		<official-title>To improve Mandarin language education by authorizing
		  grants to support the creation of Mandarin language classes for elementary and
		  secondary school and adult education program students.</official-title>

		<section id="HF9C45F8F9212488282337DDB2F9FC218" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mandarin Language Teaching Grant Act
			 of 2007</short-title></quote>.</text>
		</section><section id="HB3C192B5001747409D16D5D271BBE33D"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HB2A6141D7551447E974FE47E3B061F4C"><enum>(1)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Education.</text>
			</paragraph><paragraph id="HAF6645ACE0DF4D1CBF34B03D2D13C0E9"><enum>(2)</enum><header>State</header><text>The
			 term <term>State</term> means the 50 States of the United States, the District
			 of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands,
			 Guam, and American Samoa.</text>
			</paragraph><paragraph id="H35E3C7DED7CC49C7B124A5027237BE7"><enum>(3)</enum><header>Eligible
			 entity</header><text>The term <term>eligible entity</term> means a school
			 district located in any State, or a group of two or more school districts
			 located in any State.</text>
			</paragraph></section><section id="H9F69F93EF1E04FF8AA96F0E9E1771938"><enum>3.</enum><header>Grant
			 program</header>
			<subsection id="H739BD808B4254676829F6D70A003C35D"><enum>(a)</enum><header>Grants</header><text>The
			 Secretary is authorized to award grants to eligible entities to institute
			 Mandarin language classes for elementary and secondary school and adult
			 education students.</text>
			</subsection><subsection id="HAB38E0F3A69C49E5A2D8CE9A680AF94"><enum>(b)</enum><header>Term</header><text>Each
			 grant shall be for a term of 5 years.</text>
			</subsection><subsection display-inline="no-display-inline" id="H980A8346732E42C200E06839BFB8C529"><enum>(c)</enum><header>Instructor
			 compensation</header><text display-inline="yes-display-inline">Funds received
			 under such grant may be used to pay any salary or benefit to a Mandarin
			 language instructor.</text>
			</subsection><subsection id="HD3E7DDDBF3A2415592D59911DFD99BBA"><enum>(d)</enum><header>Supplanting</header><text display-inline="yes-display-inline">Funds made available under this section
			 shall supplement, and not supplant, other Federal, State, or local funds
			 available to an eligible entity to carry out activities described in this
			 Act.</text>
			</subsection></section><section id="H8393896692944241812CE06D74BB522F"><enum>4.</enum><header>Application
			 procedures</header>
			<subsection id="HC0CEE12BE55E4BFB8618CC413BDFD9D6"><enum>(a)</enum><header>Application</header><text display-inline="yes-display-inline">To be considered for a grant under section
			 3, an eligible entity shall submit to the Secretary an application, at such
			 time, in such manner, and including such information as the Secretary may
			 require.</text>
			</subsection><subsection id="H3466568C80B54C6B82B88662482E1260"><enum>(b)</enum><header>Criteria for
			 approval</header><text>In making a determination of whether to award to an
			 eligible entity a grant under section 3, the Secretary shall give special
			 consideration to applications describing programs that—</text>
				<paragraph id="H3617187432444B48AA8100C496B9E1D8"><enum>(1)</enum><text display-inline="yes-display-inline">include a range of class levels, from
			 beginner to advanced;</text>
				</paragraph><paragraph id="H718B20BEA7194C0B842258001C5CD81E"><enum>(2)</enum><text>link speakers in
			 the community who are bilingual in English and Mandarin with elementary and
			 secondary schools in order to promote two-way language learning;</text>
				</paragraph><paragraph id="H57E09477D0E8475FB40058C26CD94EF5"><enum>(3)</enum><text>promote the
			 sequential study of Mandarin language for students, beginning in elementary
			 school;</text>
				</paragraph><paragraph id="H127532E3B3034DD08E361B2280E43E6C"><enum>(4)</enum><text>make effective use
			 of technology, such as computer-assisted instruction, language laboratories, or
			 distance learning, to promote Mandarin language study;</text>
				</paragraph><paragraph id="H46C7D93F65974C019B277860FF549D28"><enum>(5)</enum><text>promote innovative
			 activities, such as Mandarin language immersion, partial Mandarin language
			 immersion, or content-based instruction; and</text>
				</paragraph><paragraph id="H5957F7A8709144C397B2D173AD68E500"><enum>(6)</enum><text>promote a
			 comprehensive approach to learning Mandarin, which includes programs on the
			 history and culture of China.</text>
				</paragraph></subsection></section><section id="H6CDDF2225C214E79B04BA3AF5274E897"><enum>5.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H2CDF7F322DDA4A87A88FBC10D9BBCAD"><enum>(a)</enum><header>Funding</header><text display-inline="yes-display-inline">There are authorized to be appropriated to
			 the Secretary for the purpose of making grants under section 3 of this Act
			 $50,000,000 for the period beginning with fiscal year 2008 and ending with
			 fiscal year 2013.</text>
			</subsection><subsection id="HE5838AAA8A834DEBA5FEAFD5DDAEA86"><enum>(b)</enum><header>Availability of
			 funds</header><text display-inline="yes-display-inline">Amounts appropriated
			 under this section are authorized to remain available until expended.</text>
			</subsection></section></legis-body>
