		<section id="H51F39E34CB0846D7A925210930FAF6E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mail Network Protection Act of
			 2007</short-title></quote>.</text>
		</section><section id="HE8B5C921895F4C7A96005D9E6DA997D0"><enum>2.</enum><header>Mail network
			 protection</header><text display-inline="no-display-inline">Section 404 of
			 title 39, United States Code, is amended—</text>
			<paragraph id="H6AAED9F490DC4099BF00A2B1C5D5B2F4"><enum>(1)</enum><text>by redesignating
			 subsections (d) and (e) as subsections (e) and (f), respectively; and</text>
			</paragraph><paragraph id="HACD6CE5FB2C74DFD9BAC8F6D844C1277"><enum>(2)</enum><text>by inserting after
			 subsection (c) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H796DCC9F10D94943A91E6565C873AA26" style="USC">
					<subsection id="H837E79EAA3F042BB9459E8F99EFCC69"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H2EE261D989CE48E08B065DE7C027401"><enum>(1)</enum><text>The Postal Service may
				not enter into any contract described in paragraph (2) without first satisfying
				the requirements of paragraph (3).</text>
						</paragraph><paragraph id="H61495A69EAD34E4499A6BB3115AF4773" indent="up1"><enum>(2)</enum><text>A contract described in this
				paragraph is any contract providing for mail processing, mail handling, or
				surface transportation of mail, if such contract would, for any 12-month
				period, involve the equivalent of 50 or more workyears of work that would
				otherwise be performed by career postal employees within a recognized
				bargaining unit or cost the Postal Service $5,000,000 or more.</text>
						</paragraph><paragraph id="H06B0C004063140FFB50423E4FE8FACDB" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HC2D7AA7D5DA24E9DAD7354A4AE60074F"><enum>(A)</enum><text>Before entering into a
				contract described in paragraph (2) for services that would otherwise be
				performed by career postal employees within a recognized bargaining unit, the
				Postal Service shall first notify the exclusive representative of such unit (or
				each such unit) of its intent and, if requested, shall meet and bargain with
				the exclusive representative (in accordance with the provisions of chapter 12
				relating to collective bargaining) with respect to the proposed
				contract.</text>
							</subparagraph><subparagraph id="H807BEB2FC3D04B16B4B4D7601F75B336" indent="up1"><enum>(B)</enum><text>If no agreement is reached within 60
				days after collective bargaining commences, either party may invoke the dispute
				resolution procedures set forth in subsection (c) of section 1207, which
				subsection shall thereupon apply in accordance with its terms.</text>
							</subparagraph></paragraph><paragraph id="H5C2F36E5F0624D98B7CD66A6AD78CDDD" indent="up1"><enum>(4)</enum><text>Any contract described in paragraph
				(2) which is not entered into in accordance with the requirements of paragraph
				(3) shall be void ab
				initio.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HA62CA3C453974A59A5303E1965FC42D9"><enum>3.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall apply with respect to any contract entered into on or after the
			 date of the enactment of this Act.</text>
