		  and Transparency Act of 2006 to require certain recipients of Federal funds to
		  disclose the names and total compensation of their most highly compensated

		<section id="HD6E1F491170E41F99627159D4EC4428B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Government Funding Transparency Act of
			 2008</short-title></quote>.</text>
		</section><section id="H3C0C7002F13B4D74B8B8F44F1EB043EB"><enum>2.</enum><header>Financial
			 disclosure requirements for certain recipients of Federal awards</header>
			<subsection id="H86FF30A8C797474E00B079BDC34BEBCF"><enum>(a)</enum><header>Disclosure
			 requirements</header><text>Section 2(b)(1) of the Federal Funding
			 Accountability and Transparency Act (<external-xref legal-doc="public-law" parsable-cite="pl/109/282">Public Law 109–282</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note)
			 is amended—</text>
				<paragraph id="HFA3E52ABAF894516BD104EE00FE162E"><enum>(1)</enum><text>by
			 striking <quote>and</quote> at the end of subparagraph (E);</text>
				</paragraph><paragraph id="HE48631A565014833AC7F8CABA8F17731"><enum>(2)</enum><text>by redesignating
			 subparagraph (F) as subparagraph (G); and</text>
				</paragraph><paragraph id="H8F6AE7498FAE4573A7EDFD2BCD1296BD"><enum>(3)</enum><text>by inserting after
			 subparagraph (E) the following new subparagraph:</text>
					<quoted-block id="HE52E6906E3C7490CB96CCDA97FD59B76" style="OLC">
						<subparagraph id="H2C9379B2D6EC43EFB6C05778DB6705C1"><enum>(F)</enum><text>the names and
				total compensation of the five most highly compensated officers of the entity
				if—</text>
							<clause id="H07CB9F3513984E73B845EF8D62A07567"><enum>(i)</enum><text>the entity in the
				preceding fiscal year received—</text>
								<subclause id="HC5B905EAB9E34034A5FCB98505087FCE"><enum>(I)</enum><text>80 percent or more
				of its annual gross revenues in Federal awards; and</text>
								</subclause><subclause id="HB3632110AE1A486D94C0F8C21DF640B3"><enum>(II)</enum><text>$25,000,000 or
				more in annual gross revenues from Federal awards; and</text>
								</subclause></clause><clause id="H41A6D1B828C14DC88088DDBD7EC6B261"><enum>(ii)</enum><text>the public does
				not have access to information about the compensation of the senior executives
				of the entity through periodic reports filed under section 13(a) or 15(d) of
				the Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78m">15 U.S.C. 78m(a)</external-xref>, 78o(d)) or section 6104
				of the Internal Revenue Code of
				1986.</text>
							</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H125DA8DC6EBF43B4924FBE946004F6CE"><enum>(b)</enum><header>Regulations
			 required</header><text>The Director of the Office of Management and Budget
			 shall promulgate regulations to implement the amendment made by this Act. Such
			 regulations shall include a definition of <quote>total compensation</quote>
			 that is consistent with regulations of the Securities and Exchange Commission
			 at section 402 of part 229 of title 17 of the Code of Federal Regulations (or
			 any subsequent regulation).</text>
