		<official-title display="yes">To authorize the Secretary of the Interior
		  to conduct a special resource study to determine the suitability and
		  feasibility of including the battlefields and related sites of the First and
		  Second Battles of Newtonia, Missouri, during the Civil War as part of Wilson’s
		  Creek National Battlefield or designating the battlefields and related sites as
		  a separate unit of the National Park System, and for other
		  purposes.</official-title>

		<section display-inline="no-display-inline" id="H65672FDAA6934B51B1D2E57945A6641E" section-type="section-one"><enum>1.</enum><header>National Park System special
			 resource study, Newtonia Civil War Battlefields, Missouri</header>
			<subsection id="HBBE0BC8B2AEB4E29B4103167C45B8734"><enum>(a)</enum><header>Special resource
			 study</header><text display-inline="yes-display-inline">The Secretary of the
			 Interior shall conduct a special resource study relating to the First Battle of
			 Newtonia in Newton County, Missouri, which occurred on September 30, 1862, and
			 the Second Battle of Newtonia, which occurred on October 28, 1864, during the
			 Missouri Expedition of Confederate General Sterling Price in September and
			 October 1864.</text>
			</subsection><subsection id="HEDB1C4DB37B54A0B91D8AA3F53FF5931"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">In conducting the study under subsection
			 (a), the Secretary shall—</text>
				<paragraph id="H78C58DC9590D4595B2543C065D0900A"><enum>(1)</enum><text>evaluate the
			 national significance of the Newtonia battlefields and their related
			 sites;</text>
				</paragraph><paragraph id="HAEDF0519A6D1414B9FCAC9D073A16034"><enum>(2)</enum><text>consider the
			 findings and recommendations contained in the document entitled <quote>Vision
			 Plan for Newtonia Battlefield Preservation</quote> and dated June 2004, which
			 was prepared by the Newtonia Battlefields Protection Association;</text>
				</paragraph><paragraph id="H58CA365EB0514E1186A75706697CC4D5"><enum>(3)</enum><text display-inline="yes-display-inline">evaluate the suitability and feasibility of
			 adding the battlefields and related sites as part of Wilson’s Creek National
			 Battlefield or designating the battlefields and related sites as a unit of the
			 National Park System;</text>
				</paragraph><paragraph id="HCA4323D9CC1D4676B427DC98B23D3D7C"><enum>(4)</enum><text display-inline="yes-display-inline">analyze the potential impact that the
			 inclusion of the battlefields and related sites as part of Wilson’s Creek
			 National Battlefield or their designation as a unit of the National Park System
			 is likely to have on land within or bordering the battlefields and related
			 sites that is privately owned at the time of the study is conducted;</text>
				</paragraph><paragraph id="HBD1EC4A5A02143F1A23957BA6111AD32"><enum>(5)</enum><text display-inline="yes-display-inline">consider alternatives for preservation,
			 protection, and interpretation of the battlefields and related sites by the
			 National Park Service, other Federal, State, or local governmental entities, or
			 private and nonprofit organizations; and</text>
				</paragraph><paragraph id="HC9DC6772C5584A65A8315442C245CA1E"><enum>(6)</enum><text>identify cost
			 estimates for any necessary acquisition, development, interpretation,
			 operation, and maintenance associated with the alternatives referred to in
			 paragraph (5).</text>
				</paragraph></subsection><subsection id="H382D9C0FB5E940078045F200F361302D"><enum>(c)</enum><header>Criteria</header><text display-inline="yes-display-inline">The criteria for the study of areas for
			 potential inclusion in the National Park System contained in section 8 of
			 <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–5</external-xref>) shall apply to the study under subsection
			 (a).</text>
			</subsection><subsection id="H0A8DBCDC6BDD48B199C445DB51F27CBF"><enum>(d)</enum><header>Transmission to
			 congress</header><text display-inline="yes-display-inline">Not later than three
			 years after the date on which funds are first made available for the study
			 under subsection (a), the Secretary shall submit to the Committee on Natural
			 Resources of the House of Representatives and the Committee on Energy and
			 Natural Resources of the Senate a report containing—</text>
				<paragraph id="H17A8AFCCF0DE497EAD82A386CCC59456"><enum>(1)</enum><text>the results of the
			 study; and</text>
				</paragraph><paragraph id="H4F05D6B7F68742D389F3B191189232C"><enum>(2)</enum><text>any conclusions and
			 recommendations of the Secretary.</text>
				</paragraph></subsection></section></legis-body>
