Withholding of contributions to the United Nations for building noncompliance

The Secretary of State may not make a contribution to any regularly assessed biennial budget of the United Nations unless the Secretary has— (1)confirmed with the Mayor of the City of New York that United Nations facilities located in the City are in full compliance with all fire, building, and safety codes; and (2)submitted to Congress a certification with respect to a confirmation under paragraph (1).
