<official-title>To amend the Internal Revenue Code of 1986 to increase the dollar limitation on employer-provided group term life insurance that can be excluded from the gross income of the employee.</official-title>

<section id="H265C486241424DD2B69D0022D29DDB5D" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title; findings</header> 
<subsection id="HD61301328B5D4D1393169B354F9C3BEA"><enum>(a)</enum><header>Short title</header><text>This Act may be cited as the <quote><short-title>Insuring Families for Their Future Act of 2007</short-title></quote>. </text></subsection> 
<subsection id="H09DFD8A8C4594ACE80342666C053C6E5"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text> 
<paragraph id="H00A855BD81234AEC87AFA4B4673411BB"><enum>(1)</enum><text display-inline="yes-display-inline">The primary purpose of group term life insurance is to provide families with protection against the economic loss arising from the death of the principal family income producer.</text></paragraph> 
<paragraph id="H6DCDBA380CA94778BA21AF7EBC09C8F8"><enum>(2)</enum><text display-inline="yes-display-inline">The Revenue Act of 1964 (<external-xref legal-doc="public-law" parsable-cite="pl/88/272">Public Law 88–272</external-xref>) required individuals to pay an imputed income tax on the current value of employer-provided group term life insurance policies of more than $50,000.</text></paragraph> 
<paragraph id="H465815C0552A464EAC57439221AA1800"><enum>(3)</enum><text display-inline="yes-display-inline">The value of the $50,000 limitation has steadily decreased since 1964 because the limitation was not indexed for inflation.</text></paragraph> 
<paragraph id="H3F08C225F52E4E7300495CA08DC7E01"><enum>(4)</enum><text display-inline="yes-display-inline">The number of individuals affected by the $50,000 limitation in 1964 was estimated to be somewhere between 0.5 percent and 1 percent of the total number of individuals who received employer sponsored group term life insurance.</text></paragraph> 
<paragraph id="H219CC3BB10324C3CA7AD84C159736D73"><enum>(5)</enum><text display-inline="yes-display-inline">The Department of the Treasury estimated that in 1999, 18.1 percent of employees receiving group term life insurance were affected by the $50,000 limitation (13.6 million of the 75 million total recipients of employer sponsored group term life insurance).</text></paragraph> 
<paragraph id="H29AD0F4D13B14D87AE22E25E5195DD1F"><enum>(6)</enum><text display-inline="yes-display-inline">If the $50,000 limitation had been indexed for inflation in 1964, the limitation would have been approximately $320,000 by 2007.</text></paragraph></subsection></section> 
<section section-type="subsequent-section" id="H2EBD5BCF996341CA9E4BC310042963D0" display-inline="no-display-inline"><enum>2.</enum><header>Increase in limitation on exclusion for employer-provided group term life insurance purchased for employees</header> 
<subsection id="HB49BE4EBB0DE4F5F8326AF008CCA3A6"><enum>(a)</enum><header>In general</header><text>Paragraph (1) of <external-xref legal-doc="usc" parsable-cite="usc/26/79">section 79(a)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>$50,000</quote> and inserting <quote>$320,000</quote>.</text></subsection> 
<subsection id="HFE2F719994BD4720AD28A80036F83C48"><enum>(b)</enum><header>Inflation adjustment</header><text>Section 79 of such Code (relating to group-term life insurance purchased for employees) is amended by adding at the end the following new subsection:</text>

<subsection id="H76A6F58C4E46479FB28811C5928CA652"><enum>(f)</enum><header>Inflation adjustment</header> 
<paragraph id="HF6251BD0C36D467A9B59B188DCCEF810"><enum>(1)</enum><header>In general</header><text>In the case of a taxable year beginning after 2007, the $320,000 amount under subsection (a)(1) shall be increased by an amount equal to—</text> 
<subparagraph id="H4676B14F449047708C50C597154101F1"><enum>(A)</enum><text>such dollar amount, multiplied by</text></subparagraph> 
<subparagraph id="H89140CA0E7CC485C859CB655223551F"><enum>(B)</enum><text>the cost-of-living adjustment determined under section 1(f)(3) for the calendar year in which the taxable year begins, determined by substituting <quote>2006</quote> for <quote>1992</quote> in subparagraph (B) thereof.</text></subparagraph></paragraph> 
<paragraph id="HF3DFC5AAB56A43E700B449976D6BADA9"><enum>(2)</enum><header>Rounding</header><text>If any amount as adjusted under paragraph (1) is not a multiple of $10,000, such amount shall be rounded to the nearest multiple of $10,000.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H8C681B8D0ED541A689712BC67F07800"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after December 31, 2006.</text></subsection></section>
