			 of small business programs</header><text display-inline="no-display-inline">Section 20 of the Small Business Act (15
			 U.S.C. 631 note) is amended—</text>
			<paragraph id="HF4A4A71C442B420D85BCA7411D3144F"><enum>(1)</enum><text>by
			 striking subsections (b), (d), and (j);</text>
			</paragraph><paragraph id="H51D29940104643A7BA7FD2F0811CAB4E"><enum>(2)</enum><text>by redesignating
			 subsections (c) and (e) as (b) and (c), respectively;</text>
			</paragraph><paragraph id="HDC9539F8E52F4E3C9100394035448414"><enum>(3)</enum><text>in subsection (b)
			 (as so redesignated; disaster mitigation pilot program) by striking
			 <quote>2005</quote> and <quote>2006</quote> and inserting <quote>2008</quote>
			 and <quote>2009</quote>, respectively; and</text>
			</paragraph><paragraph id="HA65E7663EA67404C9EAB7262C4EF97D9"><enum>(4)</enum><text>by inserting after
			 subsection (c) (as so redesignated) the following:</text>

					<subsection id="H7076804D8E444E7D85D2EA14E3E917C8"><enum>(d)</enum><header>Fiscal year
				2008</header>
						<paragraph id="H6E171A9376B34B798897567965A52061"><enum>(1)</enum><header>Program
				levels</header><text>The following program levels are authorized for fiscal
				year 2008:</text>
							<subparagraph id="H0E29AC0A903B43DAA05914A3EC3E5D5"><enum>(A)</enum><text>For the programs
				authorized by this Act, the Administration is authorized to make—</text>
								<clause id="HC3535663916D4113959D9152768FC965"><enum>(i)</enum><text>$80,000,000 in
				technical assistance grants, as provided in section 7(m); and</text>
								</clause><clause id="H3B48315795064287830034E35F005127"><enum>(ii)</enum><text>$110,000,000 in
				direct loans, as provided in 7(m).</text>
								</clause></subparagraph><subparagraph id="H37B35262D81F492E8523E628E7269876"><enum>(B)</enum><text>For the programs
				authorized by this Act, the Administration is authorized to make
				$29,300,000,000 in deferred participation loans and other financings. Of such
				sum, the Administration is authorized to make—</text>
								<clause id="H61D70D2747DE42439774F938589100A5"><enum>(i)</enum><text>$20,000,000,000 in
				general business loans, as provided in section 7(a);</text>
								</clause><clause id="H4D3D4FFE7D194772BB269C339C9C2BD1"><enum>(ii)</enum><text>$8,500,000,000 in
				certified development company financings, as provided in section 7(a)(13) and
				as provided in section 504 of the Small Business Investment Act of 1958;</text>
								</clause><clause id="HCE96B2B4BC094B8DAD5B26AEA370F347"><enum>(iii)</enum><text>$750,000,000 in
				loans, as provided in section 7(a)(21); and</text>
								</clause><clause id="HC30C81F068A74C55947BDF9CF73904C3"><enum>(iv)</enum><text>$50,000,000 in
				loans, as provided in section 7(m).</text>
								</clause></subparagraph><subparagraph id="HE219094062F24DA392E9DB37005F44FF"><enum>(C)</enum><text>For the programs
				authorized by title III of the Small Business Investment Act of 1958, the
				Administration is authorized to make $4,000,000,000 in guarantees of
				debentures.</text>
							</subparagraph><subparagraph id="HB632A74EBB8F42E7967F34007CA4059E"><enum>(D)</enum><text display-inline="yes-display-inline">For the programs authorized by part B of
				title IV of the Small Business Investment Act of 1958, the Administration is
				authorized to enter into guarantees not to exceed $6,000,000,000, of which not
				more than 50 percent may be in bonds approved pursuant to section 411(a)(3) of
				that Act.</text>
							</subparagraph><subparagraph id="H8C5CEE9A1A9747F4A4C669E809820054"><enum>(E)</enum><text>The Administration
				is authorized to make grants or enter into cooperative agreements for a total
				amount of $7,000,000 for the Service Corps of Retired Executives program
				authorized by section 8(b)(1).</text>
							</subparagraph></paragraph><paragraph id="HAD0943A99BEE466BABB110DD8EF3FD67"><enum>(2)</enum><header>Additional
				authorization</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to the Administration for fiscal year 2008
				$20,000,000 to carry out the PRIME program.</text>
						</paragraph></subsection><subsection id="H9498B240498E462593F2FE00F95B00D3"><enum>(e)</enum><header>Fiscal year
				2009</header>
						<paragraph id="H647B1648AC3A420CB0456D005CAA0082"><enum>(1)</enum><header>Program
				levels</header><text>The following program levels are authorized for fiscal
				year 2009:</text>
							<subparagraph id="HFC870D6F8886428AB33152BED7B00151"><enum>(A)</enum><text>For the programs
				authorized by this Act, the Administration is authorized to make—</text>
								<clause id="H78B7193018F64BE28CA2B75176A543DA"><enum>(i)</enum><text>$90,000,000 in
				technical assistance grants, as provided in section 7(m); and</text>
								</clause><clause id="H9D2130AA8503495F9E83777CBF076D9B"><enum>(ii)</enum><text>$120,000,000 in
				direct loans, as provided in 7(m).</text>
								</clause></subparagraph><subparagraph id="H06F86A16574F4512B191FB03E7F55D59"><enum>(B)</enum><text>For the programs
				authorized by this Act, the Administration is authorized to make
				$29,800,000,000 in deferred participation loans and other financings. Of such
				sum, the Administration is authorized to make—</text>
								<clause id="H8EC5E49D6D6947A1AD047D454CC8CBA0"><enum>(i)</enum><text>$20,000,000,000 in
				general business loans, as provided in section 7(a);</text>
								</clause><clause id="H22C783E41609408F9770014E9CD5AD68"><enum>(ii)</enum><text>$9,000,000,000 in
				certified development company financings, as provided in section 7(a)(13) and
				as provided in section 504 of the Small Business Investment Act of 1958;</text>
								</clause><clause id="HD443AD8CF75F4BE5A274E400C00047E9"><enum>(iii)</enum><text>$750,000,000 in
				loans, as provided in section 7(a)(21); and</text>
								</clause><clause id="HB80EC8259FE34CA8AF8E2B50008CDDA6"><enum>(iv)</enum><text>$50,000,000 in
				loans, as provided in section 7(m).</text>
								</clause></subparagraph><subparagraph id="H21BBF4539DAB4BF8AE599355829080AF"><enum>(C)</enum><text>For the programs
				authorized by title III of the Small Business Investment Act of 1958, the
				Administration is authorized to make $4,000,000,000 in guarantees of
				debentures.</text>
							</subparagraph><subparagraph id="HD5982CA70EDD4493A0AAA9A520BAB568"><enum>(D)</enum><text display-inline="yes-display-inline">For the programs authorized by part B of
				title IV of the Small Business Investment Act of 1958, the Administration is
				authorized to enter into guarantees not to exceed $6,000,000,000, of which not
				more than 50 percent may be in bonds approved pursuant to section 411(a)(3) of
				that Act.</text>
							</subparagraph><subparagraph id="H4201B5F60A3F48ECB4281C9F5F45B13D"><enum>(E)</enum><text>The Administration
				is authorized to make grants or enter into cooperative agreements for a total
				amount of $7,000,000 for the Service Corps of Retired Executives program
				authorized by section 8(b)(1).</text>
							</subparagraph></paragraph><paragraph id="H1AFAD012BB5B42619C7DFEB675A0AAF6"><enum>(2)</enum><header>Additional
				authorization</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to the Administration for fiscal year 2009
				$20,000,000 to carry out the PRIME
				program.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HF2F347053C2F45B1B317EDD3A354F4F0"><enum>3.</enum><header>BusinessLINC
			 grants reauthorization</header><text display-inline="no-display-inline">Section
			 8(n) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(n)</external-xref>) is amended—</text>
			<paragraph id="HDF8BB73282BE4B8B8CB2C94F35C787FA"><enum>(1)</enum><text>by striking
			 <quote>$6,600,000</quote> and inserting <quote>$7,000,000</quote>; and</text>
			</paragraph><paragraph id="HAD935BD1E4D54D378C969C7B27E921B"><enum>(2)</enum><text>by
			 striking <quote>2001 through 2006</quote> and inserting <quote>2008 and
			 2009</quote>.</text>
			</paragraph></section><section id="H2605E1B755344F279799FAC23DBECE00"><enum>4.</enum><header>Small Business
			 Development Center Program reauthorization</header><text display-inline="no-display-inline">Section 21(a)(4)(C)(vii) of the Small
			 Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(C)(vii)</external-xref>) is amended by striking subclauses
			 (I) and (II) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="HECC2DAB5E0754989A8BB428176394C76" style="OLC">
				<subclause id="HAAF850D2DD864778A7B7FFD528D9F2D"><enum>(I)</enum><text display-inline="yes-display-inline">$140,000,000 for fiscal year 2008;
				and</text>
				</subclause><subclause id="H180296F095C04D8EA2A99D40533D67DD"><enum>(II)</enum><text display-inline="yes-display-inline">$145,000,000 for fiscal year
				2009.</text>
				</subclause><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H0B9D8DF2602C45CEA46D10372033A119"><enum>5.</enum><header>Women’s Business
			 Center Program reauthorization</header><text display-inline="no-display-inline">Section 29(k) of the Small Business Act (15
			 U.S.C. 656(k)) is amended—</text>
			<paragraph id="H28E85086B024412094D1677CA6D3DF2D"><enum>(1)</enum><text>by striking
			 paragraph (1) and inserting the following:</text>

				general</header><text>There are authorized to be appropriated to carry out this

				and</text>

				2009.</text>

			 reauthorization</header><text display-inline="no-display-inline">Section 31(d)
			 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657a">15 U.S.C. 657a</external-xref>) is amended—</text>
			<paragraph id="H772CF94ECFC64AF3B6379919E3FDD00"><enum>(1)</enum><text>by
			 striking <quote>$10,000,000</quote> and inserting <quote>$20,000,000</quote>;
			 and</text>
			</paragraph><paragraph id="HF28E7934BE2247F9A003E25C159244A"><enum>(2)</enum><text>by
			 striking <quote>2004 through 2006</quote> and inserting <quote>2008 and
			 2009</quote>.</text>
			</paragraph></section><section id="H59DD12816A444650A2E351299F42F29D"><enum>7.</enum><header>Office of
			 Veterans Business Development reauthorization</header><text display-inline="no-display-inline">Section 32(c) of the Small Business Act (15
			 U.S.C. 657b(c)) is amended by striking paragraphs (1) and (2) and inserting the
			 following:</text>

			 termination date</header><text display-inline="yes-display-inline">Section
			 203(h) of the Veterans Entrepreneurship and Small Business Development Act of
			 1999 (<external-xref legal-doc="public-law" parsable-cite="pl/106/50">Public Law 106–50</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/15/657b">15 U.S.C. 657b</external-xref> note) is amended by striking
			 <quote>September 30, 2006</quote> and inserting <quote>September 30,
			 2009</quote>.</text>
			</subsection><subsection id="HE8778B93F9DF40CF97A9B4BD29120022"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 33(h) of the Small Business Act (15 U.S.C.
			 657c(h)) is amended by striking <quote>October 1, 2006</quote> and inserting
			 <quote>October 1, 2009</quote>.</text>
			</subsection></section><section id="H86EF39478614474E99F7C1119F03C25"><enum>9.</enum><header>National Women’s
			 Business Council reauthorization</header><text display-inline="no-display-inline">Section 410(a) of the Women’s Business
			 Ownership Act of 1988 (<external-xref legal-doc="public-law" parsable-cite="pl/100/533">Public Law 100–533</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/15/7110">15 U.S.C. 7110(a)</external-xref>) is amended by
			 striking <quote>2001 through 2003</quote> and inserting <quote>2008 and
