		<official-title>To amend title 40, United States Code, to authorize the
		  National Capital Planning Commission to designate and modify the boundaries of
		  the National Mall area in the District of Columbia reserved for the location of
		  commemorative works of preeminent historical and lasting significance to the
		  United States and other activities, to require the Secretary of the Interior
		  and the Administrator of General Services to make recommendations for the
		  termination of the authority of a person to establish a commemorative work in
		  the District of Columbia and its environs, and for other
		  purposes.</official-title>

		<section display-inline="no-display-inline" id="HF05FCCE4CB034DD494F893EE9C45A22E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Mall
			 Designation and Revitalization Act</quote>.</text>
		</section><section id="HE1897D07AA0441FCB109975B5F48F68E"><enum>2.</enum><header>Establishment of
			 commemorative works in the District of Columbia and its environs</header>
			<subsection id="HCB4E81F941BA4FF1A8E2990117CC2CAA"><enum>(a)</enum><header>Modification of
			 Area I and Area II boundaries</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/40/8908">Section 8908</external-xref> of title 40, United States
			 Code, is amended—</text>
				<paragraph id="HE5BD501671D74895A3BB1EF000CF63CB"><enum>(1)</enum><text>by redesignating
			 subsection (c) as subsection (d); and</text>
				</paragraph><paragraph id="HE3AB5106BB884DBE818353427D23D9A1"><enum>(2)</enum><text>by inserting after
			 subsection (b) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H42D2FBF8C5064C39B4E38BBD4C0100A3" style="OLC">
						<subsection id="H4F7CDF75D8AE40C7BDB504062E586E3E"><enum>(c)</enum><header>Modification of
				Area I and Area II boundaries</header>
							<paragraph id="H2B43ABC75F2044659E58F3F1000721D8"><enum>(1)</enum><header>Modification
				authority</header><text display-inline="yes-display-inline">The National
				Capital Planning Commission, in the sole exercise of its discretion, may modify
				the boundaries of Area I and Area II, as depicted on the map referred to in
				subsection (a). A decision of the National Capital Planning Commission under
				this paragraph is not subject to review.</text>
							</paragraph><paragraph id="HD1BA6C74213348FEB13B5DB879E36934"><enum>(2)</enum><header>Notification</header><text>The
				National Capital Planning Commission shall notify the Secretary and
				Administrator, the National Capital Memorial Advisory Commission, and the
				congressional committees specified in subsection (b) of any boundary
				modification made under the authority of this subsection.</text>
							</paragraph><paragraph id="H5FC009BF6301487593C2B1654B8651CD"><enum>(3)</enum><header>Conforming
				changes to map</header><text display-inline="yes-display-inline">The Secretary
				shall revise the map referred to in subsection (a) to reflect any boundary
				modification made under the authority of this
				subsection.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HDE33DCB5815B44B086F70F479BC0051"><enum>(b)</enum><header>Recommendations
			 regarding termination of authority To establish commemorative
			 work</header><text>Section 8903 of such title is amended by adding at the end
			 the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HCB11BE48D95C48A19FCADF2D4757E81" style="OLC">
					<subsection id="HFB65F93A8620422F90995BF802457485"><enum>(f)</enum><header>Recommendations
				regarding termination of legislative authority</header><text display-inline="yes-display-inline">The Secretary of the Interior or the
				Administrator of General Services may submit a recommendation to Congress that
				the legislative authority for a commemorative work be terminated before the
				expiration date applicable to the work under subsection (e) if the Secretary or
				the Administrator determines the person authorized to establish the work does
				not possess the capacity and resources to successfully complete the project
				before that expiration
				date.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H6E985EC0D44A4F748984A53CCD7CF49B"><enum>(c)</enum><header>Recommendations
			 for changes to commemorative works process</header>
				<paragraph id="H81E98DBBEDD84C06ADE634D9B7092CC7"><enum>(1)</enum><header>Preparation of
			 recommendations</header><text display-inline="yes-display-inline">The National
			 Capital Planning Commission shall prepare recommendations to improve upon the
			 process required by <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code, for the
			 selection, design, and subject matter of commemorative works in the District of
			 Columbia and its environs.</text>
				</paragraph><paragraph id="HCF2A15470FEB401C818E7D6D04EFABD1"><enum>(2)</enum><header>Special
			 considerations</header><text display-inline="yes-display-inline">In the
			 preparation of recommendations under paragraph (1), the National Capital
			 Planning Commission shall—</text>
					<subparagraph id="HBAB27F50343B483CA4E3F5F62E941870"><enum>(A)</enum><text>consult with the
			 National Park Service and other appropriate Federal and local agencies,
			 recognized national leaders in culture and development, and other interested
			 persons; and</text>
					</subparagraph><subparagraph id="HB2B4CCBF01AF4A0B8BC6D307F7107350"><enum>(B)</enum><text display-inline="yes-display-inline">take into account the Memorials and Museums
			 Master Plan prepared by National Capital Planning Commission in 2001 and the
			 Legacy Plan prepared by National Capital Planning Commission in 1997.</text>
					</subparagraph></paragraph><paragraph id="HBB6CFBC6B19244ECB7724F8B772F6B34"><enum>(3)</enum><header>Submission of
			 recommendations</header><text display-inline="yes-display-inline">Not later
			 than one year after the date of the enactment of this Act, the National Capital
			 Planning Commission shall submit the recommendations prepared under paragraph
			 (1) to the Secretary of the Interior, the Administrator of General Services,
			 the National Capital Memorial Advisory Commission, the Committee on House
			 Administration, Committee on Transportation and Infrastructure, and the
			 Committee on Natural Resources of the House of Representatives, and the
			 Committee on Energy and Natural Resources of the Senate.</text>
				</paragraph></subsection><subsection id="H5EE8C96956704122ACAC29F7D6D2386"><enum>(d)</enum><header>Plan for National
			 Mall visitor enhancement</header><text display-inline="yes-display-inline">Not
			 later than 180 days after the date of the enactment of this Act, the Secretary
			 of the Interior shall submit a plan to enhance visitor enjoyment, amenities,
			 cultural experiences in, and the vitality of the National Mall, as defined in
			 <external-xref legal-doc="usc" parsable-cite="usc/40/8908">section 8908</external-xref> of title 40, United States Code, to the Committee on House
			 Administration, the Committee on Natural Resources, and the Committee on
			 Transportation and Infrastructure of the House of Representatives, and the
			 Committee on Energy and Natural Resources of the Senate.</text>
			</subsection></section></legis-body>
