<legis-type>A BILL</legis-type> 
<official-title>To recognize the extraordinary performance of the Armed Forces in achieving the military objectives of the United States in Iraq, to encourage the President to issue a proclamation calling upon the people of the United States to observe a national day of celebration commemorating military success in Iraq, and for other purposes.</official-title>

<section id="HB9A570386DB84D08917947F37540D296" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Military Success in Iraq Commemoration Act of 2007</short-title></quote>.</text> </section>
<section id="HCD178D0A1C7846A9A060E8EF9258A4"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H0251DAE5E25C4A4EBC9D236715C194BD"><enum>(1)</enum><text display-inline="yes-display-inline">The invasion of Iraq by the United States Armed Forces was one of the best executed military operations in the history of modern warfare.</text> </paragraph>
<paragraph id="HBAC2886E60954B08964459D12BA2F301"><enum>(2)</enum><text>The Armed Forces successfully toppled the regime of Saddam Hussein and captured the key cities of a large nation in only 21 days.</text> </paragraph>
<paragraph id="H49866BA9027C402AB6059F466FE6F234"><enum>(3)</enum><text display-inline="yes-display-inline">The Armed Forces in Iraq performed magnificently in capturing or killing key enemies of the United States, including key operatives of al Qaida; Tariq Aziz, the former deputy prime-minister of Iraq; Uday Hussein and Qusay Hussein, the sons of Saddam Hussein and two of the regime’s most accomplished practitioners of cruelty, barbarism, and terror; Ali Hassan al-Majid, better known as <quote>Chemical Ali</quote>; and the dictator of Baghdad himself, Saddam Hussein.</text> </paragraph>
<paragraph id="HADC4EA47C82445739B8D7F4B2E11DD49"><enum>(4)</enum><text>Because of the skill and dedication of the members of the Armed Forces, the entire world has now been assured that Iraq does not possess weapons of mass destruction that could threaten the United States or any member nation of the international community.</text> </paragraph>
<paragraph id="H822210C44F7B4DE6A99FCB8C9B00E4CD"><enum>(5)</enum><text>The success of the military operations conducted by the Armed Forces in Iraq and the deposing of Saddam Hussein removed a significant threat to the security of United States allies in the Middle East region.</text> </paragraph>
<paragraph id="H97E0F19CCC2749E8882B97905BD2A365"><enum>(6)</enum><text>The Armed Forces performed magnificently in conducting military operations designed to ensure that the people of Iraq enjoy the benefits of a democratically-elected government governing a county that is capable of sustaining itself economically and politically and defending itself militarily.</text> </paragraph>
<paragraph id="HB35A13CC44DB46B1B5AC5CFD08DF7672"><enum>(7)</enum><text>Since March 2003, the Armed Forces have trained more 160,000 Iraqi security personnel.</text> </paragraph>
<paragraph id="H2AB1469B5F56405C9F36ED8D20C4E6FD"><enum>(8)</enum><text>In June 2004, the Armed Forces facilitated the transfer of sovereignty from the Coalition Provisional Authority to the interim Government of Iraq, which governed Iraq until December 2005 when national elections were held in which more than 8 million Iraqi men and women voted in elections that were free and fair.</text> </paragraph>
<paragraph id="H8B26A701D94E4E388399842C6668FE17"><enum>(9)</enum><text>In October 2005, Saddam Hussein was captured by the Armed Forces and turned over to the Government of Iraq to stand trial on charges of crimes against humanity.</text> </paragraph></section>
<section id="HF15187F768DB4F058DE4DF3ECC2DD302"><enum>3.</enum><header>Declarations of policy concerning achievement of the objectives of the Authorization for Use of Military Force Against Iraq Resolution of 2002</header><text display-inline="no-display-inline">Congress makes the following declarations of policy:</text> 
<paragraph id="H4852DD242D804141AD69CB82920901DE"><enum>(1)</enum><text>The Authorization for Use of Military Force Against Iraq Resolution of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/243">Public Law 107–243</external-xref>; approved on October 16, 2002) is the basis of authority pursuant to which the President launched the invasion of Iraq in March 2003.</text> </paragraph>
<paragraph id="H0A79A64088814FAB9235772C83172220"><enum>(2)</enum><text>Public Law 107–243 authorized the President to use military force against Iraq to achieve the following two objectives:</text> 
<subparagraph id="H158D43C9CB0F476E941080E3C2D1302"><enum>(A)</enum><text display-inline="yes-display-inline">To defend the national security of the United States—</text> 
<clause id="H0108C8159D74467494AB42A15353E2F3"><enum>(i)</enum><text display-inline="yes-display-inline">by disarming Iraq of any weapons of mass destruction that could threaten the security of the United States and international peace in the Persian Gulf region;</text> </clause>
<clause id="H5957D2D30D534D959F00C16DB2002400"><enum>(ii)</enum><text display-inline="yes-display-inline">by ensuring that the regime of Saddam Hussein would not provide weapons of mass destruction to international terrorists, including al Qaida;</text> </clause>
<clause id="HB7CCA074EA034F3E9143649188EBE803"><enum>(iii)</enum><text display-inline="yes-display-inline">by changing the Iraqi regime so that Saddam Hussein and his Baathist regime no longer pose a threat to the people of Iraq or Iraq’s neighbors; and</text> </clause>
<clause id="H78C03E7D5F364B16971CC6C8F72F343"><enum>(iv)</enum><text display-inline="yes-display-inline">by bringing to justice any members of al Qaida bearing responsibility for the attacks on the United States, its citizens, and interests, including the attacks that occurred on September 11, 2001, known or found to be in Iraq.</text> </clause></subparagraph>
<subparagraph id="HFE520D764F49435AB2DBEE2300B46DDF"><enum>(B)</enum><text display-inline="yes-display-inline">To enforce all relevant United Nations Security Council resolutions regarding Iraq.</text> </subparagraph></paragraph>
<paragraph id="H425D85039E5E402F8FAB6EA1DB44927"><enum>(3)</enum><text>The objectives of <external-xref legal-doc="public-law" parsable-cite="pl/107/243">Public Law 107–243</external-xref> described in subparagraphs (A) and (B) of paragraph (2) have in fact been achieved.</text> </paragraph></section>
<section id="H1E711327C539439282A15E96800070E5"><enum>4.</enum><header>Proclamation for national day of celebration commemorating military success in Iraq</header><text display-inline="no-display-inline">Congress encourages the President to issue a proclamation calling upon the people of the United States to observe a national day of celebration commemorating military success in Iraq.</text> </section>
<section id="H0BA005DC9EAE4340B3DECEA7CE4398D"><enum>5.</enum><header>Grants for State and local activities commemorating military success in Iraq</header> 
<subsection id="H7CA9DF4405FE4FAEB2025155028B4EB0"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary of Defense may award grants to State and local governments for the following purposes:</text> 
<paragraph id="H4A3DDDC4F35D4352BDFFDCD5B2F42F73"><enum>(1)</enum><text>To conduct suitable activities commemorating military success in Iraq.</text> </paragraph>
<paragraph id="H7FF3A3876D034D328113BFC5DC4F0591"><enum>(2)</enum><text>To create appropriate memorials honoring those who lost their lives securing military success in Iraq.</text> </paragraph></subsection>
<subsection id="H76A2545A4470473EA550F20524F1B2F8"><enum>(b)</enum><header>Authorization</header><text>There are authorized to be appropriated to the Secretary of Defense such funds as may be necessary to carry out this section.</text> </subsection></section>
<section id="HB67BC590382D4C3BB1CCFD387B639084"><enum>6.</enum><header>Grants for veterans of Operation Iraqi Freedom</header> 
<subsection id="H30A93DAEE18B4C35916E0218DAAFF1F7"><enum>(a)</enum><header>Grants</header><text>The Secretary of Veterans Affairs shall award to each veteran of Operation Iraqi Freedom a grant in the amount of $5,000. The purpose of the grant is to facilitate the veteran’s transition to civilian life.</text> </subsection>
<subsection id="H795ED279680545CC8B7657F0D2701C00"><enum>(b)</enum><header>Authorization</header><text>There are authorized to be appropriated to the Secretary of Veterans Affairs such funds as may be necessary to carry out this section.</text> </subsection></section>
