		<section id="HCABF4726419345768F3C4486B31744A7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>William
			 H. Rehnquist Law Center Establishment Act of 2007</quote>.</text>
		</section><section id="H8F7EF48391564F889100B1485BFABE2C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H9740F12A3CEB4FDDB642BF02683C4137"><enum>(1)</enum><text>It is appropriate
			 to honor the legacy of Chief Justice Rehnquist by creating a forum for greater
			 scholarship and public education about the principles of federalism, judicial
			 independence, and the separation of powers in the Federal Government.</text>
			</paragraph><paragraph id="HCCE8519D74AC4DFF8CBD945C2FDE6867"><enum>(2)</enum><text>The best way to
			 honor Chief Justice Rehnquest is to establish the William H. Rehnquist Center
			 on the Constitutional Structures of Government at the University of Arizona
			 James E. Rogers School of Law, in Tucson, Arizona.</text>
			</paragraph><paragraph id="H7A84B10376024B3F8E2BBDF420E00077"><enum>(3)</enum><text>The Law Center
			 will allow and advance nonpartisan research and scholarship about the judicial
			 branch of Government and create an academic center for discussions and public
			 education about structural constitutional principles.</text>
			</paragraph></section><section id="H3297BBDF151D4C9FBDA152002D4F9EE8"><enum>3.</enum><header>Grants</header>
			<subsection id="HEC6CA59D2B874A7DA4C59CC6279235FA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Attorney General
			 of the United States shall provide grants to the University of Arizona James E.
			 Rogers School of Law, for use in establishing and operating the William H.
			 Rehnquist Center on the Constitutional Structures of Government.</text>
			</subsection><subsection id="HD59BA73E5AD0457099BCC9D7FCA59962"><enum>(b)</enum><header>Application</header><text>To
			 receive assistance under subsection (a), the Law School shall submit to the
			 Attorney General an application at such time, in such manner, and containing
			 such additional information as the Attorney General may require.</text>
			</subsection><subsection id="HA0F0C8B65CF942808E08B7882777173D"><enum>(c)</enum><header>Use of
			 funds</header><text>To support the establishment and operation of the Law
			 Center, the Law School shall use grant funds provided under subsection (a) to
			 fund—</text>
				<paragraph id="H313776E9431E42668C756D1F59A3B3C7"><enum>(1)</enum><text>the employment of
			 a director and staff for the Law Center;</text>
				</paragraph><paragraph id="HADB3D51C15D94BB38C7E35999F751076"><enum>(2)</enum><text>program operations
			 that meet such requirements as may be established by the Attorney General;
			 and</text>
				</paragraph><paragraph id="H8C44A1460A0A4422A4792800E6AD376"><enum>(3)</enum><text>permanent
			 allocations for endowment of the Law Center established at the Law
			 School.</text>
				</paragraph></subsection><subsection id="H03849E4C07E64600A3974215915D3965"><enum>(d)</enum><header>Non-federal
			 contribution</header><text>The Law School shall provide non-Federal
			 contributions in the form of any of the following:</text>
				<paragraph id="HD7A28D8AABF845F68BD351CCCC8CD29"><enum>(1)</enum><text>Direct
			 expenditures.</text>
				</paragraph><paragraph id="H0A1E01CD721E49E1B7DBB576487066E3"><enum>(2)</enum><text>Facilities.</text>
				</paragraph><paragraph id="H8D1EA459957645799FAE26C3F1B94E04"><enum>(3)</enum><text>In-kind
			 services.</text>
				</paragraph><paragraph id="H4CD4FD48F65E460F805B0949BC612B54"><enum>(4)</enum><text>Permanent
			 allocations for endowment of the Law Center established at the Law
			 School.</text>
				</paragraph></subsection></section><section id="H61E96721B5304E18AF00006EC3622126"><enum>4.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H4445DA26D56A49E4807BD48A3DEBE09"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">There is authorized
			 to be appropriated to the Attorney General for use by the Law School to carry
			 out this Act $2,000,000 for each of fiscal years 2009 through 2013.</text>
			</subsection><subsection id="HD52068FFDCA347D8AFFDD73514B6D032"><enum>(b)</enum><header>Unexpended or
			 unobligated funds</header><text>Funds appropriated pursuant to this Act shall
			 be transferred to the general fund of the Treasury if by the end of fiscal year
			 2014 the funds are—</text>
				<paragraph id="H785AE7AAAE334E60007E2BDE839CA88"><enum>(1)</enum><text>unexpended;
			 or</text>
				</paragraph><paragraph id="H8B2C83ADFE1348039868AE4D51DAADB1"><enum>(2)</enum><text>unobligated for
			 permanent endowment.</text>
				</paragraph></subsection></section><section id="H322AC954FE6144108906DE60E385BDD1"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HD4FD8FC2141748DFBA08B461C85BB439"><enum>(1)</enum><header>Law
			 center</header><text>The term <quote>Law Center</quote> means the William H.
			 Rehnquist Center on the Constitutional Structures of Government.</text>
			</paragraph><paragraph id="H9B33FEA17D1F4F7289E80051C7FB5300"><enum>(2)</enum><header>Law
			 school</header><text>The term <quote>Law School</quote> means the University of
			 Arizona James E. Rogers School of Law.</text>
