		<official-title>To extend the time limit of the authority of the
		  Frederick Douglass Gardens, Inc., to establish a memorial and gardens on
		  Department of the Interior lands in the District of Columbia or its environs in
		  honor and commemoration of Frederick Douglass, and for other
		  purposes.</official-title>

		<section id="HB71B38FA8A3E44B3B142AADEAC429C16" section-type="section-one"><enum>1.</enum><header>Extension of the time limit
			 of the authority for the establishment of a memorial and gardens to honor and
			 commemorate Frederick Douglass</header>
			<subsection id="H6DB391B296EA407C00C7B58453C81801"><enum>(a)</enum><header>Reference</header><text display-inline="yes-display-inline">A reference in this Act to <quote>the
			 Act</quote> shall be a reference to <external-xref legal-doc="public-law" parsable-cite="pl/106/479">Public Law 106–479</external-xref> (114 Stat. 2184).</text>
			</subsection><subsection id="HF2BA0F64B8EC4F40AFE541ABACC9F52"><enum>(b)</enum><header>Extension of
			 Authority</header><text>The Act is amended by adding at the end the
			 following:</text>
				<quoted-block id="H551C753A926E42AA8EA119398B12114B" style="OLC">
					<section id="H91B330CC2DBD44EFA415AEEC6D9BA467"><enum>4.</enum><header>Expiration of
				authority</header><text display-inline="no-display-inline">Notwithstanding the
				time period limitation specified in <external-xref legal-doc="usc" parsable-cite="usc/40/8903">section 8903(e)</external-xref> of title 40, United States
				Code, or any other provision of law, the authority for the Frederick Douglass
				Gardens, Inc., to establish a memorial and gardens on Department of the
				Interior lands in the District of Columbia or its environs under this Act shall
				expire on December 31, 2014.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H9690A1E1EAED49A2849C3856DEA024AB"><enum>(c)</enum><header>Conforming
			 Amendments</header>
				<paragraph id="H282A5B53AAC6410C8E1462F68BD1F1D3"><enum>(1)</enum><header>Applicable
			 law</header><text display-inline="yes-display-inline">Section 1(b) of the Act
			 is amended—</text>
					<subparagraph id="H2DC29063ED6748368D539E00CB23D772"><enum>(A)</enum><text>by striking
			 <quote>The establishment</quote> and inserting <quote>Except as provided in
			 section 4, the establishment</quote>; and</text>
					</subparagraph><subparagraph id="H132751A2FA4343A99FF7F1C009C0B631"><enum>(B)</enum><text>by striking
			 <quote>the Commemorative Works Act (<external-xref legal-doc="usc" parsable-cite="usc/40/1001">40 U.S.C. 1001 et seq.</external-xref>)</quote> and
			 inserting <quote>chapter 89 of title 40, United States Code</quote>.</text>
					</subparagraph></paragraph><paragraph id="HCDEB5D4FDB6A4AC1988E696C62D46531"><enum>(2)</enum><header>Expiration of
			 authority</header><text display-inline="yes-display-inline">Section 3 of the
			 Act is amended—</text>
					<subparagraph id="HEBF91F63E8AF4B4FA2672437A2A79B95"><enum>(A)</enum><text>by striking
			 <quote>8(b) of the Commemorative Works Act (<external-xref legal-doc="usc" parsable-cite="usc/40/1008">40 U.S.C. 1008(b)</external-xref>)</quote> and
			 inserting <quote>8906(b) of title 40, United States Code</quote>;</text>
					</subparagraph><subparagraph id="HAC3AFB7CBCFC48FAB27D69D1430072C2"><enum>(B)</enum><text>by striking
			 <quote>or upon expiration of the authority for the memorial and gardens under
			 section 10(b) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/40/1010">40 U.S.C. 1010(b)</external-xref>),</quote> and inserting <quote>or
			 on expiration of the authority for the memorial and gardens under section 4 of
			 this Act,</quote>; and</text>
					</subparagraph><subparagraph id="HFB8C3586AC924231AB0033B1A97295CC"><enum>(C)</enum><text>by striking
			 <quote>section 8(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/40/1008">40 U.S.C. 1008(b)(1)</external-xref>)</quote> and inserting
			 <quote>sections 8906(b)(2) and 8906(b)(3) of title 40, United States
			 Code</quote>.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
