		<official-title>To amend title 5, United States Code, to exclude Members
		  of Congress from the Federal employees health benefits program, and for other
		  purposes.</official-title>

		<section id="H94779208180F40D2897984B3DF80C2CF" section-type="section-one"><enum>1.</enum><header>Exclusion</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/5/8901">Section 8901(a)(1)</external-xref> of title 5, United States
			 Code, is amended by striking subparagraph (B) and by redesignating
			 subparagraphs (C) through (I) as subparagraphs (B) through (H),
			 respectively.</text>
		</section><section id="HC58993CDD4914CF69FA203A3E187E372"><enum>2.</enum><header>Vouchers</header>
			<subsection id="HBC85E6A65DA348CAA5D103E7E199405"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section—</text>
				<paragraph id="HE37176504E4545E8B6DC23B5EE7D6E7C"><enum>(1)</enum><text>the term
			 <term>Member of Congress</term> has the meaning given such term by section 2106
			 of title 5, United States Code;</text>
				</paragraph><paragraph id="HF3869DD893DE4CD4B004FE00C0FE3475"><enum>(2)</enum><text>the term
			 <term>family member</term> means a member of family, as defined by section
			 8901(5) of title 5, United States Code; and</text>
				</paragraph><paragraph id="H7C85887BE0A64DCFA1C75CB1CAA7D4A5"><enum>(3)</enum><text>the term
			 <term>family coverage</term> means coverage other than individual coverage.</text>
				</paragraph></subsection><subsection id="H6F12B087D6394F86BD96A81493C97E8"><enum>(b)</enum><header>Authority</header><text>Expenses
			 for the cost of health benefits for Members of Congress and family members may
			 be paid or reimbursed, from the appropriation, fund, or account out of which
			 contributions for Members would otherwise have been payable under section 8906
			 of title 5, United States Code, on vouchers approved and signed by the Clerk of
			 the House of Representatives or the Secretary of the Senate, as the case may
			 be.</text>
			</subsection><subsection id="H255B58B071F5427D9CDC1CBD6FEE0055"><enum>(c)</enum><header>Limits</header><text>The
			 total amount which may be paid or reimbursed under this section for any year
			 may not exceed—</text>
				<paragraph id="H502168465E2543BBAA9CACA903C03807"><enum>(1)</enum><text>$1,500 for
			 individual coverage; or</text>
				</paragraph><paragraph id="H366A9E9A7C634AFC91BC160076090866"><enum>(2)</enum><text>$3,000 for family
			 coverage.</text>
				</paragraph></subsection><subsection id="H5E9DB85164F040DC92DDFEB1C41D4F2"><enum>(d)</enum><header>Eligible family
			 members</header><text>Nothing in this section shall be considered to allow
			 payment or reimbursement for coverage of any family member who (under the
			 provisions of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/89">chapter 89</external-xref> of title 5, United States Code, as last in effect
			 before the effective date of this Act) would not otherwise have been eligible
			 to be covered under such chapter.</text>
			</subsection></section><section id="H143D662CDCA841B8849DAC00999F4282"><enum>3.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act shall take
			 effect on January 1, 2009.</text>
