		<official-title>To amend the Consolidated Farm and Rural Development Act
		  to establish and provide for the administration of the Farm and Ranch Stress
		  Assistance Network.</official-title>

		<section display-inline="no-display-inline" id="H4990C6CAEA7043EC9EA07A3962EE401" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Farm and Ranch Stress Assistance
			 Network Act of 2007</short-title></quote>.</text>
		</section><section id="H60F372AC8B3242F1A66B80A74FB25737"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H0BE28CE227A948E78980184D00D544D3"><enum>(1)</enum><text>agriculture
			 continues to be highly stressful, subject to the vagaries of weather, changing
			 market conditions, and other factors beyond the control of agricultural
			 producers;</text>
			</paragraph><paragraph id="H3DC3E7A7590E4A10A3B5566D27DB51D8"><enum>(2)</enum><text>the suicide rate
			 of participants in the agricultural sector is twice as high as the rate of the
			 general population;</text>
			</paragraph><paragraph id="H020FF521341F4DE59C405BE5F078248F"><enum>(3)</enum><text>farmers, ranchers,
			 farm workers, and their families, and communities dependent on agriculture are
			 twice as likely as the general population to lack health insurance;</text>
			</paragraph><paragraph id="H786072CE789142CD8E923C95A8BE40C9"><enum>(4)</enum><text>behavioral
			 healthcare providers are less available in agricultural regions; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H66F25B4C52694321A5B2DC198D00FFA3"><enum>(5)</enum><text>due to the factors
			 described in paragraphs (1) through (4), together with other factors,
			 participants in the agricultural sector constitute a health disparity group in
			 need of specialized behavioral health programs that are affordable, available
			 as needed, and culturally appropriate.</text>
			</paragraph></section><section id="H40E8117C4A3C407B00CD8FB1F2D42B5E"><enum>3.</enum><header>Farm and Ranch
			 Stress Assistance Network</header><text display-inline="no-display-inline">Subtitle D of the Consolidated Farm and
			 Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1981">7 U.S.C. 1981 et seq.</external-xref>) is amended by adding at the end
			 the following:</text>

				<section id="H5199500FE9FC4C4E879488FE8B5C9300"><enum>379E.</enum><header>Farm and Ranch
				Stress Assistance Network</header>
					<subsection id="HF93D9E2F76714A62B81C49ACCCF6F234"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
						<paragraph id="HACBC0B36B86F4101807D02F587901B42"><enum>(1)</enum><header>Corporation</header><text>The
				term <term>Corporation</term> means AgriWellness, Inc., a nonprofit
				organization.</text>
						</paragraph><paragraph id="H9AC2B01CFBC54858899550CDF86DB509"><enum>(2)</enum><header>Network</header><text>The
				term <term>Network</term> means the Farm and Ranch Stress Assistance Network
				established under subsection (b)(1).</text>
						</paragraph></subsection><subsection id="H2F3EDD3DEF0343B3B879DB2ED7C89D52"><enum>(b)</enum><header>Network</header>
						<paragraph id="HB9A4D8EC0BED466D9EB251728DE0AB9B"><enum>(1)</enum><header>Establishment</header><text>As
				soon as practicable after the date of enactment of this section, the Secretary,
				in cooperation with the Secretary of Health and Human Services, shall establish
				a network, to be known as the <quote>Farm and Ranch Stress Assistance
				Network</quote>.</text>
						</paragraph><paragraph id="H7CCA299DCA6F45F6AE9EF58F00682D8D"><enum>(2)</enum><header>Purpose</header><text>The
				purpose of the Network shall be to provide behavioral health programs to
				participants in the agricultural sector in the States of—</text>
							<subparagraph id="HFA7DFE60F27A4FA094A9D59D10DC4D43"><enum>(A)</enum><text>Iowa;</text>
							</subparagraph><subparagraph id="HC2BAF0A0926F4AD000741131F97E62B4"><enum>(B)</enum><text>Kansas;</text>
							</subparagraph><subparagraph id="HAEE993EF5DD248A088E194DEE3009DA0"><enum>(C)</enum><text>Minnesota;</text>
							</subparagraph><subparagraph id="H8929A55429CF4CA5916453B52099B8EF"><enum>(D)</enum><text>Nebraska;</text>
							</subparagraph><subparagraph id="H91F59D8895AC4D85A1DEEC6602134401"><enum>(E)</enum><text>North
				Dakota;</text>
							</subparagraph><subparagraph id="H1AD387B6D8EC4458B9E657F914F00C7"><enum>(F)</enum><text>South Dakota;
				and</text>
							</subparagraph><subparagraph id="HECBA7D69EF494F318FD5933415D34B"><enum>(G)</enum><text>Wisconsin.</text>
							</subparagraph></paragraph><paragraph id="HD7366E3FF0D9482FACA5E07F0073C12"><enum>(3)</enum><header>Administration</header><text>The
				Secretary shall offer to enter into a contract with the Corporation under which
				the Corporation, in consultation with the Secretary, shall administer the
				Network.</text>
						</paragraph></subsection><subsection id="HEE2094AE23004A17A1778EB661BC03C0"><enum>(c)</enum><header>Grant
				program</header>
						<paragraph id="HCBF0A0A4AEFD4C958BB1700204DAD5"><enum>(1)</enum><header>In
				general</header><text>In administering the Network, the Corporation shall
				provide grants to States to carry out pilot projects to achieve the purpose of
				the Network.</text>
						</paragraph><paragraph id="HF88B96F4B5AD472EA9C1F65E9E1E37F8"><enum>(2)</enum><header>Term</header><text>The
				term of a grant provided under this subsection shall be 2 years.</text>
						</paragraph><paragraph id="HBDE7D4BDDE6748249E542B77885DF564"><enum>(3)</enum><header>Evaluation</header><text>Not
				later than 2 years after the date on which grants are provided under paragraph
				(1), the Corporation shall provide for a comprehensive third-party evaluation
				of, and submit to Congress a report describing the results of the evaluation,
				the extent to which the purpose of the Network has been achieved by each
				project that receives a grant under this subsection.</text>
						</paragraph></subsection><subsection id="H3A5683A6EA554C66B339006FF7EA3E89"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as are necessary to carry out this section for each of fiscal years 2008
				through
				2012.</text>
