			 Reservist and Veteran Small Business Reauthorization and Opportunity Act of
			 2008</quote>.</text>

		</section><section id="H78ECB8FB9C9946BEA968E03292F6CC02"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="H639AED27A41A463D85F701F2E41D1591"><enum>(1)</enum><text>the term
			 <term>activated</term> means receiving an order placing a Reservist on active
			 duty;</text>
			</paragraph><paragraph id="HA6DB47B544614C44B3960672DBEF2DD"><enum>(2)</enum><text>the term
			 <term>active duty</term> has the meaning given that term in section 101 of
			 title 10, United States Code;</text>
			</paragraph><paragraph id="H8F6564FCB5E94E82A96C84412000F8E9"><enum>(3)</enum><text>the terms
			 <term>Administration</term> and <term>Administrator</term> mean the Small
			 Business Administration and the Administrator thereof, respectively;</text>
			</paragraph><paragraph id="H78466DB31C4D40EFA1812B0034F6584B"><enum>(4)</enum><text>the term
			 <term>Reservist</term> means a member of a reserve component of the Armed
			 Forces, as described in <external-xref legal-doc="usc" parsable-cite="usc/10/10101">section 10101</external-xref> of title 10, United States Code;</text>
			</paragraph><paragraph id="HAA6E1918EE194099B7C7D3D026352DD4"><enum>(5)</enum><text>the term
			 <term>Service Corps of Retired Executives</term> means the Service Corps of
			 Retired Executives authorized by section 8(b)(1) of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (15 U.S.C.
			 637(b)(1));</text>
			</paragraph><paragraph id="H1D0EB49A32BF41E38F2206723232C9D9"><enum>(6)</enum><text>the terms
			 <term>service-disabled veteran</term> and <term>small business concern</term>
			 have the meaning as in section 3 of the <act-name parsable-cite="SBA">Small
			 Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>);</text>
			</paragraph><paragraph id="HBC43650A586A42AE9D8264C93DDBBEE"><enum>(7)</enum><text>the term
			 <term>small business development center</term> means a small business
			 development center described in section 21 of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>); and</text>
			</paragraph><paragraph id="HE147C37E7AFA42229279E1E3DAF9B66D"><enum>(8)</enum><text>the term
			 <term>women’s business center</term> means a women’s business center described
			 in section 29 of the <act-name parsable-cite="SBA">Small Business
			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>).</text>
			</paragraph></section><title id="HB693B8CA2FFF4AAABBBF4D8EEEEC9C8"><enum>I</enum><header>VETERANS BUSINESS
			 DEVELOPMENT</header>
			<section id="H5D527204A0F7499A9EB9E0B0A224D92F"><enum>101.</enum><header>Increased
			 funding for the Office of Veterans Business Development</header>
				<subsection id="H749D3A62435144BD90F2008772BC78D7"><enum>(a)</enum><header>In
			 General</header><text>There are authorized to be appropriated to the Office of
			 Veterans Business Development of the Administration, to remain available until
			 expended—</text>
					<paragraph id="HA4EDA8FE80D746C689FA85BBB4EEF471"><enum>(1)</enum><text>$2,100,000 for
			 fiscal year 2008; and</text>
					</paragraph><paragraph id="HBDCB18F2D3E947B793C1119EF9346532"><enum>(2)</enum><text>$2,300,000 for
			 fiscal year 2009.</text>
					</paragraph></subsection><subsection id="H882A66A991A94BA1AB06095048CB99A3"><enum>(b)</enum><header>Funding
			 Offset</header><text>Amounts necessary to carry out subsection (a) shall be
			 offset and made available through the reduction of the authorization of funding
			 under section 20(e)(1)(B)(iv) of the <act-name parsable-cite="SBA">Small
			 Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> note).</text>
				</subsection><subsection id="H6D34F242026E4FD1898984006CD04092"><enum>(c)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that any amounts provided
			 pursuant to this section that are in excess of amounts provided to the
			 Administration for the Office of Veterans Business Development in fiscal year
			 2007, should be used to support Veterans Business Outreach Centers.</text>
				</subsection></section><section id="HB655D61EEAB14434AE428415E889F947"><enum>102.</enum><header>Interagency
			 task force</header><text display-inline="no-display-inline">Section 32 of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/657b">15 U.S.C. 657b</external-xref>) is
			 amended—</text>
				<paragraph id="H366B752B62F94C09B06731A2567C66F1"><enum>(1)</enum><text>by redesignating
			 subsection (c) as (f); and</text>
				</paragraph><paragraph id="HC1C60F70D04D42F68CBE48E78418BB01"><enum>(2)</enum><text>by inserting after
			 subsection (b) the following:</text>
					<quoted-block id="HDA29919DC0564B0EBD1265E6DEBEE707" style="OLC">
						<subsection id="HA2F8F28D4FD140F99EACC3CF64099A5"><enum>(c)</enum><header>Interagency Task
				Force</header>
							<paragraph id="H3B41C79D9F3C4B5BB67E4D9BDD281674"><enum>(1)</enum><header>Establishment</header><text>Not
				later than 90 days after the date of enactment of this subsection, the
				President shall establish an interagency task force to coordinate the efforts
				of Federal agencies necessary to improve capital and business development
				opportunities for, and ensure achievement of the pre-established Federal
				contracting goals for, small business concerns owned and controlled by
				service-disabled veterans and small business concerns owned and controlled by
				veterans (in this section referred to as the <quote>task force</quote>).</text>
							</paragraph><paragraph id="H07FDC64725C047E8BB20A4A441049D84"><enum>(2)</enum><header>Membership</header><text>The
				members of the task force shall include—</text>
								<subparagraph id="H6C5C26D812704057A39C75CF9EAB64FE"><enum>(A)</enum><text>the Administrator,
				who shall serve as chairperson of the task force; and</text>
								</subparagraph><subparagraph id="H7EDC89495BD04F518E533311A97FCE75"><enum>(B)</enum><text>a senior level
				representative from—</text>
									<clause id="H029A6E18B9F841300012F474045995E5"><enum>(i)</enum><text>the Department of
				Veterans Affairs;</text>
									</clause><clause id="HF572372D31BF4CE1A1A594001E72DB4D"><enum>(ii)</enum><text>the Department of
				Defense;</text>
									</clause><clause id="H21B21D2E3FEA464DADFCB465989729EE"><enum>(iii)</enum><text>the
				Administration (in addition to the Administrator);</text>
									</clause><clause id="HFDCB8CA164814D04B3BC4DCBED00E0C3"><enum>(iv)</enum><text>the Department of
				Labor;</text>
									</clause><clause id="H90619ED4A11F45FE9D96740596E66784"><enum>(v)</enum><text>the Department of
				the Treasury;</text>
									</clause><clause id="HA6A48DF3B61640AB93DEDD615EFF8602"><enum>(vi)</enum><text>the General
				Services Administration;</text>
									</clause><clause id="H24A41FC885DD4F2480EBAA19903E2156"><enum>(vii)</enum><text>the Office of
				Management and Budget; and</text>
									</clause><clause id="HA7907246A64846C088ABD58FB2DBB7E"><enum>(viii)</enum><text display-inline="yes-display-inline">4 representatives from a veterans service
				organization or military organization or association, selected by the
				President.</text>
									</clause></subparagraph></paragraph><paragraph id="H24FB1AE9900A40028FBF00D3ACA05F79"><enum>(3)</enum><header>Duties</header><text>The
				task force shall—</text>
								<subparagraph id="HE001AA906D484204931001CBFA491F16"><enum>(A)</enum><text>consult regularly
				with veterans service organizations and military organizations in performing
				the duties of the task force; and</text>
								</subparagraph><subparagraph id="H2006D2E20A2848278D55329E506EAD00"><enum>(B)</enum><text>coordinate
				administrative and regulatory activities and develop proposals relating
				to—</text>
									<clause id="HD0E8A0C780BB41F9A0619240A82CBDFD"><enum>(i)</enum><text>improving capital
				access and capacity of small business concerns owned and controlled by
				service-disabled veterans and small business concerns owned and controlled by
				veterans through loans, surety bonding, and franchising;</text>
									</clause><clause id="H566FE3E3A4FA4A8AA0B232C2C2C20317"><enum>(ii)</enum><text>ensuring
				achievement of the pre-established Federal contracting goals for small business
				concerns owned and controlled by service-disabled veterans and small business
				concerns owned and controlled by veterans through expanded mentor-protégé
				assistance and matching such small business concerns with contracting
				opportunities;</text>
									</clause><clause id="HFD8FE1EAB4BD4EDCA0AF9763F4EF86A1"><enum>(iii)</enum><text>increasing the
				integrity of certifications of status as a small business concern owned and
				controlled by service-disabled veterans or a small business concern owned and
				controlled by veterans;</text>
									</clause><clause id="H5118BF9AD54E41229CAF1403754B001C"><enum>(iv)</enum><text>reducing
				paperwork and administrative burdens on veterans in accessing business
				development and entrepreneurship opportunities;</text>
									</clause><clause id="H43F1C57090DC4C53924610B824DA3EAA"><enum>(v)</enum><text>increasing and
				improving training and counseling services provided to small business concerns
				owned and controlled by veterans; and</text>
									</clause><clause id="HC80AF78453BA46D9B5DBDE051544377D"><enum>(vi)</enum><text>making other
				improvements relating to the support for veterans business development by the
				Federal
				Government.</text>
									</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H3E96A908CDE54B5E904667B15C4DB55E"><enum>103.</enum><header>Permanent
			 extension of SBA Advisory Committee on Veterans Business Affairs</header>
				<subsection id="H122B624E154842F694AAF919EF94592B"><enum>(a)</enum><header>Assumption of
			 Duties</header><text>Section 33 of the <act-name parsable-cite="SBA">Small
			 Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/657c">15 U.S.C. 657c</external-xref>) is amended—</text>
					<paragraph id="HD4F051A6504249B38B10A19083DD16A"><enum>(1)</enum><text>by
			 striking subsection (h); and</text>
					</paragraph><paragraph id="HEC6540F247104ED4AAFE920070951C58"><enum>(2)</enum><text>by redesignating
			 subsections (i) through (k) as subsections (h) through (j),
			 respectively.</text>
					</paragraph></subsection><subsection id="H4CADD50F962243ADA264F564CD087D89"><enum>(b)</enum><header>Permanent
			 Extension of Authority</header><text>Section 203 of the Veterans
			 Entrepreneurship and Small Business Development Act of 1999 (15 U.S.C. 657b
			 note) is amended by striking subsection (h).</text>
				</subsection></section><section id="HE3DF266D45224E9FACADD968FF00E05C"><enum>104.</enum><header>Office of
			 Veterans Business Development</header><text display-inline="no-display-inline">Section 32 of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/657b">15 U.S.C. 657b</external-xref>) is
			 amended by inserting after subsection (c) (as added by section 102) the
			 following:</text>
				<quoted-block act-name="Small Business Act" id="H69C590AAD7BD47AE975809F1D4E1839D" style="OLC">
					<subsection id="HF9BBE4D5DE54449B87BA04CDE7C7C37"><enum>(d)</enum><header>Participation in
				TAP Workshops</header>
						<paragraph id="H21285546317E4C10BFDCBFCC7BD11D95"><enum>(1)</enum><header>In
				general</header><text>The Associate Administrator shall increase veteran
				outreach by ensuring that Veteran Business Outreach Centers regularly
				participate, on a nationwide basis, in the workshops of the Transition
				Assistance Program of the Department of Labor.</text>
						</paragraph><paragraph id="H7BB95BB0277A4228B31E16FAD4C4CDCE"><enum>(2)</enum><header>Presentations</header><text>In
				carrying out paragraph (1), a Veteran Business Outreach Center may provide
				grants to entities located in Transition Assistance Program locations to make
				presentations on the opportunities available from the Administration for
				recently separating or separated veterans. Each presentation under this
				paragraph shall include, at a minimum, a description of the entrepreneurial and
				business training resources available from the Administration.</text>
						</paragraph><paragraph id="H84B200FDA1194060B4C2E100DA64CF2F"><enum>(3)</enum><header>Written
				materials</header><text>The Associate Administrator shall—</text>
							<subparagraph id="HF238F9DD6AE142AAB0BDC04383A664E8"><enum>(A)</enum><text>create written
				materials that provide comprehensive information on self-employment and
				veterans entrepreneurship, including information on resources available from
				the Administration on such topics; and</text>
							</subparagraph><subparagraph id="H2332E9EBB48B4FE6AD005D6CDDA29E97"><enum>(B)</enum><text>make the materials
				created under subparagraph (A) available to the Secretary of Labor for
				inclusion in the Transition Assistance Program manual.</text>
							</subparagraph></paragraph><paragraph id="H7C3E116CF292420D8E79C13CDF482CFD"><enum>(4)</enum><header>Reports</header><text>The
				Associate Administrator shall submit to Congress progress reports on the
				implementation of this subsection.</text>
						</paragraph></subsection><subsection id="H23FA810187B34063BD1C1800D2D35E00"><enum>(e)</enum><header>Women Veterans
				Business Training</header><text display-inline="yes-display-inline">The
				Associate Administrator shall—</text>
						<paragraph id="H855F4D5386DE4FACAB8700B39BF8738C"><enum>(1)</enum><text>compile
				information on existing resources available to women veterans for business
				training, including resources for—</text>
							<subparagraph id="H6B1F0AA2536E4F0CB7F1893EF39C1C64"><enum>(A)</enum><text>vocational and
				technical education;</text>
							</subparagraph><subparagraph id="H147D16DFBB5E4046ADA9D640009186E2"><enum>(B)</enum><text>general business
				skills, such as marketing and accounting; and</text>
							</subparagraph><subparagraph id="HA667BCAE911C4937BD93E816B17C9459"><enum>(C)</enum><text>business
				assistance programs targeted to women veterans; and</text>
							</subparagraph></paragraph><paragraph id="HA13E6135BCAF44AB9E6028A5E10050E0"><enum>(2)</enum><text>disseminate the
				information compiled under paragraph (1) through Veteran Business Outreach
				Centers and women’s business
				centers.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H19868DE32C084D0FA475E03E3C739132"><enum>105.</enum><header>Increasing the
			 number of outreach centers</header>
				<subsection id="HD216CC0D9B8C4F6ABFBEC4E282EE22EA"><enum>(a)</enum><header>In
			 General</header><text>The Administrator shall use the authority in section
			 8(b)(17) of the <act-name parsable-cite="SBA">Small Business Act</act-name> (15
			 U.S.C. 637(b)(17)) to ensure that the number of Veterans Business Outreach
			 Centers throughout the United States increases—</text>
					<paragraph id="H830B42C6B084425E90236F43A62CC456"><enum>(1)</enum><text>subject to
			 subsection (b), by at least 2, for each of fiscal years 2008 and 2009;
			 and</text>
					</paragraph><paragraph id="H1E4BBD7A1BF946AE8FD8437101014F46"><enum>(2)</enum><text>by the number that
			 the Administrator considers appropriate, based on need, for each fiscal year
			 thereafter.</text>
					</paragraph></subsection><subsection id="H3B465A18925A42FCB1C77159D0F3F97"><enum>(b)</enum><header>Limitation</header><text>Subsection
			 (a)(1) shall apply in a fiscal year if, for that fiscal year, the amount made
			 available for the Office of Veterans Business Development is more than the
			 amount made available for the Office of Veterans Business Development for
			 fiscal year 2007.</text>
				</subsection></section><section id="H300CE439F34541E89805E6ABA5261D00"><enum>106.</enum><header>Independent
			 study on gaps in availability of outreach centers</header><text display-inline="no-display-inline">The Administrator shall sponsor an
			 independent study on gaps in the availability of Veterans Business Outreach
			 Centers across the United States, to inform decisions on funding and on the
			 allocation and coordination of resources. Not later than 6 months after the
			 date of enactment of this Act, the Administrator shall submit to Congress a
			 report on the results of the study.</text>
			</section><section id="HC1AEE032B9A94A1A83A4E0D7120B194"><enum>107.</enum><header>Veterans
			 assistance and services program</header><text display-inline="no-display-inline">Section 21 of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>) is
			 amended by adding at the end the following:</text>
				<quoted-block act-name="Small Business Act" id="H686EAB32D597413F8524C2DCCDB8A65C" style="OLC">
					<subsection id="HAB1A948140514A74AD7DF92CC5A30065"><enum>(n)</enum><header>Veterans
				Assistance and Services Program</header>
						<paragraph id="H99CAA7738BD64C6BBA79C0008B2BCBC9"><enum>(1)</enum><header>In
				general</header><text>A small business development center may apply for a grant
				under this subsection to carry out a veterans assistance and services
				program.</text>
						</paragraph><paragraph id="HDD669C20512A40F3A87300466F83EEFF"><enum>(2)</enum><header>Elements of
				program</header><text>Under a program carried out with a grant under this
				subsection, a small business development center shall—</text>
							<subparagraph id="H7D19043C32B3414DB1A31505AE717D28"><enum>(A)</enum><text>create a marketing
				campaign to promote awareness and education of the services of the center that
				are available to veterans, and to target the campaign toward veterans,
				service-disabled veterans, military units, Federal agencies, and veterans
				organizations;</text>
							</subparagraph><subparagraph id="H18B64C9E3C6C47D2A2A5DD39200498B3"><enum>(B)</enum><text>use
				technology-assisted online counseling and distance learning technology to
				overcome the impediments to entrepreneurship faced by veterans and members of
				the Armed Forces; and</text>
							</subparagraph><subparagraph id="HA81F057BDAFE487086345BDF5DB50A4"><enum>(C)</enum><text>increase
				coordination among organizations that assist veterans, including by
				establishing virtual integration of service providers and offerings for a
				one-stop point of contact for veterans who are entrepreneurs or owners of small
				business concerns.</text>
							</subparagraph></paragraph><paragraph id="H0A91D2F15FC146DD896956BC4FF9AC2F"><enum>(3)</enum><header>Amount of
				grants</header><text>A grant under this subsection shall be for not less than

			 PROGRAMS</header>
			<section id="H5399B039AFC84EBC906864B5E3F1327F"><enum>201.</enum><header>Reservist
			 programs</header>
				<subsection id="HF5E49F6B464843B39B57ABAB4E6626C2"><enum>(a)</enum><header>Application
			 Period</header><text>Section 7(b)(3)(C) of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(3)(C)</external-xref>) is
			 amended—</text>
					<paragraph id="HE1D1E606FE554281ACBAA2693B9699DA"><enum>(1)</enum><text>by striking
			 <quote>90 days</quote> and inserting <quote>1 year</quote>; and</text>
					</paragraph><paragraph id="H48C009C5B2954E7D826C254F0001A2C3"><enum>(2)</enum><text>by adding at the
			 end the following: <quote>The Administrator may, when appropriate (as
			 determined by the Administrator), extend the ending date specified in the
			 preceding sentence by not more than 1 year.</quote>.</text>
					</paragraph></subsection><subsection id="H51A42BC4CE494CF4BC71DF55D000B915"><enum>(b)</enum><header>Pre-Consideration
			 Process</header>
					<paragraph id="H87A0A0A9499346468F1871F051C57EDE"><enum>(1)</enum><header>Definition</header><text>In
			 this subsection, the term <term>eligible Reservist</term> means a Reservist
			 who—</text>
						<subparagraph id="H4DD2AFFB3605454DB5F8914D109FFFEE"><enum>(A)</enum><text>has not been
			 ordered to active duty;</text>
						</subparagraph><subparagraph id="H20119A60C15C430DBE2E5B35087EEDBD"><enum>(B)</enum><text>expects to be
			 ordered to active duty during a period of military conflict; and</text>
						</subparagraph><subparagraph id="HEA23E7CDCC314EA9B41542F5EA1D0022"><enum>(C)</enum><text>can reasonably
			 demonstrate that the small business concern for which that Reservist is a key
			 employee will suffer economic injury in the absence of that Reservist.</text>
						</subparagraph></paragraph><paragraph id="HA59DBF5624F14F9086007C35B97B10EC"><enum>(2)</enum><header>Establishment</header><text>Not
			 later than 6 months after the date of enactment of this Act, the Administrator
			 shall establish a pre-consideration process, under which the
			 Administrator—</text>
						<subparagraph id="H90DBE10F44914B22B287FD90A413AFAE"><enum>(A)</enum><text>may collect all
			 relevant materials necessary for processing a loan to a small business concern
			 under section 7(b)(3) of the <act-name parsable-cite="SBA">Small Business
			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(3)</external-xref>) before an eligible Reservist employed by
			 that small business concern is activated; and</text>
						</subparagraph><subparagraph id="HEA137B0DBC114BA394FCFE707C9B0045"><enum>(B)</enum><text>shall distribute
			 funds for any loan approved under subparagraph (A) if that eligible Reservist
			 is activated.</text>
						</subparagraph></paragraph></subsection><subsection id="H716344ADAB82489E86416F635FB0A928"><enum>(c)</enum><header>Outreach and
			 Technical Assistance Program</header>
					<paragraph id="H24D946D6159E4ED2BE9456E3958478AE"><enum>(1)</enum><header>In
			 general</header><text>Not later than 6 months after the date of enactment of
			 this Act, the Administrator, in consultation with the Secretary of Veterans
			 Affairs and the Secretary of Defense, may develop a comprehensive outreach and
			 technical assistance program (in this subsection referred to as the
			 <quote>program</quote>) to—</text>
						<subparagraph id="H1E3EEDD99EB0486DA3DBDA7EAE81EB15"><enum>(A)</enum><text>market the loans
			 available under section 7(b)(3) of the <act-name parsable-cite="SBA">Small
			 Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(3)</external-xref>) to Reservists, and family members
			 of Reservists, that are on active duty and that are not on active duty;
			 and</text>
						</subparagraph><subparagraph id="H23FF14BA36B14AC6B7F4767E01081660"><enum>(B)</enum><text>provide technical
			 assistance to a small business concern applying for a loan under that
			 section.</text>
						</subparagraph></paragraph><paragraph id="H0D266349C6CF424289498673535400A5"><enum>(2)</enum><header>Components</header><text>The
			 program shall—</text>
						<subparagraph id="H44D1A573B610492D83D272AA7FE7BBDB"><enum>(A)</enum><text>incorporate
			 appropriate websites maintained by the Administration, the Department of
			 Veterans Affairs, and the Department of Defense; and</text>
						</subparagraph><subparagraph id="H8DD428981A32468297489B083F908FCB"><enum>(B)</enum><text>require that
			 information on the program is made available to small business concerns
			 directly through—</text>
							<clause id="HEA7CFDC659C447CA85A4BFE756764FA"><enum>(i)</enum><text>the
			 district offices and resource partners of the Administration, including small
			 business development centers, women’s business centers, and the Service Corps
			 of Retired Executives; and</text>
							</clause><clause id="H6277AF4CEA764D48B2D88E4DDDA8A7EE"><enum>(ii)</enum><text>other Federal
			 agencies, including the Department of Veterans Affairs and the Department of
			 Defense.</text>
							</clause></subparagraph></paragraph><paragraph id="HDDF657C2B22F4163AE67515236E8513B"><enum>(3)</enum><header>Report</header>
						<subparagraph id="H91ED689EAAD44D488BF2EF40BF158539"><enum>(A)</enum><header>In
			 general</header><text>Not later than 6 months after the date of enactment of
			 this Act, and every 6 months thereafter until the date that is 30 months after
			 such date of enactment, the Administrator shall submit to Congress a report on
			 the status of the program.</text>
						</subparagraph><subparagraph id="H68E8E82703C3494599E11EF5EAB1398C"><enum>(B)</enum><header>Contents</header><text>Each
			 report submitted under subparagraph (A) shall include—</text>
							<clause id="HFD095B027BC8403BB3916D1366062929"><enum>(i)</enum><text>for
			 the 6-month period ending on the date of that report—</text>
								<subclause id="H2F0EF64B7FF248648CF48C74DD4FB29"><enum>(I)</enum><text>the number of loans
			 approved under section 7(b)(3) of the <act-name parsable-cite="SBA">Small
			 Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(3)</external-xref>);</text>
								</subclause><subclause id="H16F563D0574B441CB8F6F064F8E98895"><enum>(II)</enum><text>the number of
			 loans disbursed under that section; and</text>
								</subclause><subclause id="H25DD39D2FA5848A9B100D071C494A7B8"><enum>(III)</enum><text>the total amount
			 disbursed under that section; and</text>
								</subclause></clause><clause id="H3B3AD9A814C4443E88FCF451A85F1BEC"><enum>(ii)</enum><text>recommendations,
			 if any, to make the program more effective in serving small business concerns
			 that employ Reservists.</text>
							</clause></subparagraph></paragraph></subsection></section><section id="HD0E0C14E8B25428C8482A15D125DDC56"><enum>202.</enum><header>Reservist
			 loans</header>
				<subsection id="HF789EC3A9C0749E08CB000042EC1CADE"><enum>(a)</enum><header>In
			 general</header><text>The Administrator and the Secretary of Defense shall
			 develop a joint website and printed materials providing information regarding
			 any program for small business concerns that is available to veterans or
			 Reservists.</text>
				</subsection><subsection id="H9DB278F2E64741FA85FF85D475A1BEDF"><enum>(b)</enum><header>Marketing</header><text>The
			 Administrator is authorized—</text>
					<paragraph id="HF14E5B1734064943AF839F218236EF17"><enum>(1)</enum><text>to advertise and
			 promote the program under section 7(b)(3) of the <act-name parsable-cite="SBA">Small Business Act</act-name> jointly with the Secretary of
			 Defense and veterans’ service organizations; and</text>
					</paragraph><paragraph id="H560B72E53D12476499D0035F586B2C6"><enum>(2)</enum><text>to
			 advertise and promote participation by lenders in such program jointly with
			 trade associations for banks or other lending institutions.</text>
					</paragraph></subsection></section><section id="HF114459F76B848A685D279E5760090C2"><enum>203.</enum><header>Noncollateralized
			 loans</header><text display-inline="no-display-inline">Section 7(b)(3) of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (15 U.S.C.
			 636(b)(3)) is amended by adding at the end the following:</text>
				<quoted-block act-name="Small Business Act" id="HE06C7FD18DC44F17A800DB96D9D45782" style="OLC">
					<subparagraph id="H9155A3E48AE4476900B5079B6F7F79DE"><enum>(G)</enum><clause commented="no" display-inline="yes-display-inline" id="H0B4F544FDEE8415296228C50E6C6554F"><enum>(i)</enum><text>Notwithstanding any
				other provision of law, the Administrator may make a loan under this paragraph
				of not more than $50,000 without collateral.</text>
						</clause><clause id="H8B6BCF9524304F2A9EC58EAD1CE300BC" indent="up1"><enum>(ii)</enum><text>The Administrator may defer
				payment of principal and interest on a loan described in clause (i) during the
				longer of—</text>
							<subclause id="HEE1F06C496B64F548D324430132F9246"><enum>(I)</enum><text>the 1-year period beginning on the date
				of the initial disbursement of the loan; and</text>
							</subclause><subclause id="H5B5E187FD5944C3D9C679B703958863F"><enum>(II)</enum><text>the period during which the relevant
				essential employee is on active
				duty.</text>
							</subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H3FB231648BCC4F93834780DECAB7C87D"><enum>204.</enum><header>Loan
			 priority</header><text display-inline="no-display-inline">Section 7(b)(3) of
			 the <act-name parsable-cite="SBA">Small Business Act</act-name> (15 U.S.C.
			 636(b)(3)), as amended by this Act, is amended by adding at the end the
			 following:</text>
				<quoted-block act-name="Small Business Act" id="H3AAB883F56FA414E946EB39D327D08A" style="OLC">
					<subparagraph id="HA62DC0462F354B32814800684766AF7"><enum>(H)</enum><text>The Administrator
				shall give priority to any application for a loan under this paragraph and
				shall process and make a determination regarding such applications prior to
				processing or making a determination on other loan applications under this
				subsection, on a rolling
				basis.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H7796EC0968A14B44AD5C41FCCB6CD181"><enum>205.</enum><header>Relief from
			 time limitations for veteran-owned small businesses</header><text display-inline="no-display-inline">Section 3(q) of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(q)</external-xref>)
			 is amended by adding at the end the following:</text>
				<quoted-block act-name="Small Business Act" id="H5FFB8287744C4054A2FC7FD47CF84709" style="OLC">
					<paragraph id="HE95744186FCE41C09ECE3D8CCDAF0997"><enum>(5)</enum><header>Relief from time
				limitations</header>
						<subparagraph id="HDD5597C4F8974F30B7F06055E482EF82"><enum>(A)</enum><header>In
				general</header><text>Any time limitation on any qualification, certification,
				or period of participation imposed under this Act on any program that is
				available to small business concerns shall be extended for a small business
				concern that—</text>
							<clause id="HB9DFF2DD391D4B29B2B408AF9B46FC04"><enum>(i)</enum><text>is
				owned and controlled by—</text>
								<subclause id="HA816EB37A02A44D2B2BC458606829C00"><enum>(I)</enum><text>a veteran who was
				called or ordered to active duty under a provision of law specified in section
				101(a)(13)(B) of title 10, United States Code, on or after September 11, 2001;
				or</text>
								</subclause><subclause id="H59BE18B05CBB4CBAA4195BA8CB55D75C"><enum>(II)</enum><text>a
				service-disabled veteran who became such a veteran due to an injury or illness
				incurred or aggravated in the active military, naval, or air service during a
				period of active duty pursuant to a call or order to active duty under a
				provision of law referred to in subclause (I) on or after September 11, 2001;
				and</text>
								</subclause></clause><clause id="H15CD2F9D483540C59638F04269BB10CE"><enum>(ii)</enum><text>was subject to
				the time limitation during such period of active duty.</text>
							</clause></subparagraph><subparagraph id="HDD3D4861D9D64BC2BBD49FCE7BED6878"><enum>(B)</enum><header>Duration</header><text>Upon
				submission of proper documentation to the Administrator, the extension of a
				time limitation under subparagraph (A) shall be equal to the period of time
				that such veteran who owned or controlled such a concern was on active duty as
				described in that subparagraph.</text>
						</subparagraph><subparagraph id="H791DEC106F4D421D8806BAF341167B00"><enum>(C)</enum><header>Exception for
				programs subject to federal credit reform act of 1990</header><text>The
				provisions of subparagraphs (A) and (B) shall not apply to any programs subject
				to the <act-name parsable-cite="FCRA90">Federal Credit Reform Act of
				1990</act-name> (2 U.S.C. 661 et
				seq.).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H1B9211EAFA33429BABE915E0B6CFD449"><enum>206.</enum><header>Service-disabled
			 veterans</header><text display-inline="no-display-inline">Not later than 180
			 days after the date of enactment of this Act, the Comptroller General of the
			 United States shall submit to the Committee on Small Business and
			 Entrepreneurship of the Senate and the Committee on Small Business of the House
			 of Representatives a report describing—</text>
				<paragraph id="H4354148F9CF54C6FBBF50617D8208808"><enum>(1)</enum><text>the types of
			 assistance needed by service-disabled veterans who wish to become
			 entrepreneurs; and</text>
				</paragraph><paragraph id="HB93129489C654478B560099E86B70094"><enum>(2)</enum><text>any resources that
			 would assist such service-disabled veterans.</text>
				</paragraph></section><section id="H4121D8664A104507969BFDD791098D21"><enum>207.</enum><header>Study on
			 options for promoting positive working relations between employers and their
			 Reserve Component employees</header>
				<subsection id="H04DFB19E982F4288A7FB7DB500873592"><enum>(a)</enum><header>Study
			 Required</header><text>The Comptroller General of the United States shall
			 conduct a study on options for promoting positive working relations between
			 employers and Reserve component employees of such employers, including
			 assessing options for improving the time in which employers of Reservists are
			 notified of the call or order of such members to active duty other than for
			 training.</text>
				</subsection><subsection id="H7FBBA8F9539940128C5EFEBC2CF69F1E"><enum>(b)</enum><header>Report</header>
					<paragraph id="HEAF328AC58DD4A1C8DC2985FF1D005F4"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Comptroller General of the United States shall submit to the
			 appropriate committees of Congress a report on the study conducted under
			 subsection (a).</text>
					</paragraph><paragraph id="H4053DB9E7CD14817819B33026312341B"><enum>(2)</enum><header>Contents</header><text>The
			 report submitted under paragraph (1) shall—</text>
						<subparagraph id="H7EEEA85012C341809F83035391BC531C"><enum>(A)</enum><text>provide a
			 quantitative and qualitative assessment of—</text>
							<clause id="H74C34D1730D4446681A2FC98C3418B00"><enum>(i)</enum><text>what
			 measures, if any, are being taken to inform Reservists of the obligations and
			 responsibilities of such members to their employers;</text>
							</clause><clause id="HF2405844D80B418DA400570096482E93"><enum>(ii)</enum><text>how
			 effective such measures have been; and</text>
							</clause><clause id="H83ECE470FFEB440B917B68EDBB612E7"><enum>(iii)</enum><text>whether there are
			 additional measures that could be taken to promote positive working relations
			 between Reservists and their employers, including any steps that could be taken
			 to ensure that employers are timely notified of a call to active duty;
			 and</text>
							</clause></subparagraph><subparagraph id="H3359173367A44DC8B3A73097FDD07183"><enum>(B)</enum><text>assess whether
			 there has been a reduction in the hiring of Reservists by business concerns
			 because of—</text>
							<clause id="H1460934E83664BD7B2E33076273D0028"><enum>(i)</enum><text>any
			 increase in the use of Reservists after September 11, 2001; or</text>
							</clause><clause id="HE1AD2F3C608F440784769CDB8CF53E3B"><enum>(ii)</enum><text>any
			 change in any policy of the Department of Defense relating to Reservists after
			 September 11, 2001.</text>
							</clause></subparagraph></paragraph></subsection><subsection id="H235A22B8D2654EE0B2D969A8D27D1C81"><enum>(c)</enum><header>Appropriate
			 Committees of Congress Defined</header><text>In this section, the term
			 <term>appropriate committees of Congress</term> means—</text>
					<paragraph id="HE78BBD66EFBC4265B4E9F591B87DF1"><enum>(1)</enum><text>the
			 Committee on Armed Services and the Committee on Small Business and
			 Entrepreneurship of the Senate; and</text>
					</paragraph><paragraph id="H84FE484330E14BF8833E0517DB655B9C"><enum>(2)</enum><text>the Committee on
			 Armed Services and the Committee on Small Business of the House of
			 Representatives.</text>
					</paragraph></subsection></section><section id="HAD487887413E4AD689D66351E19B2F75"><enum>208.</enum><header>Increased
			 Veteran Participation Program</header><text display-inline="no-display-inline">Section 7(a) of the
			 <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>)
			 is amended by adding at the end the following:</text>
				<quoted-block act-name="Small Business Act" id="H40EDD94D48AF4FC78113F001E000330" style="OLC">
					<paragraph id="H7FF0D1E07C5E4584AE4F2F3916B7D921"><enum>(32)</enum><header>Increased
				veteran participation program</header>
						<subparagraph id="H2136E472FDB2430CA5D2FC1F41D2FCB"><enum>(A)</enum><header>Definitions</header><text>In
				this paragraph—</text>
							<clause id="H837A512D7D6F49FFBA2F64DDAB8FCC3F"><enum>(i)</enum><text>the term
				<term>cost</term> has the meaning given that term in section 502 of the
				<act-name parsable-cite="FCRA90">Federal Credit Reform Act of 1990</act-name>
				(<external-xref legal-doc="usc" parsable-cite="usc/2/661a">2 U.S.C. 661a</external-xref>);</text>
							</clause><clause id="H72897B2D5FAE4184BA92E517064920C1"><enum>(ii)</enum><text>the term
				<term>pilot program</term> means the pilot program established under
				subparagraph (B); and</text>
							</clause><clause id="H72B4E2207EAE424DB30669EDD7C52FC"><enum>(iii)</enum><text>the term
				<term>veteran participation loan</term> means a loan made under this subsection
				to a small business concern owned and controlled by veterans of the Armed
				Forces or members of the reserve components of the Armed Forces.</text>
							</clause></subparagraph><subparagraph id="H77B19AA5B04443478081AABC088CB546"><enum>(B)</enum><header>Establishment</header><text>The
				Administrator shall establish and carry out a pilot program under which the
				Administrator shall reduce the fees for veteran participation loans.</text>
						</subparagraph><subparagraph id="HB7BA91B83A1348DEABC847D9A2705032"><enum>(C)</enum><header>Duration</header><text>The
				pilot program shall terminate at the end of the second full fiscal year after
				the date that the Administrator establishes the pilot program.</text>
						</subparagraph><subparagraph id="H7E12B2BA7B934BFBB7F6FB612EA4F5C"><enum>(D)</enum><header>Maximum
				participation</header><text>A veteran participation loan shall include the
				maximum participation levels by the Administrator permitted for loans made
				under this subsection.</text>
						</subparagraph><subparagraph id="HF788CC9745414EDFB60817E69F9B8EC6"><enum>(E)</enum><header>Fees</header>
							<clause id="HF28C5EC5DF334E42B6004CCB007286E5"><enum>(i)</enum><header>In
				general</header><text>The fee on a veteran participation loan shall be equal to
				50 percent of the fee otherwise applicable to that loan under paragraph
				(18).</text>
							</clause><clause id="HD562E6EA000B46FB80E0066438EB7DB7"><enum>(ii)</enum><header>Waiver</header><text>The
				Administrator may waive clause (i) for a fiscal year if—</text>
								<subclause id="H7D6F00EE23324F6892EB94EFC2C44E00"><enum>(I)</enum><text>for the fiscal
				year before that fiscal year, the annual estimated rate of default of veteran
				participation loans exceeds that of loans made under this subsection that are
				not veteran participation loans;</text>
								</subclause><subclause id="H5D8C902550B94233B38E6E0077B2B808"><enum>(II)</enum><text>the cost to the
				Administration of making loans under this subsection is greater than zero and
				such cost is directly attributable to the cost of making veteran participation
				loans; and</text>
								</subclause><subclause id="H4F66E4CF55EA40ACBFB2CB21CDA661E0"><enum>(III)</enum><text>no additional
				sources of revenue authority are available to reduce the cost of making loans
				under this subsection to zero.</text>
								</subclause></clause><clause id="HBBBB7FCBE44844EE89B5539268E18817"><enum>(iii)</enum><header>Effect of
				waiver</header><text>If the Administrator waives the reduction of fees under
				clause (ii), the Administrator—</text>
								<subclause id="HEE49B8F435C441F6A3D578B269CDB2A8"><enum>(I)</enum><text>shall not assess
				or collect fees in an amount greater than necessary to ensure that the cost of
				the program under this subsection is not greater than zero; and</text>
								</subclause><subclause id="HAE90EAC27693415EBC9F64EB83B1EC19"><enum>(II)</enum><text>shall reinstate
				the fee reductions under clause (i) when the conditions in clause (ii) no
				longer apply.</text>
								</subclause></clause><clause id="HDEEED65B8E974CA8B40043C7E586C200"><enum>(iv)</enum><header>No increase of
				fees</header><text>The Administrator shall not increase the fees under
				paragraph (18) on loans made under this subsection that are not veteran
				participation loans as a direct result of the pilot program.</text>
							</clause></subparagraph><subparagraph id="H2A7182070CBB455A8B54FCF800876B3B"><enum>(F)</enum><header>GAO
				report</header>
							<clause id="HFD27032659C94067B4442334ED13D5C2"><enum>(i)</enum><header>In
				general</header><text>Not later than 1 year after the date that the pilot
				program terminates, the Comptroller General of the United States shall submit
				to the Committee on Small Business of the House of Representatives and the
				Committee on Small Business and Entrepreneurship of the Senate a report on the
				pilot program.</text>
							</clause><clause id="H8BD6A3898FAA4DAFB7F3304F092FC2F1"><enum>(ii)</enum><header>Contents</header><text>The
				report submitted under clause (i) shall include—</text>
								<subclause id="H1A3B93D7130C4EFD95B6F244E6F00BF"><enum>(I)</enum><text>the number of
				veteran participation loans for which fees were reduced under the pilot
				program;</text>
								</subclause><subclause id="H2472B789CAD14DF6A84C2D5123476870"><enum>(II)</enum><text>a description of
				the impact of the pilot program on the program under this subsection;</text>
								</subclause><subclause id="H69330926928042C787F538E9E4372DD8"><enum>(III)</enum><text>an evaluation of
				the efficacy and potential fraud and abuse of the pilot program; and</text>
								</subclause><subclause id="H072D167E99084EF2BDD01F07AFADEB65"><enum>(IV)</enum><text>recommendations
				for improving the pilot
				program.</text>
								</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
