		<official-title display="yes">To provide for research, development, and
		  demonstration programs in advanced energy storage systems for electric drive
		  vehicles, stationary applications, and electricity transmission and
		  distribution applications, to support the ability of the United States to
		  remain globally competitive in this field, and to promote the efficient
		  delivery and use of energy.</official-title>

		<section id="HAB76E5D0066B404BBC8F7523CCCC9932" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Energy Storage Technology Advancement
			 Act of 2007</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="HE6794E6BD8384B6BA712B85B419B2C8F"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act—</text>
			<paragraph id="HAA1CF9C0D730468C929ECACBB5A5AF43"><enum>(1)</enum><text>the term
			 <quote>Department</quote> means the Department of Energy;</text>
			</paragraph><paragraph id="H4427E3C2FC2A49439E437CD46300F9C5"><enum>(2)</enum><text display-inline="yes-display-inline">the term <quote>electric drive
			 vehicle</quote> means—</text>
				<subparagraph id="H861C5539B130435C844447C25F8DF783"><enum>(A)</enum><text>a vehicle that
			 uses an electric motor for all or part of its motive power, including battery
			 electric, hybrid electric, plug-in hybrid electric, fuel cell, and plug-in fuel
			 cell vehicles, and rail transportation vehicles; or</text>
				</subparagraph><subparagraph id="HA01AB5773DBB4110AB122F5FE17D5146"><enum>(B)</enum><text>mobile equipment
			 that uses an electric motor to replace an internal combustion engine for all or
			 part of the work of the equipment;</text>
				</subparagraph></paragraph><paragraph id="H4DCDF81378B54878A8ACDF940054B794"><enum>(3)</enum><text display-inline="yes-display-inline">the term <quote>islanding</quote> means a
			 distributed generator or energy storage device continuing to power a location
			 in the absence of electric power from the primary source;</text>
			</paragraph><paragraph id="H6E5BD2827EEF4AE9951D7698151B44D7"><enum>(4)</enum><text>the term
			 <quote>microgrid</quote> means an integrated energy system consisting of
			 interconnected loads and distributed energy resources, including generators and
			 energy storage devices, which as an integrated system can operate in parallel
			 with the utility grid or in an intentional islanding mode;</text>
			</paragraph><paragraph id="H03F448919E3E413D95C33EF2C4B86C30"><enum>(5)</enum><text>the term
			 <quote>Secretary</quote> means the Secretary of Energy;</text>
			</paragraph><paragraph commented="no" id="HD70BAC48F9E5417DBD8762D2B7886100"><enum>(6)</enum><text>the term
			 <quote>self-healing grid</quote> means a grid that is capable of automatically
			 anticipating and responding to power system disturbances, including the
			 isolation of failed sections and components, while optimizing its own
			 performance and service to customers; and</text>
			</paragraph><paragraph id="HD5EE17AA49BF4182ADAD817103A996F8"><enum>(7)</enum><text>the term
			 <quote>spinning reserve services</quote> means an amount of electric generating
			 capacity in excess of the amount needed to meet peak electric demand.</text>
			</paragraph></section><section id="HF6C1F4B892A14EFD854903CF7B60A8D"><enum>3.</enum><header>Basic research
			 program</header>
			<subsection id="HD4C44C83E3164EFDB8803120B67924B1"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 conduct a basic research program to support the development of energy storage
			 systems for electric drive vehicles, stationary applications, and electricity
			 transmission and distribution, including research on—</text>
				<paragraph id="HB9189DAC3A9541D789A4BDDD35E88EE1"><enum>(1)</enum><text>materials
			 design;</text>
				</paragraph><paragraph id="H3CB7F74A341746AA867655B2E501B1F"><enum>(2)</enum><text>materials synthesis
			 and characterization;</text>
				</paragraph><paragraph id="H62E4E206C09843CE8EC8E2D1D193082"><enum>(3)</enum><text>electrolytes;</text>
				</paragraph><paragraph id="H230EEA38E2EC4265B544C3BAB86D76FD"><enum>(4)</enum><text>surface and
			 interface dynamics;</text>
				</paragraph><paragraph id="H6B502904BCD24F5EAEE0DD101DB6F0A7"><enum>(5)</enum><text>modeling and
			 simulation; and</text>
				</paragraph><paragraph id="H8DDDCD3170AF4527A115FC2CCB0968AD"><enum>(6)</enum><text>thermal behavior
			 and life degradation mechanisms.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H1240B4EAB23A4E14BF478DD45E488FAA"><enum>(b)</enum><header>Funding</header><text display-inline="yes-display-inline">For activities carried out under this
			 section, in addition to funding activities at National Laboratories, the
			 Secretary shall award funds to, and coordinate activities with, a range of
			 stakeholders including the public, private, and academic sectors.</text>
			</subsection><subsection id="H86BD83ADDE594430006D204F2DF761F3"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary for carrying out this section $50,000,000 for each of the fiscal
			 years 2009 through 2014.</text>
			</subsection></section><section id="H4B9895F0F4434703A616C6C17F405283"><enum>4.</enum><header>Applied research
			 program</header>
			<subsection id="H9B5802B4F1124F0A804C48E48DC31664"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 conduct an applied research program on energy storage systems to support
			 electric drive vehicle, stationary application, and electricity transmission
			 and distribution technologies, including research on—</text>
				<paragraph id="H6D501A4DDC034AFE8CAA3B445DE36C87"><enum>(1)</enum><text>ultracapacitors;</text>
				</paragraph><paragraph id="H53A8E0DAACAD451083FFF6F3200213B"><enum>(2)</enum><text>flywheels;</text>
				</paragraph><paragraph id="H3BD11F606C734DB49850C461F8E2735"><enum>(3)</enum><text>batteries and
			 battery systems (including flow batteries);</text>
				</paragraph><paragraph id="HBAF69917C5F4499ABC6E2695B1F42D3F"><enum>(4)</enum><text>compressed air
			 energy systems;</text>
				</paragraph><paragraph id="HDF759BCC031B4ED1BC427F40BC9C6843"><enum>(5)</enum><text>power conditioning
			 electronics;</text>
				</paragraph><paragraph id="H2B02EEC2AF514DFA8F1E86C78B382EA7"><enum>(6)</enum><text>manufacturing
			 technologies for energy storage systems;</text>
				</paragraph><paragraph id="HE5A1D7D6B993449680B4CDD3776BFDD2"><enum>(7)</enum><text>thermal management
			 systems; and</text>
				</paragraph><paragraph id="H0E4D846562A84AA69B674091AF566B13"><enum>(8)</enum><text>hydrogen as an
			 energy storage medium.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HDF25A80861EF4484A0EDD0DF18474985"><enum>(b)</enum><header>Funding</header><text display-inline="yes-display-inline">For activities carried out under this
			 section, in addition to funding activities at National Laboratories, the
			 Secretary shall award funds to, and coordinate activities with, a range of
			 stakeholders including the public, private, and academic sectors.</text>
			</subsection><subsection id="H81553D064D4E457A9162001618BF20A3"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary for carrying out this section $80,000,000 for each of the fiscal
			 years 2009 through 2014.</text>
			</subsection></section><section id="HF993C413C72A4FF48F5D75F01897A89C"><enum>5.</enum><header>Energy storage
			 systems demonstrations</header>
			<subsection id="H4BFD3B5C250E468392421F9E4FBC1930"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 carry out a program of new demonstrations of advanced energy storage systems.
			 These demonstrations shall be regionally diversified and shall expand on the
			 Department’s existing technology demonstration program. These demonstrations
			 should include the participation of a range of stakeholders, such as rural
			 electric cooperatives, investor owned utilities, municipally owned electric
			 utilities, energy storage systems manufacturers, electric drive vehicle
			 manufacturers, the renewable energy production industry, State or local energy
			 offices, the fuel cell industry, and universities. Each of the demonstrations
			 shall include one or more of the following objectives:</text>
				<paragraph id="H94DC82C2F5A9457787C4F09DE2CD3067"><enum>(1)</enum><text display-inline="yes-display-inline">Energy storage to improve the feasibility
			 of <quote>micro-grids</quote> or <quote>islanding</quote>, or the transmission
			 and distribution capability to improve reliability in rural areas.</text>
				</paragraph><paragraph id="H2C657919729F4E0B001590A849F8E7BF"><enum>(2)</enum><text>Integration of an
			 energy storage system with a self-healing grid.</text>
				</paragraph><paragraph id="H88DD6A51129245518C3BEA081465C81F"><enum>(3)</enum><text>Use of energy
			 storage to improve security to emergency response infrastructure.</text>
				</paragraph><paragraph id="H972915DCF465494F9804CAD31BBD6DF7"><enum>(4)</enum><text>Integration with a
			 renewable energy production source, either at the source or away from the
			 source.</text>
				</paragraph><paragraph id="H9C95C966CA7749CB9B54AFCDAE74E43E"><enum>(5)</enum><text>Use of energy
			 storage to provide ancillary services, such as spinning reserve services, for
			 grid management.</text>
				</paragraph><paragraph id="H9EAF2D8E09864418A25EA371B2A477E0"><enum>(6)</enum><text display-inline="yes-display-inline">Advancement of power conversion systems to
			 make them smarter, more efficient, able to communicate with other inverters,
			 and able to control voltage.</text>
				</paragraph><paragraph id="HE7E5EE7E143D4B548800F5A7ED3EED1D"><enum>(7)</enum><text display-inline="yes-display-inline">Use of energy storage to optimize
			 transmission and distribution operation and power quality, which could address
			 overloaded lines and maintenance of transformers and substations.</text>
				</paragraph><paragraph id="HE5175EB0BFFD4B9B0083544CE7EED694"><enum>(8)</enum><text>Use of advanced
			 energy storage for peak load management of homes, businesses, and the
			 grid.</text>
				</paragraph><paragraph id="H87403D9CF6A04498AEEF168F1A5E144"><enum>(9)</enum><text>Use of energy
			 storage devices to fill up nonpeak generation periods for electricity demand to
			 make better use of existing grid assets.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="HDFFEFB460CFB46109B57789E6B98C64B"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary for carrying out this section $30,000,000 for each of the fiscal
			 years 2009 through 2014.</text>
			</subsection></section><section id="HDF72CA4F7CBE4FBDABAB7569E59BCF6D"><enum>6.</enum><header>Vehicle energy
			 storage demonstration</header>
			<subsection id="H50ABAB86A9514805B52D845BE210504B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 carry out a program of electric drive vehicle energy storage technology
			 demonstrations. These technology demonstrations shall be conducted through
			 consortia, which may include energy storage systems manufacturers and their
			 suppliers, electric drive vehicle manufacturers, rural electric cooperatives,
			 investor owned utilities, municipal and rural electric utilities, State and
			 local governments, metropolitan transportation authorities, and universities.
			 The program shall demonstrate one or more of the following:</text>
				<paragraph id="H93CDEC66C34346DE8963EDA400E6F347"><enum>(1)</enum><text>Novel, high
			 capacity, high efficiency energy storage, charging, and control systems, along
			 with the collection of data on performance characteristics such as battery
			 life, energy storage capacity, and power delivery capacity.</text>
				</paragraph><paragraph id="H84F033E70FD64A1ABAF9B3BAA2637122"><enum>(2)</enum><text>Advanced onboard
			 energy management systems, and highly efficient battery cooling systems.</text>
				</paragraph><paragraph id="HCEF956A960FA45D7A545771CA27E54A5"><enum>(3)</enum><text display-inline="yes-display-inline">Integration of such systems on a prototype
			 vehicular platform, including with drivetrain systems for passenger,
			 commercial, and nonroad electric drive vehicles.</text>
				</paragraph><paragraph id="HCC447F52E9F04E759DB5C3FBAD5DD907"><enum>(4)</enum><text display-inline="yes-display-inline">New technologies and processes that reduce
			 manufacturing costs.</text>
				</paragraph><paragraph id="HECE8B9D1FAB84BD1A6F6171A4EF12FA"><enum>(5)</enum><text>Integration of
			 advanced vehicle technologies with electricity distribution system and smart
			 metering technology.</text>
				</paragraph></subsection><subsection id="H5C92D68FF8914F6B8835A8D594D87DE"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to the Secretary for carrying out this section
			 $30,000,000 for each of the fiscal years 2009 through 2014.</text>
			</subsection></section><section display-inline="no-display-inline" id="H4493BEC496984D48BFE1A544A8C0B8FB" section-type="subsequent-section"><enum>7.</enum><header>Secondary applications
			 and disposal of electric drive vehicle batteries</header>
			<subsection id="H07F1425036884C7D89AE725F7617CF68"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 carry out a program of research, development, and demonstration of secondary
			 applications of energy storage devices following service in electric drive
			 vehicles, and of technologies and processes for final recycling and disposal of
			 these devices.</text>
			</subsection><subsection id="H89C037EC891F4AB286B0300DD00C449"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary for carrying out this section $5,000,000 for each of the fiscal years
			 2009 through 2014.</text>
			</subsection></section><section display-inline="no-display-inline" id="HF44C2EDC0BE14B10B70572FBC2C4ABE" section-type="subsequent-section"><enum>8.</enum><header>Coordination and
			 nonduplication</header><text display-inline="no-display-inline">To the maximum
			 extent practicable, the Secretary shall coordinate activities under this Act
			 with other programs and laboratories of the Department and other Federal
			 research programs.</text>
		</section><section id="H33F327BD3FAE45B5BA49A7FBDE20DAE9"><enum>9.</enum><header>Cost
			 sharing</header><text display-inline="no-display-inline">The Secretary shall
			 carry out the programs under sections 6 and 7 in compliance with section 988
			 (a) through (d) and section 989 of the Energy Policy Act of 2005 (42 U.S.C.
			 16352(a) through (d) and 16353).</text>
