id="H350ABE3BCA484DC78632D9ECE734C7FE" section-type="subsequent-section"><enum>101.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote>Effective Child Pornography Prosecution Act of 2007</quote>.</text></section> <section commented="no" display-inline="no-display-inline" id="H9C7683EE40984D97A7D3B068707E67E9" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph commented="no" display-inline="no-display-inline" id="H15E81ECFB1D646579C02FA3129D9D0A5"><enum>(1)</enum><text display-inline="yes-display-inline">Child pornography is estimated to be a multibillion dollar industry of global proportions, facilitated by the growth of the Internet.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HDF0143F2BB394DF4B92C9801A210BA00"><enum>(2)</enum><text display-inline="yes-display-inline">Data has shown that 83 percent of child pornography possessors had images of children younger than 12 years old, 39 percent had images of children younger than 6 years old, and 19 percent had images of children younger than 3 years old.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H1136D48765364D75AAF5DC0486751DF1"><enum>(3)</enum><text display-inline="yes-display-inline">Child pornography is a permanent record of a child’s abuse and the distribution of child pornography images revictimizes the child each time the image is viewed.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HBF47109A2BBA4EA58C3632C4F21BE85D"><enum>(4)</enum><text display-inline="yes-display-inline">Child pornography is readily available through virtually every Internet technology, including Web sites, email, instant messaging, Internet Relay Chat, newsgroups, bulletin boards, and peer-to-peer.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HA732D1FFA8B34BB9ADCDF3F1EBB0383"><enum>(5)</enum><text display-inline="yes-display-inline">The technological ease, lack of expense, and anonymity in obtaining and distributing child pornography over the Internet has resulted in an explosion in the multijurisdictional distribution of child pornography.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HDC7D8D520380418389E7FDCE62812557"><enum>(6)</enum><text display-inline="yes-display-inline">The Internet is well recognized as a method of distributing goods and services across State lines.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HE709AAD08AA84AE89F574384CB1FB3"><enum>(7)</enum><text display-inline="yes-display-inline">The transmission of child pornography using the Internet constitutes transportation in interstate commerce.</text></paragraph></section> <section commented="no" display-inline="no-display-inline" display-inline="yes-display-inline">Materials involving sexual exploitation of minors</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/2252">Section 2252(a)(4)</external-xref> of title 18, United States Code, is amended—</text> <paragraph commented="no" display-inline="no-display-inline" id="H541C8665B1CC404BAFE9C8C73E108F6E"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by inserting <quote>, or knowingly accesses with intent to view,</quote> after
