			 Planning</header>
				<section id="HE48FFBC112314510BBB48B87761FC632"><enum>101.</enum><header>Averting
			 patient discharge into homelessness</header><text display-inline="no-display-inline">Part D of title V of the Public Health
			 Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>) is amended by adding at the end the
			 following:</text>
					<quoted-block id="H3F8F399DA49D493F93FF139D205D95DC" style="OLC">
						<section id="H888DF2E15B8C411C919B798CF04BA516"><enum>544.</enum><header>Discharge
				planning in private and public hospitals and inpatient facilities</header><text display-inline="no-display-inline">Any private or public hospital, nursing
				home, subacute and transitional care, hospice, residential treatment,
				rehabilitation, or other inpatient facility which receives support in any form
				from any State or program supported in whole or in part by funds appropriated
				to any Federal department or agency pursuant to this title, title XIX of the
				Public Health Service Act, or title XIX of the Social Security Act shall have
				established a system designed to ensure that individuals in such facilities are
				referred to the most medically appropriate level of care and discharged from
				such facilities in such a manner that ensures that such individuals are placed
				in stable and appropriate housing, as soon as such referral is medically
				indicated.</text>
						</section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section></subtitle><subtitle id="H13688C9808814A11BBD67B00BBBE5D75"><enum>B</enum><header>Provision of
			 Appropriate Services</header>
				<section id="HE9C703CBEC524B32A04D0091AD705800"><enum>111.</enum><header>Application of
			 knowledge development findings to service delivery</header>
					<subsection id="HC941CEEB3FC84597A71BC51EC4D7DAB9"><enum>(a)</enum><header>State Plan for
			 Comprehensive Community Health Services for Certain
			 Individuals</header><text>Section 1912(b) of the Public Health Service Act (42
			 U.S.C. 300x–2(b)) is amended by inserting after paragraph (5) the
			 following:</text>
						<quoted-block id="H671643295F6A4AF2B76D43C0C2706582" style="OLC">
							<paragraph id="HD605C0E3BCBC4E1297944800B2CBFC5D"><enum>(6)</enum><header>Replication of
				successful models</header><text>The plan describes the manner in which
				resources will be allocated to entities that agree to replicate successful
				models of prevention, early intervention, and treatment, and rehabilitation as
				identified by the
				Administrator.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H4CEC33749D5C4C7880A65397A9D73ECD"><enum>(b)</enum><header>Application for
			 Grant; Approval of State Plan</header><text>Section 1932(b) of the Public
			 Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-32">42 U.S.C. 300x–32(b)</external-xref>) is amended by adding at the end the
			 following:</text>

							<paragraph id="H4D248431F4064BE0AF31D384A9B5ACD3"><enum>(4)</enum><header>Replication of
				successful models</header><text>The plan submitted under subsection (a)(6)
				shall describe the manner in which resources will be allocated to entities that
				agree to replicate successful models of prevention, early intervention, and
				treatment, and rehabilitation as identified by the
				Administrator.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection></section></subtitle><subtitle id="H878D9C2549C2478B85EFD88DA28979DF"><enum>C</enum><header>Grantee Planning,
			 Reporting, and Capacity-Building</header>
				<section id="H9F24B39FB5034492B1CA50CA42B3F080"><enum>121.</enum><header>Expansion of
			 participation in grantee planning</header><text display-inline="no-display-inline">Subpart II of part B of title XIX of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-21">42 U.S.C. 300x–21 et seq.</external-xref>) is amended by inserting
			 after section 1927 the following:</text>
					<quoted-block id="HB2F24750EB2C42BFA7BD18755BF6E2BC" style="OLC">
						<section id="H64142212A5F6409293ABD3C407C0A0FB"><enum>1927A.</enum><header>State
				substance abuse planning council</header>
							<subsection id="HD3AFD47FFC194271B8CF3EFC0060995D"><enum>(a)</enum><header>In
				General</header><text>A funding agreement for a grant under section 1921 is
				that the State involved will establish and maintain a State substance abuse
				planning council in accordance with the conditions described in this
				section.</text>
							</subsection><subsection id="H5B0D28E405094AC0ADC301894EC818B9"><enum>(b)</enum><header>Duties</header><text>A
				condition under subsection (a) for a Council is that the duties of the Council
				are—</text>
								<paragraph id="H88990D9C843749C6ACE4763936AD6C71"><enum>(1)</enum><text>to review plans
				submitted under section 1932 and to submit to the State any recommendations of
				the Council for modifications to the plans;</text>
								</paragraph><paragraph id="H21A17BC8660149F59B00137D4FF1AFB2"><enum>(2)</enum><text>to serve as an
				advocate for individuals with substance abuse disorders; and</text>
								</paragraph><paragraph id="HFE073F44938E4751B29868D4FBA4B400"><enum>(3)</enum><text>to monitor,
				review, and evaluate, not less than once each year, the allocation of funds
				for, and adequacy of, substance abuse service within the State.</text>
								</paragraph></subsection><subsection id="HED0E68C430DE44A0BE9D711C8082BCB"><enum>(c)</enum><header>Membership</header>
								<paragraph id="HA57F7760D49D44358E615711854979F5"><enum>(1)</enum><header>In
				general</header><text>A condition under subsection (a) for a Council is that
				the Council be composed of residents of the State, including representatives
				of—</text>
									<subparagraph id="HF1FF5F48FB5C4DDA8E514BC3AC003ECC"><enum>(A)</enum><text>the principal
				State agencies with respect to—</text>
										<clause id="H20CCA25C46F44B13ACCB8B5B6F008F2D"><enum>(i)</enum><text>substance abuse,
				mental health, primary health, HIV/AIDS, education, vocational rehabilitation,
				criminal justice, housing, youth services, and social services; and</text>
										</clause><clause id="H971E1B62A6AB4EE7A959788D1E801FF5"><enum>(ii)</enum><text>the development
				of the plan submitted pursuant to title XIX of the Social Security Act;</text>
										</clause></subparagraph><subparagraph id="HB139A3A7DE724AF39E1765C3F58DB0AC"><enum>(B)</enum><text>public, private,
				and nonprofit entities concerned with the need, planning, operation, funding,
				and use of substance abuse services and related support service, including
				those concerned with homeless individuals;</text>
									</subparagraph><subparagraph id="H40C55C4BCF0348BF97852D8C2DFDE32"><enum>(C)</enum><text>individuals who are
				receiving substance abuse services; and</text>
									</subparagraph><subparagraph id="H2E3DC3188DFF4D44B1004CAE68CD726"><enum>(D)</enum><text>the families of
				such individuals.</text>
									</subparagraph></paragraph><paragraph id="HB2846205C90E4A62BDA936517171C9D"><enum>(2)</enum><header>Certain
				requirements</header><text>A condition under subsection (a) for a Council is
				that not less than 40 percent of the members of the Council are individuals who
				are not State employees or providers of substance abuse services.</text>
								</paragraph></subsection><subsection id="H21ACDEA4609542EAAEAE165D7CDE4405"><enum>(d)</enum><header>Definition</header><text>For
				purposes of this section, the term <term>Council</term> means a State substance
				abuse planning council.</text>
							</subsection><subsection id="HA295985567A94FE986A4B5F565F7F8C9"><enum>(e)</enum><header>Additional
				Provision</header><text>The Secretary may make a grant under section 1921 to a
				State only if—</text>
								<paragraph id="H46C00595A98F4CDC92C6602842A09F92"><enum>(1)</enum><text>the plan submitted
				under section 1932 with respect to the grant and the report of the State under
				section 1942(a) concerning the preceding fiscal year has been reviewed by the
				State substance abuse planning council established under this section;
				and</text>
								</paragraph><paragraph id="H4B39AAA859A843A8A2FBC78D40CC25CA"><enum>(2)</enum><text>the State submits
				to the Secretary any recommendations received by the State from such council
				for modifications to the plan (without regard to whether the State has made the
				recommended modifications) and any comments concerning the annual
				report.</text>
								</paragraph></subsection><subsection id="H166DD46A4EEF4822B6D9A1118F071715"><enum>(f)</enum><header>Authorization of
				Appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary for fiscal year 2008 to permit the Secretary to make a
				grant to each State in the amount of $100,000 for the purpose of carrying out
				this
				section.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section id="H0612F1D7365F4E17B3FBA6BC1FC91D16"><enum>122.</enum><header>Documentation
			 of needs of and establishing priorities for homeless population</header><text display-inline="no-display-inline">Section 1932(b) of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-32">42 U.S.C. 300x–32(b)</external-xref>), as amended by section 111(b) of this Act, is
			 amended—</text>
					<paragraph id="HF039528DABEC42AEA6A8B01870256011"><enum>(1)</enum><text>by amending
			 paragraph (1) to read as follows:</text>
						<quoted-block id="H37DE97A8C0F54B86910901CCBFA7CC00" style="OLC">
							<paragraph id="H6E090D8B7D0749059B089494B4466D78"><enum>(1)</enum><header>In
				general</header><text>A plan submitted by a State under subsection (a)(6) is in
				accordance with this subsection if—</text>
								<subparagraph id="HAE943C09A3BC4215BB58FFD79692F31D"><enum>(A)</enum><text>the plan contains
				detailed provisions for complying with each funding agreement for a grant under
				section 1921 that is applicable to the State, including a description of the
				manner in which the State intends to expend the grant; and</text>
								</subparagraph><subparagraph id="H75145EED13E3478888F1304404C2E3F9"><enum>(B)</enum><text>the plan meets the
				criteria specified in paragraph (5).</text>
								</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H526E07634AC04197B4AD1E00BEA7D21E"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block id="HA6AA89B398A446988F5673925C667E56" style="OLC">
							<paragraph id="H5BFB3D3A0EC54AC2BD41BC43B983851D"><enum>(5)</enum><header>Criteria for
				plan</header><text>With respect to the provision of services under section
				1921, the criteria referred to in paragraph (1)(B) are as follows:</text>
								<subparagraph id="HCC08240578EB4710BBFEEAB0CCBCC253"><enum>(A)</enum><header>Comprehensive
				community-based substance abuse prevention and treatment
				systems</header><text>The plan provides for a coordinated community-based
				system of care for individuals with substance abuse or at-risk of substance
				abuse and describes available services and resources in a comprehensive system
				of care that is linguistically and culturally competent, including services for
				dually diagnosed individuals. The description of the system of care shall
				include substance abuse prevention services, substance abuse treatment
				services, primary health services, mental health services, rehabilitation
				services, employment services, housing services, educational services, medical
				and dental care, and other support services to be provided to individuals with
				Federal, State, and local public and private resources. The plan shall include
				a separate description of case management services and provide for activities
				leading to reduction in need for hospitalization.</text>
								</subparagraph><subparagraph id="H619ABB91667142F787AE3887AD10028D"><enum>(B)</enum><header>Substance abuse
				prevention and treatment system data and epidemiology</header><text>The plan
				contains an estimate of the incidence and prevalence in the State of substance
				abuse among adults and children, including individuals who are homeless, and
				presents quantitative targets to be achieved in the implementation of the
				system described in subparagraph (A).</text>
								</subparagraph><subparagraph id="H47CB28EAABF0447F00E881095FC26F23"><enum>(C)</enum><header>Targeted
				services to homeless and rural populations</header><text>The plan
				describes—</text>
									<clause id="HFA8C9FA3446B433DB35943B1406900F3"><enum>(i)</enum><text>the State’s
				outreach to and services for individuals who are homeless, including racial and
				ethnic minorities who are homeless; and</text>
									</clause><clause id="H48DCD13C5BC744368C4F662FF24BD300"><enum>(ii)</enum><text>how
				community-based services will be provided to individuals residing in rural
				areas, including individuals who are homeless.</text>
									</clause></subparagraph><subparagraph id="H47EE6243C482491CA04E32F58D592846"><enum>(D)</enum><header>Management
				systems</header><text>The plan describes the financial resources, staffing, and
				training for substance abuse prevention and treatment providers that is
				necessary to implement the plan, and provides for the training of providers of
				emergency health services regarding substance abuse.</text>
								</subparagraph><subparagraph id="HA51B6852A0484428AD19D9601518C741"><enum>(E)</enum><header>Expenditure of
				grant</header><text display-inline="yes-display-inline">The plan further
				describes the manner in which the State intends to expend the grant under
				section 1921 for the fiscal year
				involved.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section></subtitle><subtitle id="H034F19250BFB424BBED6ABAB79A8FE33"><enum>D</enum><header>Designation of
			 Persons Experiencing Homelessness as Priority Population</header>
				<section id="HC756F44FB5D44D9A99FD036460B22573"><enum>131.</enum><header>Requiring
			 grantees to direct funds to persons experiencing homelessness</header>
					<subsection id="H0BE61115AB324AA693FF063B2D80C3FB"><enum>(a)</enum><header>Treatment
			 Services Regarding Substance Abuse</header><text>Subpart II of part B of title
			 XIX of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-21">42 U.S.C. 300x–21 et seq.</external-xref>), as amended by
			 section 121 of this Act, is further amended by inserting after section 1927A
			 the following:</text>
						<quoted-block id="H1FFD5DE10C7143A3A3DE3E6906867E4F" style="OLC">
							<section id="H8C0E3FDBCCF84EEB941F002282204500"><enum>1927B.</enum><header>Treatment
				services for persons experiencing homelessness</header>
								<subsection id="H71D096E1AE0949BBACC1459B00EF8754"><enum>(a)</enum><header>In
				General</header><text>A funding agreement for a grant under section 1921 is
				that the State involved—</text>
									<paragraph id="H9E03B11ADD414324A4B03DF78DEF342D"><enum>(1)</enum><text>will ensure that
				each person experiencing homelessness in the State who seeks or is referred for
				and would benefit from such services is given preference in admission to
				treatment facilities receiving funds pursuant to the grant; and</text>
									</paragraph><paragraph id="HCE1AC8E8ECDD46958F06E16C731BD77"><enum>(2)</enum><text>will, in carrying
				out paragraph (1), publicize to persons experiencing homelessness the
				availability of services from the facilities and the fact that the persons
				receive such preferences.</text>
									</paragraph></subsection><subsection id="H60A84120ACD3404F00D7CC00D2581644"><enum>(b)</enum><header>Referrals
				Regarding States</header><text>A funding agreement for a grant under section
				1921 is that, in carrying out subsection (a)(1)—</text>
									<paragraph id="HEAD9434DBC7E45B08E00950015B45DC1"><enum>(1)</enum><text>the State involved
				will require, that in the event that a treatment facility has insufficient
				capacity to provide treatment services to any person experiencing homelessness
				described in such subsection who seeks the services from the facility, the
				facility refer the person to the State; and</text>
									</paragraph><paragraph id="HA87453082E05492897BFA237CE705022"><enum>(2)</enum><text>the State, in the
				case of each person experiencing homelessness for whom a referral under
				paragraph (1) is made to the State—</text>
										<subparagraph id="H051495B72BC244838E44C487296EC878"><enum>(A)</enum><text>will refer the
				person to a treatment facility that has the capacity to provide treatment
				services to the person; or</text>
										</subparagraph><subparagraph id="H9E15C99FED6F44A9AE9075F251B000CC"><enum>(B)</enum><text>will, if no
				treatment facility has the capacity to admit the person, make interim services
				available to the person at the time the person seeks the treatment
				services.</text>

			 Program</header>

			 recovery for homeless persons</header><text display-inline="no-display-inline">Section 506 of the Public Health Service Act

				<section id="H21A3E86D43AE4BEEB1298C05DC2DA771"><enum>211.</enum><header>Expansion of
			 required scope of services of path providers</header><text display-inline="no-display-inline">Section 522(b) of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290cc-22">42 U.S.C. 290cc–22(b)</external-xref>) is amended—</text>
					<paragraph id="HAACBCB4FA52443B6B385A9AF0A8A8EA"><enum>(1)</enum><text>by

				and rehabilitation services, pre­vo­ca­tion­al and vocational services, and
				housing services;</text>
							</subparagraph><subparagraph id="H8C3A56E1A67341F295C9DE00BA04AFAD"><enum>(C)</enum><text>providing
				assistance to the eligible homeless individual in obtaining income and medical
				support services, including housing assistance, food stamps, supplemental
				security income, Medicaid, Medicare, and veterans affairs assistance, and
				employment and training programs;</text>
							</subparagraph><subparagraph id="HBAF8642CD59D4EB5AAAC9D2F0719B0A6"><enum>(D)</enum><text>referring the
				eligible homeless individual for such other services as may be appropriate and
				assuring that the service is delivered in a timely manner for as long as needed
				to ensure long-term stability; and</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H2F4ED9F913454C6EA8E364D0EFCC16DF"><enum>(3)</enum><text>in paragraph (10),
			 by striking subparagraph (B) and inserting the following:</text>

			 preceding paragraph (1) by inserting after <quote>veterans
			 organizations</quote> the following: <quote>, health centers with active grants
			 under section 330(h),</quote>.</text>
				</section><section id="H15BAC5221B184D5697AD88365BE07382"><enum>213.</enum><header>Minimum
			 allotments</header><text display-inline="no-display-inline">Section 524 of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290cc-24">42 U.S.C. 290cc–24</external-xref>) is amended to read as
			 follows:</text>

				amount of allotment</header>

				Under Formula</header><text>Subject to subsection (b), the allotment required
				in section 521 for a State for a fiscal year is the product of—</text>
								<paragraph id="H263C54D26BB0495FB7CDBA7B00C7F812"><enum>(1)</enum><text>an amount equal to
				the amount appropriated under section 535 for the fiscal year; and</text>
								</paragraph><paragraph id="H19DE01AC637C4BEEA978878E37E4FA4C"><enum>(2)</enum><text>a percentage equal
				to the quotient of—</text>
									<subparagraph id="HA27A042347534CE592EF15A02B0827B7"><enum>(A)</enum><text>an amount equal to
				the population living in urbanized areas of the State involved, as indicated by
				the most recent data collected by the Bureau of the Census; and</text>
									</subparagraph><subparagraph id="H76C55085BB1243F3BF795343812023B1"><enum>(B)</enum><text>an amount equal to
				the population living in urbanized areas of the United States, as indicated by
				the sum of the respective amounts determined for the States under subparagraph
				(A).</text>
									</subparagraph></paragraph></subsection><subsection id="H26D1477A89294D48B5BDEA42BC003D4E"><enum>(b)</enum><header>Minimum
				Allotment</header>
								<paragraph id="HFA25E9FA8B964D2896E6A8003FA27C9"><enum>(1)</enum><header>In
				general</header><text>Subject to paragraph (2), the allotment for a State under
				section 521 for a fiscal year shall, at a minimum, be the greater of—</text>
									<subparagraph id="HA6815C757D35427496723FB4FF6E03AE"><enum>(A)</enum><text>the amount the
				State received under section 521 in fiscal year 2005; and</text>
									</subparagraph><subparagraph id="H5567384682E84BDF811DF6F73C25DA1E"><enum>(B)</enum><text>$600,000 for each
				of the several States, the District of Columbia, and the Commonwealth of Puerto
				Rico, and $100,000 for each of Guam, the Virgin Islands, American Samoa, and
				the Commonwealth of the Northern Mariana Islands.</text>
									</subparagraph></paragraph><paragraph id="H6BCE9097E18E4CAB836336D75F69D41E"><enum>(2)</enum><header>Condition</header><text>If
				the funds appropriated in any fiscal year under section 535 are insufficient to
				ensure that States receive a minimum allotment in accordance with paragraph
				(1), then—</text>
									<subparagraph id="H87A80F3D297F4FB787708C705FE0B7D1"><enum>(A)</enum><text>no State shall
				receive less than the amount they received in fiscal year 2005; and</text>
									</subparagraph><subparagraph id="H3242DF0CDF6446A081D0C336BF65CE33"><enum>(B)</enum><text>any funds
				remaining after amounts are provided under subparagraph (A) shall be used to
				meet the requirement of paragraph (1)(B) to the maximum extent
				possible.</text>

				</section><section id="H3609FD9E5F1745EE0065DB2D4945D889"><enum>214.</enum><header>State
			 descriptions of resource allocation process</header><text display-inline="no-display-inline">Section 527(a) of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290cc-27">42 U.S.C. 290cc–27(a)</external-xref>) is amended—</text>
					<paragraph id="HB12573D3EF2643D49923DF65C218493"><enum>(1)</enum><text>by
			 redesignating paragraphs (3) and (4) as paragraphs (4) and (5), respectively;
			 and</text>

			 striking <quote>there is authorized</quote> and all that follows and inserting
			 the following: <quote>there are authorized to be appropriated $100,000,000 for
			 fiscal year 2008, and such sums as may be necessary for each of fiscal years
			 2009 through 2012.</quote>.</text>
				</section><section id="HAB593238DF3149B299B3185EE569925C"><enum>216.</enum><header>Clarification
			 of target populations provision of path statute</header><text display-inline="no-display-inline">The Congress encourages the Secretary of
			 Health and Human Services to provide guidance to the States regarding an
			 appropriate definition of populations eligible for services provided with
			 grants under part C of title V of the Public Health Service Act. In doing so,
			 the Secretary should suggest that the States make such services available to
			 homeless persons or persons at imminent risk of homelessness with serious and
			 persistent mental impairments as evidenced by a chronicity of symptoms and
			 inability to function in the community independently.</text>
				</section></subtitle></title><title id="H3ACC7DF1F25042A88BE500FC95A4B722"><enum>III</enum><header>Federal Program
			 Management</header>
			<section id="H511DADA2D15D41D0997C78E21FC21B73"><enum>301.</enum><header>Establishment
			 of Federal plan on addiction, mental illness, and homelessness</header><text display-inline="no-display-inline">Part D of title V of the Public Health
			 Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>), as amended by section 101 of this Act,
			 is further amended by adding at the end the following:</text>

					<section id="H83E06B2C0BDD4CD0872B0623671C8C74"><enum>545.</enum><header>Federal plan on
				addiction, mental illness, and homelessness</header>

				Elements</header><text>Within 1 year after the date of the enactment of this
				section and each 5 years thereafter, the Secretary shall prepare and submit to
				the Committee on Energy and Commerce of the House of Representatives and the
				Committee on Health, Education, Labor, and Pensions of the Senate a plan that
				describes—</text>
							<paragraph id="H850FC9A4D6B646E896BFBF334DE9012B"><enum>(1)</enum><text>current Federal,
				State, and local public policies and practices regarding homelessness and
				addiction and mental illness prevention, early intervention, treatment, and
				rehabilitation;</text>
							</paragraph><paragraph id="H04DC2EE3A8914F7F98ED730384B9011B"><enum>(2)</enum><text>identifies
				administrative and statutory access and care barriers and opportunities for
				persons experiencing homelessness with addictive and mental disorders;
				and</text>
							</paragraph><paragraph id="H363056CD01EF4778B2DCADA42BDE62E"><enum>(3)</enum><text>recommends
				administrative and legislative actions that would increase homeless persons’
				access to addiction and mental health services and improves the appropriateness
				and quality of care they receive through such systems and programs, including
				culturally and linguistically appropriate care.</text>
							</paragraph></subsection><subsection id="H48D25D5D64084922B9136812C1D4B420"><enum>(b)</enum><header>Plan
				Sub-Elements</header><text>The plan should describe the elements as provided in
				subsection (a) for the following topics:</text>
							<paragraph id="H54A04412A6304872B42CF200001474D5"><enum>(1)</enum><text>Grantee planning,
				reporting, and capacity-building.</text>
							</paragraph><paragraph id="HE6B57C42316143B0B8E4034EE4952F5"><enum>(2)</enum><text>Consumer
				involvement.</text>

				establishing the plan required under subsection (a), the Secretary shall
				consult with homeless children, youth, families, and individuals with addictive
				and mental disorders, nonprofit organizations advocating for persons
				experiencing homelessness, homeless health, housing, and support service
				providers, and public agency representatives.</text>
						</subsection><subsection id="H13C48688F5324B01BE54CEB6F11B23FF"><enum>(d)</enum><header>Plan
				Implementation</header><text>Within 1 year after the date of enactment of this
				section, the Secretary shall implement administrative recommendations
				identified pursuant to subsection
				(a)(3).</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H7462CAEA19384A3BA5A70AE4BF61884"><enum>302.</enum><header>Federal report
			 on path and homeless grant programs</header><text display-inline="no-display-inline">Part C of title V of the Public Health
			 Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290cc-21">42 U.S.C. 290cc–21 et seq.</external-xref>) is amended by inserting after section
			 533 the following:</text>

					<section id="HF65F94DFD58F470D815C7F8BCE614D52"><enum>533A.</enum><header>Biennial
				report</header><text display-inline="no-display-inline">Not later than October
				1 of each 2 years, the Secretary shall prepare and deliver a report to the
				Committee on Health, Education, Labor, and Pensions of the Senate and the
				Committee on Energy and Commerce of the House of Representatives regarding the
				programs under this part, including—</text>
						<paragraph id="H5482EAFF85834B04BFF6B2E9DD85501C"><enum>(1)</enum><text>a comprehensive
				description of the programs;</text>
						</paragraph><paragraph id="H08A9D73B0FF84C398840B900965DE513"><enum>(2)</enum><text>a record and a
				description of the services for which amounts received under section 521 and
				section 506 were expended during the preceding fiscal years;</text>
						</paragraph><paragraph id="H1B78FB9EECDB4C9B9467004FE9A5C386"><enum>(3)</enum><text>a record and
				description of the recipients of amounts received under section 521 and section
				506 were expended during the preceding fiscal years;</text>
						</paragraph><paragraph id="H596241E47FC34C86A687AB01A8E7244E"><enum>(4)</enum><text>a record and
				description of the consistency and coordination of programs and services for
				which amounts received under section 521 and section 506 were expended during
				the preceding fiscal years with applications submitted to the Department of
				Housing and Urban Development pursuant to subtitle C of title IV of the Stewart
				B. McKinney Homeless Assistance Act;</text>
						</paragraph><paragraph id="H721F484BCE8E4DECB8D754A52F6C3550"><enum>(5)</enum><text>a record and
				description of the coordination of programs and services for which amounts
				received under section 521 and section 506 were expended during the preceding
				fiscal years with mental health, substance abuse, housing, health, and other
				social service programs funded through Federal block grant, formula grant,
				competitive grant, and other mechanisms; and</text>
						</paragraph><paragraph id="H602AF506682344E292E7EE6E1EBEA855"><enum>(6)</enum><text>such other
				information as the Secretary deems
				useful.</text>

			 with children, youth, and family programs</header>
				<subsection commented="no" id="HA2CF7A327F4C4A0CB0EDC47FFE364995"><enum>(a)</enum><header>Center for
			 Substance Abuse Treatment</header><text>Subsection (b) of section 507 of the
			 Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb">42 U.S.C. 290bb</external-xref>) is amended—</text>
