		<official-title display="yes">To amend the National Flood Insurance Act
		  of 1968 to provide for the phase-in of actuarial rates for certain pre-FIRM
		  properties.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" id="HB1A2AAB76F2E44138F358DB4FCD09DC" style="OLC">
		<section id="H64C8779B15A2439DA9A4D417BA0CB2C" section-type="section-one"><enum>1.</enum><header>Phase-in of actuarial rates
			 for certain pre-FIRM properties</header>
			<subsection id="HB891B4C5516D43E78698DF01002649B6"><enum>(a)</enum><header>In
			 General</header><text>Section 1308(c) of the National Flood Insurance Act of
			 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(c)</external-xref>) is amended—</text>
				<paragraph id="HCA5331BD434E4151972C9FFC64935235"><enum>(1)</enum><text>by redesignating
			 paragraph (2) as paragraph (3); and</text>
				</paragraph><paragraph id="H7EA168394A4C488AA88C003F2F88CB00"><enum>(2)</enum><text>by inserting after
			 paragraph (1) the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H7F16BCF9CBD5429700E75B003CFEC780" style="OLC">
						<paragraph id="HB7780CFF0646480AA6BEDF642E57A53F"><enum>(2)</enum><header>Recently
				purchased pre-FIRM single family properties used as principal
				residences</header><text>Any single family property that is used as a principal
				residence that—</text>
							<subparagraph id="H03F96026E759432892CAAFE71385AEF0"><enum>(A)</enum><text>has been
				constructed or substantially improved and for which such construction or
				improvement was started, as determined by the Director, before December 31,
				1974, or before the effective date of the initial rate map published by the
				Director under paragraph (2) of section 1360 for the area in which such
				property is located, whichever is later; and</text>
							</subparagraph><subparagraph id="H76CD1B22485A4C76B27E10EFF7AF6469"><enum>(B)</enum><text>is
				purchased—</text>
								<clause id="HC1C770A2CF6141949B7B41A0A4FA38D"><enum>(i)</enum><text>after the date of
				enactment of this paragraph; and</text>
								</clause><clause id="HD6B7285F49EC45CD88A1B57E73C86DFF"><enum>(ii)</enum><text>for not less than
				$600,000.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HEC16166D68CA48D0834B95D411FA00B2"><enum>(b)</enum><header>Technical
			 Amendments</header><text>Section 1308(c) of the National Flood Insurance Act of
			 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4015">42 U.S.C. 4015(c)</external-xref>) is amended—</text>
				<paragraph id="HDE5F45694D524624AE606CB4D1A2ED25"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>the limitations provided under
			 paragraphs (1) and (2)</quote> and inserting <quote>subsection (e)</quote>;
			 and</text>
				</paragraph><paragraph id="HD8DB64B9598A424BB96700EB2874AC3D"><enum>(2)</enum><text>in paragraph (1),
			 by striking <quote>, except</quote> and all that follows through
			 <quote>subsection (e)</quote>.</text>
				</paragraph></subsection><subsection id="HBA5F86810E014DC8B860FCB5F6D70128"><enum>(c)</enum><header>Effective Date
			 and Transition</header>
				<paragraph id="HD702EA78C9A04732AAEB33ED6D90A9AD"><enum>(1)</enum><header>Effective
			 date</header><text>The amendments made by subsections (a) and (b) shall apply
			 beginning on January 1, 2011, except as provided in paragraph (2) of this
			 subsection.</text>
				</paragraph><paragraph id="H21130FE8030F414DAEC7EB78B768800"><enum>(2)</enum><header>Transition for
			 properties covered by flood insurance upon effective date</header>
					<subparagraph id="H1A58F5C4573245DAAECFE9BEA9B5925"><enum>(A)</enum><header>Increase of rates
			 over time</header><text>In the case of any property described in paragraph (2)
			 of section 1308(c) of the National Flood Insurance Act of 1968, as amended by
			 subsection (a) of this section, that, as of the effective date under paragraph
			 (1) of this subsection, is covered under a policy for flood insurance made
			 available under the national flood insurance program for which the chargeable
			 premium rates are less than the applicable estimated risk premium rate under
			 section 1307(a)(1) for the area in which the property is located, the Director
			 of the Federal Emergency Management Agency shall increase the chargeable
			 premium rates for such property over time to such applicable estimated risk
			 premium rate under section 1307(a)(1).</text>
					</subparagraph><subparagraph id="H5942368B1D6F461E89B0395190393EAE"><enum>(B)</enum><header>Annual
			 increase</header><text display-inline="yes-display-inline">Such increase shall
			 be made by increasing the chargeable premium rates for the property (after
			 application of any increase in the premium rates otherwise applicable to such
			 property), once during the 12-month period that begins upon the effective date
			 under paragraph (1) of this subsection, and once every 12 months thereafter
			 until such increase is accomplished, by 15 percent (or such lesser amount as
			 may be necessary so that the chargeable rate does not exceed such applicable
			 estimated risk premium rate or to comply with subparagraph (C)). Any increase
			 in chargeable premium rates for a property pursuant to this paragraph shall not
			 be considered for purposes of the limitation under section 1308(e) of such
			 Act.</text>
					</subparagraph><subparagraph id="H5CF6810FF55546D2BA092D1D394FA4BA"><enum>(C)</enum><header>Full actuarial
			 rates</header><text>The provisions of paragraph (2) of such section 1308(c)
			 shall apply to such a property upon the accomplishment of the increase under
			 this paragraph and thereafter.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
