		<section id="H0688A6D520AC420DBCD6B2C1B95C7C42" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Providing Resources to Improve Dual
			 Language Education Act of 2007</short-title></quote> or the <quote><short-title>PRIDE Act</short-title></quote>.</text>
		</section><section id="H3BCE9051A8EB4BA2B88640E17981749B" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HCB085079662747C2BAD5D816B3556DD4"><enum>(1)</enum><text>Dual language
			 programs have been found to provide the greatest academic gains for limited
			 English proficient students.</text>
			</paragraph><paragraph id="H0412BC92010243EFBFCCBC57D53FABB"><enum>(2)</enum><text>Few children from
			 low-income communities, particularly African American children, have had access
			 to a well-developed and well-implemented dual language program.</text>
			</paragraph><paragraph id="H6E2A7D2019864E9A9FBCDD438EECF269"><enum>(3)</enum><text>Children in dual
			 language programs experience substantial gains in language, literacy, and
			 mathematics.</text>
			</paragraph></section><section id="H4BE8777453044D1A92E9ECCB0349624"><enum>3.</enum><header>Dual language
			 flagship grants</header>
			<subsection id="HEA5AFDED6630419F9DE5E350076E19EC"><enum>(a)</enum><header>Purpose</header><text>The
			 purpose of this section is to authorize the Secretary to carry out a
			 demonstration project to enhance the biliteracy, bilingualism, and
			 multicultural skills for children in impoverished communities, including
			 limited-English-proficient and minority children, through the use and
			 longitudinal evaluation of dual language programs beginning in preschool
			 through the fifth grade.</text>
			</subsection><subsection id="HBC1BAC4114D44E5B90753050B5E59778"><enum>(b)</enum><header>Program
			 authorized</header>
				<paragraph id="HB897245E385D414B92ABF3CA67758465"><enum>(1)</enum><header>In
			 general</header><text>From funds made available under subsection (i), and after
			 reserving funds under subsection (c), the Secretary is authorized to award not
			 more than five grants to fund partnerships of local education agencies, early
			 childhood education programs including, state preschool programs and Head Start
			 programs, and technical assistance providers to demonstrate effective
			 strategies in ensuring the academic success of low-income minority students
			 through the implementation and evaluation of a high-quality dual language
			 program that—</text>
					<subparagraph id="HB15A8416DCA34E6F932EBF52D414C9B8"><enum>(A)</enum><text>serves cohorts of
			 economically disadvantaged minority and limited-English-proficient students
			 from preschool through fifth grade;</text>
					</subparagraph><subparagraph id="HE38FEE8E8BAC4D5AB8BCC612F759B074"><enum>(B)</enum><text>establishes an
			 infrastructure that supports a rigorous assessment system, including dedicated
			 staff time and professional development in assessment, a data collection plan,
			 and the collection of multiple measures of academic progress, bilingualism,
			 biliteracy, and multiculturalism;</text>
					</subparagraph><subparagraph id="HE2209D61FB434D4EAF6EE3387177DA1C"><enum>(C)</enum><text>implements and
			 aligns a curriculum that promotes the development of bilingual, biliterate, and
			 multicultural competencies for all students through at least grade five;</text>
					</subparagraph><subparagraph id="H836171DE6BFD4F2B8B65B176A387AC21"><enum>(D)</enum><text>utilizes and
			 aligns student-centered instructional methods that enhance the development of
			 bilingualism, biliteracy, and academic achievement;</text>
					</subparagraph><subparagraph id="HE582DAE6E9094BFFBF4D3C7F43E95E07"><enum>(E)</enum><text>aligns
			 professional development and training for early childhood education instructors
			 and elementary school teachers and staff, with an emphasis on dual language
			 instruction, second language acquisition, and content knowledge;</text>
					</subparagraph><subparagraph id="HA710FC95910F454498732E2251F27485"><enum>(F)</enum><text>recruits, trains,
			 and continuously develops staff to implement high-quality, dual language
			 programs; and</text>
					</subparagraph><subparagraph id="HFE3510AF66C348D7BA89C4AE00A64483"><enum>(G)</enum><text>establishes a
			 responsive infrastructure for positive, active, and ongoing relationships with
			 students’ families and the community that is reflective of the needs of the
			 community and goals of the program.</text>
					</subparagraph></paragraph></subsection><subsection id="H52B8AF9844D744E8AFD72BE1A8DF35FD"><enum>(c)</enum><header>Reservation</header><text>The
			 Secretary shall reserve not more than 5 percent of the amount appropriated
			 under subsection (i) to carry out this Act, including the technical assistance
			 and evaluation described is subsection (g) and dissemination of best practices
			 described in subsection (h).</text>
			</subsection><subsection id="H611F798B8ACE42CDAD238E8F33249D5D"><enum>(d)</enum><header>Duration</header><text>Each
			 grant under this section shall be awarded for a period of not more than five
			 years.</text>
			</subsection><subsection id="H1C8CBCAD12CB4852A5BFDFD268A1A85B"><enum>(e)</enum><header>Applications for
			 grants</header>
				<paragraph id="H02323A9B44AA4CDA00008453A8FEADC6"><enum>(1)</enum><header>In
			 general</header><text>Each eligible entity desiring a grant under this section
			 shall submit an application to the Secretary at such time and in such manner as
			 the Secretary may require.</text>
				</paragraph><paragraph id="HA1E7585A3BFA47B8802F149253D2161B"><enum>(2)</enum><header>Required
			 documentation</header><text>Each application submitted by programs under this
			 section for a proposed program shall include documentation that—</text>
					<subparagraph id="H62073304EF14411A00A0603E81186294"><enum>(A)</enum><text>the program has
			 partnered with an entity that has proven expertise in the implementation of
			 high-quality dual language programs to provide on-going technical assistance
			 and assist with the evaluation of the program;</text>
					</subparagraph><subparagraph id="HFC6A2230E90D4887A9E4A8A2F5CDC127"><enum>(B)</enum><text>the program has
			 the qualified personnel to develop, administer, evaluate, and implement the
			 program; and</text>
					</subparagraph><subparagraph id="HAA2D4EE4AD4342F18E4D51773B85FA33"><enum>(C)</enum><text>the program is
			 serving economically-disadvantaged minority and limited-English-proficient
			 students.</text>
					</subparagraph></paragraph><paragraph id="H16C01F197E8042A8BCDEED00052B6140"><enum>(3)</enum><header>Other
			 application contents</header><text>Each application submitted by an entity
			 under this section for a proposed program shall include—</text>
					<subparagraph id="H87D704BF9C994A7B842851B0EEB65411"><enum>(A)</enum><text>data showing that
			 the program is serving economically disadvantaged and limited English
			 proficient students;</text>
					</subparagraph><subparagraph id="H9F4AC8AB810842F2A6445D793100AB2B"><enum>(B)</enum><text>a description of
			 how the program will align the language of assessment with the language of
			 instruction;</text>
					</subparagraph><subparagraph id="H52BAF85BD0CC4F0FAC5000772668FDD0"><enum>(C)</enum><text>a description of
			 how the program will be evaluated to assess the goals of the program;</text>
					</subparagraph><subparagraph id="HB49203C3F4EF4E0FAC2676B4B00A3F0"><enum>(D)</enum><text>a description of
			 how the evaluation will be used to inform broader efforts to improve
			 instruction for limited English proficient students, including for
			 preschool-aged children;</text>
					</subparagraph><subparagraph id="H3C8802227DCF47FDBCD1EA1C9C670102"><enum>(E)</enum><text>a description of
			 activities that will be pursued by the program including a description
			 of—</text>
						<clause id="H968D1DCD8A014DCC8BB2872D15318CC4"><enum>(i)</enum><text>how
			 the activities will further the school readiness and academic progress of
			 children served by this program and support dual language development through
			 grade five;</text>
						</clause><clause id="HB169A893D2994C05B42215B222AEE271"><enum>(ii)</enum><text>methods of
			 designing culturally and linguistically appropriate dual language curriculum;
			 and</text>
						</clause><clause id="H60EF81D46F9A4B6199624D3ECACA6872"><enum>(iii)</enum><text>methods of
			 teacher training and parent outreach that will be used or developed through the
			 programs;</text>
						</clause></subparagraph><subparagraph id="H790E3398A2C7498695D7703FE47B3985"><enum>(F)</enum><text>an assurance that
			 the program will annually provide to the Secretary such information as may be
			 required by subsection (f); and</text>
					</subparagraph><subparagraph id="HA57A96F517D04B9AB7AD8810EB2C1034"><enum>(G)</enum><text>any other
			 information that the secretary may require.</text>
					</subparagraph></paragraph></subsection><subsection id="H7BFBEB00991F4CA2B08807F63E5D6C5D"><enum>(f)</enum><header>Selection of
			 grantees</header>
				<paragraph id="H9603E00AE8EB4675BB49B0BD585E7876"><enum>(1)</enum><header>Criteria</header><text>The
			 Secretary through a peer review process shall select partnerships to receive
			 grants under this section based on—</text>
					<subparagraph id="H9A07CAFC86D546B5ACB1117799EC328"><enum>(A)</enum><text>the articulation of
			 preschool through fifth-grade instructional practices, curriculum, and
			 assessments strategies;</text>
					</subparagraph><subparagraph id="HF00E0D39EA8C461581B8C71CFF4A4F2"><enum>(B)</enum><text>the extent to which
			 school leadership has been involved and has demonstrated a commitment to a
			 high-quality dual language programs;</text>
					</subparagraph><subparagraph id="HF319F0D045C84BF9974162CCECF800AA"><enum>(C)</enum><text>the quality of the
			 programs and proposed in the applications submitted under subsection
			 (b).</text>
					</subparagraph></paragraph></subsection><subsection id="H1D7794757F5142A09B1FDF6709922F1D"><enum>(g)</enum><header>Technical
			 assistance and evaluation</header><text>From funds reserved under subsection
			 (i) for a fiscal year, the Secretary shall reserve $250,000 to contract with an
			 entity with a proven track record in dual language programs for the purpose
			 of—</text>
				<paragraph id="HD7FA6D271213422FBAAB2D11C1A20045"><enum>(1)</enum><text>providing
			 technical assistance to local education agencies receiving grants under this
			 Act in order to strengthen programs conducted by grantees pursuant to this Act;
			 and</text>
				</paragraph><paragraph id="HB46F47BF34FD45499F00FBAB3D096485"><enum>(2)</enum><text>conducting an
			 evaluation of programs funded under this act, which shall—</text>
					<subparagraph id="H9F24114AA1CA499699468BF5DFF9F0FA"><enum>(A)</enum><text>be used by the
			 Secretary to determine effectiveness of programs funded through this Act and
			 improve services to participating children; and</text>
					</subparagraph><subparagraph id="HA474D2ABF0ED45ADB379F8A7C22B00BD"><enum>(B)</enum><text>include—</text>
						<clause id="H22372D25C76F49A5BAEB1EC795857F5E"><enum>(i)</enum><text>a
			 comprehensive evaluation of the impact of the programs on students, including
			 an assessment of literacy skills and language development in both English and
			 the minority language;</text>
						</clause><clause id="HE5C45292D2AC4F3294B132B6429F056"><enum>(ii)</enum><text>a
			 comprehensive evaluation of the effectiveness of instructional practices used
			 in the programs; and</text>
						</clause><clause id="H18E1294BB6514514A35FA59C7CD584C7"><enum>(iii)</enum><text>a
			 comprehensive evaluation of professional development strategies.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H840116E5DBF84626AEC319DBAACE3F7D"><enum>(h)</enum><header>Dissemination of
			 best practices</header><text>The Secretary shall disseminate information on
			 model programs, materials, and other information developed under this section
			 that the Secretary determines to be appropriate for use by early childhood
			 education providers to improve the school readiness of limited English
			 proficient students.</text>
			</subsection><subsection id="H448B626C1E824CC88DF9BFB136CDC7D"><enum>(i)</enum><header>Authorization of
			 appropriations</header><text>For the purposes of carrying out this section,
			 there are authorized to be appropriated $15,000,000 for fiscal year 2009 and
			 such sums as may be necessary for each of the 4 succeeding fiscal years.</text>
			</subsection><subsection id="H92CB2C9E78854D44BAF8775864CDCD13"><enum>(j)</enum><header>Definition</header><text>In
			 this section, the term dual language program is an instructional strategy in
			 which students are taught literacy and content in two languages and use the
			 partner language for at least half of the instructional day and foster
			 bilingualism, biliteracy, enhanced awareness of linguistic and cultural
			 diversity, and high levels of academic achievement through instruction in two
			 languages.</text>
