		<official-title>To direct the Administrator of the Federal Aviation
		  Administration to issue an order regarding secondary cockpit
		  barriers.</official-title>

		<section display-inline="no-display-inline" id="H837159AA89B54E01BF9DC600547955BE" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="H75422DEB348D4BD09B1FC996EB8E7907"><enum>(1)</enum><text>The safety and
			 security of the civil air transportation system is critical to the United
			 States security and its national defense.</text>
			</paragraph><paragraph id="H54A4FC9BA3D649C9BC9D8C786600EE4B"><enum>(2)</enum><text>A
			 safe and secure United States civil air transportation system is essential to
			 the basic freedom of Americans to move in intrastate, interstate, and
			 international transportation.</text>
			</paragraph><paragraph id="H45AC7137DC0749E096891DA228992B3F"><enum>(3)</enum><text display-inline="yes-display-inline">Terrorists have previously used planes as
			 weapons and exploited United States aviation security.</text>
			</paragraph><paragraph id="HE5CFF93180694E9CA0CB2E262C22FAD2"><enum>(4)</enum><text display-inline="yes-display-inline">Reinforced cockpit doors that must be
			 opened for physiological and operational needs present a clear vulnerability
			 when the doors are open and this compromises the security and safety of the
			 aircraft and its passengers.</text>
			</paragraph><paragraph id="HA45D8DCD9A004419AE2D2E5E309ED38"><enum>(5)</enum><text>Many all-cargo
			 aircraft do not have a cockpit door installed for protection from passenger
			 aggressors and stowaways.</text>
			</paragraph></section><section id="HE8059E1DB43F4906A33F156457E36376"><enum>2.</enum><header>Improved Flight
			 Deck Integrity Measures</header>
			<subsection id="HD66DEDA3BB1A46CFA00214BB8FEC4932"><enum>(a)</enum><header>In
			 general</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Administrator of the Federal Aviation Administration shall issue
			 an order—</text>
				<paragraph id="HB054AE9F48754816B0BF863B1E7F2329"><enum>(1)</enum><text>requiring the
			 installation of secondary barriers preventing access to the flight deck of any
			 commercial aircraft operating under part 121 of title 14, Code of Federal
			 Regulations; and</text>
				</paragraph><paragraph id="H831E57DF27714FF4A0BB54A6B37F652F"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HACDDB698A021443BA82D7F763EC4C3F4"><enum>(A)</enum><text>for an aircraft that is
			 equipped with a cockpit door, requiring that such secondary barriers remain
			 locked while the aircraft is in flight and the cockpit door separating the
			 flight deck and the passenger area is open; and</text>
					</subparagraph><subparagraph id="H86C59503F24440A997B217A0AE678159" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">for an aircraft that is not equipped with a
			 cockpit door, requiring that such secondary barriers remain locked as
			 determined by the pilot in command.</text>
					</subparagraph></paragraph></subsection><subsection id="HE218D64CF40248EBB15D88E1A92C0064"><enum>(b)</enum><header>Considerations</header><text>In
			 issuing an order under this section, the Administrator shall take into
			 account—</text>
				<paragraph id="H749899320CB14CA58484816CEB21B26B"><enum>(1)</enum><text>the most promising
			 and cost effective of the available technologies relating to secondary barriers
			 described in subsection (a); and</text>
				</paragraph><paragraph id="HE9D28B733B454B2BB537B804BE049400"><enum>(2)</enum><text>the cost and time
			 schedule for deploying such barriers.</text>
