19D5B49A2A332E90000018E5F"><enum>(i)</enum><text>serve—</text>
								<subclause id="HCC2EE633385849B5A57383DEAABF5062"><enum>(I)</enum><text>specific
				recreational, residential, educational, commercial, industrial; or</text>
								</subclause><subclause id="H03725D7D0A9F4A9DAFA11B16BF77B318"><enum>(II)</enum><text>similar
				facilities; or</text>
								</subclause></clause><clause id="HA915FA445A1B4A43B8A9D9CE99B79EF7"><enum>(ii)</enum><text>facilitate a
				school consolidation
				program.</text>
							</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HEAA2368858F343ACBE5565BA7EB221E8"><enum>2.</enum><header>Designation of
			 Addition</header>
			<subsection id="HF5B13E34DDA34681AD88E5FA3F2B2793"><enum>(a)</enum><header>In
			 general</header><text>There is designated as an addition to Corridor O in
			 Maryland and West Virginia on the Appalachian Development Highway System a
			 segment from Interstate Route 68 to Corridor H.</text>
			</subsection><subsection id="HDD37C3B7A140490797529B4DF7AA5D37"><enum>(b)</enum><header>Extension and
			 development</header><text>The addition to Corridor O shall—</text>
				<paragraph id="HA7E13A23CAA7450893F5F526CC6BB9D5"><enum>(1)</enum><text>extend
			 approximately 35<fraction>1/2</fraction> miles; and</text>
				</paragraph><paragraph id="H157EC9D4027D477D8D03A1E74DB879B1"><enum>(2)</enum><text>be developed as a
			 multilane freeway, with interchanges at appropriate crossroad locations.</text>
