		<official-title>To help keep students safe on school-run, overnight,
		  off-premises field trips.</official-title>

		<section id="H332C28746FA64DF7B195129484FB2EED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Phylicia’s
			 Law</short-title></quote>.</text>
		</section><section id="H21F955480A6B46A8A503CE4222D7F6E1"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HFFAF12C824FB4DA3870036601CFA7E6D"><enum>(1)</enum><text display-inline="yes-display-inline">Students achieve their full academic
			 potential when they have the ability to learn in a safe and secure environment.</text>
			</paragraph><paragraph id="H3A8A89C57960447A96A3C9DC71D98B1C"><enum>(2)</enum><text>Off-campus school
			 trips comprise an integral part of the educational experience for our Nation’s
			 students. Each year millions of students enjoy these trips, which provide them
			 with invaluable learning opportunities outside the classroom.</text>
			</paragraph><paragraph id="H33325BAAA79C4425889B10C9E98DBAA4"><enum>(3)</enum><text>There exists no
			 Federal law requiring public schools to develop safety plans for off-premises,
			 overnight, school-sponsored trips.</text>
			</paragraph></section><section id="HE85BF29C637643F799710000C4FD060"><enum>3.</enum><header>Student safety on
			 field trips</header><text display-inline="no-display-inline">Section 4114(d)(7)
			 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7114">20 U.S.C. 7114(d)(7)</external-xref> is
			 amended—</text>
			<paragraph id="HC575B1FCA75C48FA92C581F64DEC995"><enum>(1)</enum><text>in
			 subparagraph (D), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="H9859238EF3354871AAF6E80299689643"><enum>(2)</enum><text>in subparagraph
			 (E), by adding <quote>and</quote> at the end; and</text>
			</paragraph><paragraph id="H275B54EC67C2457F8803DB2FA4205120"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H2ECBEECB2AB042D6926DD8AC00F1ADAB" style="OLC">
					<subparagraph id="H4B99A9AB5E3844B8AD31B2DFE5258FAC"><enum>(F)</enum><text display-inline="yes-display-inline">an assurance that—</text>
						<clause id="HD688C66AD0F94B09891CFD4DBAFED96"><enum>(i)</enum><text display-inline="yes-display-inline">before every off-premises, overnight field
				trip, a written safety plan is developed by the school sponsoring the trip and
				provided to the parents of the children concerned; and</text>
						</clause><clause id="HA59E170B8CB542B883752C036E3B71A5"><enum>(ii)</enum><text>each such safety
				plan shall include, at a minimum—</text>
							<subclause id="H535422B1482D4EC5970000DDBDF6B125"><enum>(I)</enum><text>policies on
				curfews, room checks, and chaperone qualifications; and</text>
							</subclause><subclause id="H4B22CD1D84824B6BAF00D5B054E8B8E9"><enum>(II)</enum><text display-inline="yes-display-inline">emergency procedures to be followed in the
				case of serious injury or
				death;</text>
