			 <quote><short-title>Fisheries Restoration and Irrigation
			 Mitigation Act of 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HBF609CD7EC094930B809E97CD5C2033" section-type="subsequent-section"><enum>2.</enum><header>Priority
			 projects</header><text display-inline="no-display-inline">Section 3(c)(3) of
			 the Fisheries Restoration and Irrigation Mitigation Act of 2000 (16 U.S.C. 777
			 note; <external-xref legal-doc="public-law" parsable-cite="pl/106/502">Public Law 106–502</external-xref>) is amended by striking <quote>$5,000,000</quote> and
			 inserting <quote>$2,500,000</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H3FB09A402D28446E88B47CBF2E9CAE53" section-type="subsequent-section"><enum>3.</enum><header>Cost
			 sharing</header><text display-inline="no-display-inline">Section 7(c) of
			 Fisheries Restoration and Irrigation Mitigation Act of 2000 (16 U.S.C. 777
			 note; <external-xref legal-doc="public-law" parsable-cite="pl/106/502">Public Law 106–502</external-xref>) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="HB6F32D1A2B30488BB437D376F7094169"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>The value</quote> and
			 inserting the following:</text>

				Administration</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="HE9136B4F8D0A4D67BB7882317B2E1CA4"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary may,
				without further appropriation and without fiscal year limitation, accept any
				amounts provided to the Secretary by the Administrator of the Bonneville Power
				Administration.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF09BE59B3A3D4B3CA1EA4B00C6D3FC1C"><enum>(B)</enum><header>Non-federal
				share</header><text display-inline="yes-display-inline">Any amounts provided by
				the Bonneville Power Administration directly or through a grant to another
				entity for a project carried under the Program shall be credited toward the
				non-Federal share of the costs of the
				project.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H92AD20A29A364832AB1801005C98426D" section-type="subsequent-section"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">Section 9 of the Fisheries Restoration and
			 Irrigation Mitigation Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/777">16 U.S.C. 777</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/106/502">Public Law 106–502</external-xref>) is
			 amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="HE28AD988352B4D32A42500868C009376"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>any</quote> before
			 <quote>amounts are made</quote>; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAAE956D56F6546178F9ECBFCF18FD981"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after <quote>Secretary
			 shall</quote> the following: <quote>, after partnering with local governmental
			 entities and the States in the Pacific Ocean drainage area,</quote>.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H5413C2D0B81F4C35B95805CBB28DA8E2" section-type="subsequent-section"><enum>5.</enum><header>Authorization of
			 Appropriations</header><text display-inline="no-display-inline">Section 10 of
			 the Fisheries Restoration and Irrigation Mitigation Act of 2000 (16 U.S.C. 777
			 note; <external-xref legal-doc="public-law" parsable-cite="pl/106/502">Public Law 106–502</external-xref>) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H561B5AD30C5548B19DA8BAEA03D3837B"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>2001
			 through 2005</quote> and inserting <quote>2008 through 2014</quote>; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFFE0665524344732007D7F3D7E4F68D2"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), by striking paragraph
			 (2) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1273659345CD438392F12B82368F65F5" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="H9681AC885E464E8200A727797EDD9592"><enum>(2)</enum><header>Administrative
				expenses</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="H4E4615E5580C45BE8B4DDDD800814BF3"><enum>(A)</enum><header>Definition of
				administrative expense</header><text display-inline="yes-display-inline">In
				this paragraph, the term <quote>administrative expense</quote> means, except as
				provided in subparagraph (B)(iii)(II), any expenditure relating to—</text>
							<clause commented="no" display-inline="no-display-inline" id="H62EE61578D1841A988390196A2AD00C5"><enum>(i)</enum><text display-inline="yes-display-inline">staffing and overhead, such as the rental
				of office space and the acquisition of office equipment; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H8AECB43369CA47D9B1C701FEDFF4BBC8"><enum>(ii)</enum><text display-inline="yes-display-inline">the review, processing, and provision of
				applications for funding under the Program.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1DDA503962A4482B99D3A1049097F896"><enum>(B)</enum><header>Limitation</header>
							<clause commented="no" display-inline="no-display-inline" id="HBF7F4A51E3F8438CB4B20048546D79FE"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not more than 6
				percent of amounts made available to carry out this Act for each fiscal year
				may be used for Federal and State administrative expenses of carrying out this
				Act.</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H5E49E8DFF8B2481CA11CF43F0814ABF0"><enum>(ii)</enum><header>Federal and
				state shares</header><text display-inline="yes-display-inline">To the maximum
				extent practicable, of the amounts made available for administrative expenses
				under clause (i)—</text>
								<subclause commented="no" display-inline="no-display-inline" id="HBBBB77FDFD024D5A983BD9DE5EA9D4F3"><enum>(I)</enum><text display-inline="yes-display-inline">50 percent shall be provided to the State
				agencies provided assistance under the Program; and</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="H15BF43ADB7E3447E8553F5FE7BA525E"><enum>(II)</enum><text display-inline="yes-display-inline">an amount equal to the cost of 1 full-time
				equivalent Federal employee, as determined by the Secretary, shall be provided
				to the Federal agency carrying out the Program.</text>
								</subclause></clause><clause commented="no" display-inline="no-display-inline" id="HE84300E45A124C21B70300B02B4015E"><enum>(iii)</enum><header>State
				expenses</header><text display-inline="yes-display-inline">Amounts made
				available to States for administrative expenses under clause (i)—</text>
								<subclause commented="no" display-inline="no-display-inline" id="H4C13ABEA36944A07A2FC2E6E4D76AEE1"><enum>(I)</enum><text display-inline="yes-display-inline">shall be divided evenly among all States
				provided assistance under the Program; and</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="H5402E5EAC7C04A40985851A9A9F4243D"><enum>(II)</enum><text display-inline="yes-display-inline">may be used by a State to provide technical
				assistance relating to the program, including any staffing expenditures
				(including staff travel expenses) associated with—</text>
									<item commented="no" display-inline="no-display-inline" id="HAD0C9E2E90E24222AE1800E5AB32DDBA"><enum>(aa)</enum><text display-inline="yes-display-inline">arranging meetings to promote the Program
				to potential applicants;</text>
									</item><item commented="no" display-inline="no-display-inline" id="H209A05053D084269B7E7209EC3BE6BB9"><enum>(bb)</enum><text display-inline="yes-display-inline">assisting applicants with the preparation
				of applications for funding under the Program; and</text>
									</item><item commented="no" display-inline="no-display-inline" id="HFC080EB2D48D4F7ABF66449255511347"><enum>(cc)</enum><text display-inline="yes-display-inline">visiting construction sites to provide
				technical assistance, if requested by the
				applicant.</text>
