		<official-title>To require those applying for, and renewing, SCHIP, TAA,
		  and ATAA benefits to present documentation proving both citizenship and
		  identity in order to receive those benefits.</official-title>

		<section id="H01B679C628DA425C9E6754AADC95AACE" section-type="section-one"><enum>1.</enum><header>Requirement for presentation
			 of documentation proving both citizenship and identity in order to receive
			 benefits under SCHIP, TAA, and ATAA</header>
			<subsection id="H0F8DF10CF1C2436D84A3135FD8498451"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, as a condition of receiving benefits under SCHIP, TAA,
			 and ATAA, an individual who is applying for such benefits (including applying
			 for renewal of such benefits) shall present satisfactory documentation
			 providing both citizenship and identity.</text>
			</subsection><subsection id="H09EBF949DF244DDA86B5EAFA533FFB53"><enum>(b)</enum><header>Acceptable
			 documentation</header><text>The following shall constitute acceptable
			 documentation for purposes of subsection (a):</text>
				<paragraph id="HF9E106BD39AC4CDDAC724056E17D5C8B"><enum>(1)</enum><header>Acceptable
			 primary documentation for identification and citizenship</header>
					<subparagraph id="H97115F1DFEF640BE9125849D95B4A178"><enum>(A)</enum><text>A Certificate of
			 Naturalization (DHS Forms N–550 or N–570).</text>
					</subparagraph><subparagraph id="HCED12E224E3C4AFEB7E844BC24D6E785"><enum>(B)</enum><text display-inline="yes-display-inline">A Certificate of U.S. Citizenship (DHS
			 Forms N–560 or N–561).</text>
					</subparagraph></paragraph><paragraph id="H0270366B59524AB7942BC3CCB35CFC25"><enum>(2)</enum><header>A combination of
			 an acceptable secondary documentation to verify proof of citizenship and an
			 acceptable documentation to verify identity</header>
					<subparagraph id="HFA2D6A058FFB4F158FD4F6A361AAF2DA"><enum>(A)</enum><header>In
			 general</header><text>A document described in subparagraph (B) and a document
			 described in subparagraph (C).</text>
					</subparagraph><subparagraph id="HCCD4D7DE18594857B4B9EC2F042D2C5D"><enum>(B)</enum><header>Acceptable
			 documentation to verify proof of citizenship</header>
						<clause id="H1F0A9BDD1D3A49BB908288076FABCAEA"><enum>(i)</enum><text>A
			 U.S. birth certificate.</text>
						</clause><clause id="H09DBF29FF1E54D83A8DC678900B42BFB"><enum>(ii)</enum><text>A
			 Certification of birth issued by the Department of State (Form DS–1350).</text>
						</clause><clause id="H85DD22A50CC54E67A9A200EDC71BC949"><enum>(iii)</enum><text>A
			 Report of Birth Abroad of a U.S. Citizen (Form FS–240).</text>
						</clause><clause id="H7D9F26E0E7AF4B1CAB263B129240651E"><enum>(iv)</enum><text>A
			 Certification of Birth Abroad (FS–545).</text>
						</clause><clause id="H4CC3AA2637374CEA9E00AE3962AC3952"><enum>(v)</enum><text>A
			 U.S. Citizen I.D. card (DHS Form I–197).</text>
						</clause><clause id="HBD19EC416178406C829D8FDE005CB025"><enum>(vi)</enum><text>An
			 American Indian Card issued by the Department of Homeland Security with the
			 classification code “KIC” (Issued by the Department of Homeland Security to
			 identify U.S. citizen members of the Texas Band of Kickapoos living near the
			 U.S./Mexican border).</text>
						</clause><clause id="H4BC908F2C6FF47209B48B8774B25F66D"><enum>(vii)</enum><text>Final adoption
			 decree.</text>
						</clause><clause id="H4ED5C2A8BE2F45EBBD002948167867DE"><enum>(viii)</enum><text>Evidence of
			 civil service employment by the United States government before June
			 1976.</text>
						</clause><clause id="H81A64B55205848CCBC44A955EA55D36B"><enum>(ix)</enum><text>An
			 official military record of service showing a place of birth in the United
			 States.</text>
						</clause><clause id="HE7562592CDBF4CCC8D72B6AD01FA4B5C"><enum>(x)</enum><text>A
			 Northern Mariana Identification Card (Issued by the Immigration and
			 Naturalization Service to a collectively naturalized citizen of the United
			 States who was born in the Northern Mariana Islands before November 4,
			 1986).</text>
						</clause></subparagraph><subparagraph id="HF718780BA3D54BC5A159CB83C5B1B1F6"><enum>(C)</enum><header>Acceptable
			 documentation to verify proof of identity</header>
						<clause id="H5766BE2EB51F45FC822EE2A5E3066CD8"><enum>(i)</enum><text>A
			 current State driver’s license bearing the individual’s picture or State
			 identity document also with the individual’s picture.</text>
						</clause><clause id="H320B938E978548798D00898C6E693F82"><enum>(ii)</enum><text>Certificate of
			 Indian Blood, or other U.S. American Indian/Alaska Native tribal
			 document.</text>
						</clause><clause id="H5952EBEB79D8406FBDA44E5522CF00B6"><enum>(iii)</enum><text>A
			 school identification card with a photograph of the individual.</text>
						</clause><clause id="H489FDE5FE6E3497F8C767CFB0876F1EE"><enum>(iv)</enum><text>U.S. military
			 card or draft record.</text>
						</clause><clause id="H32087347C7C64B1DA0008612C5C0CBCD"><enum>(v)</enum><text>Identification
			 card issued by the Federal, State, or local government with the same
			 information included on driver’s licenses.</text>
						</clause><clause id="H98E1732D2EBD4C01ABAE3E1BC1FC85B"><enum>(vi)</enum><text>Military
			 dependent’s identification card.</text>
						</clause><clause id="HC0A7BBE5F97F44B0ACCBAB718ECEE3FC"><enum>(vii)</enum><text>Native American
			 Tribal document.</text>
						</clause><clause id="H2FABFABC8F0145C7ADFDA550FEBD2CF0"><enum>(viii)</enum><text>U.S. Coast
			 Guard Merchant Mariner card.</text>
						</clause><clause id="H0B8DFB47CD79470DA0ED50F129C82AE"><enum>(ix)</enum><text>Data
			 matches with other agencies can be used to verify identity such as those with
			 Federal or State governmental, public assistance, law enforcement, or
			 corrections agencies, at the State’s option. Such agencies may include food
			 stamps, child support, corrections, including juvenile detention, motor
			 vehicle, or child protective services</text>
						</clause></subparagraph><subparagraph id="H3C2F952AB4584E309506987B00B6AF3E"><enum>(D)</enum><header>Special identity
			 rules for children under 16</header><text>In the case of a child under 16 years
			 of age, the following documents may be used for purposes of establishing
			 identity under subparagraph (C):</text>
						<clause id="H87E6684125D6498A0029C643155FEE59"><enum>(i)</enum><text>A
			 clinic, doctor, hospital, or school record. School records may include nursery
			 or daycare records and report cards. If the State accepts such records, it must
			 verify them with the issuing school.</text>
						</clause><clause id="H0FB04B61C5A54B87B3C61B29E891BEE9"><enum>(ii)</enum><text>If
			 no previous document is available, an affidavit may be used. An affidavit is
			 only acceptable if it is signed under penalty of perjury by a parent, guardian,
			 or caretaker relative stating the date and place of the birth of the
			 child.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H6439EA159C044EDFAB7054708988EBEA"><enum>(c)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HFE6BA7AD1ECB4689A0AFC06F1124C800"><enum>(1)</enum><text>The term
			 <term>SCHIP</term> means the program under title XXI of the Social Security
			 Act.</text>
				</paragraph><paragraph id="H7FCC0A6A270A4D8B97BF88006300C58D"><enum>(2)</enum><text>The term
			 <term>TAA</term> means the program of trade adjustment assistance under chapter
			 2 of title II of the Trade Act of 1974.</text>
				</paragraph><paragraph id="H554FFE5B30B54E56A3171F83546923CF"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>ATAA</term> means the
			 program of alternative trade adjustment assistance under 246 of the Trade Act
			 of 1974.</text>
