		<official-title>To amend title 5, United States Code, to provide that
		  premium pay be paid to Federal employees whose official duties require the use
		  of one or more languages besides English.</official-title>

		<section id="H9CA4C518273F48AEB129EB396139A799" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>One America, Many Voices
			 Act</short-title></quote>.</text>
		</section><section id="HF9844600652140909DB9C8B365D1DEF" section-type="subsequent-section"><enum>2.</enum><header>Premium pay for
			 multilingual proficiency</header>
			<subsection id="H15546003EAE04DA88B063555B21022D"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/5/5545">Section 5545</external-xref> of title 5, United States Code, is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H6ED7EB55414F4ECBBAD352207762E32" style="USC">
					<subsection id="H39A7233116274244A933E4C4768BDB"><enum>(e)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H5E77FCBF406E42B4A8BBCA8FE1D62226"><enum>(1)</enum><text>An employee in a
				position requiring the use of one or more languages besides English is entitled
				to his rate of basic pay plus premium pay amounting to 5 percent of that
				rate.</text>
						</paragraph><paragraph id="HAB47DEEBE2044CFF8F81000007634F91" indent="up1"><enum>(2)</enum><text>This subsection does not apply to an
				employee in a position the classification of which takes into account the
				language requirement referred to in paragraph (1), except—</text>
							<subparagraph id="HB14E74BF4CEF4CF99BDFB39DFDF004A6"><enum>(A)</enum><text>to the extent that the rates of basic
				pay for the position are not at least 5 percent greater than the rates that
				would otherwise apply in the absence of the language requirement; and</text>
							</subparagraph><subparagraph id="H2B56A474DE8342679268D06530E36559"><enum>(B)</enum><text>in such other circumstances as the
				Office may by regulation prescribe.</text>
							</subparagraph></paragraph><paragraph id="H09AA069B487248768049F4BEC0C28269" indent="up1"><enum>(3)</enum><text>The Office shall prescribe any
				regulations necessary to carry out this
				subsection.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC9248E735AD64BADAD81B983CE013A7"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="H410548E7AF164B69983FC706B9B85BFC"><enum>(1)</enum><text>The heading for
			 <external-xref legal-doc="usc" parsable-cite="usc/5/5545">section 5545</external-xref> of title 5, United States Code, is amended by striking
			 <quote><header-in-text level="section" style="USC">and
			 hazardous</header-in-text></quote> and inserting <quote>,
			 <header-in-text level="section" style="USC">hazardous, and
			 multilingual-proficiency</header-in-text></quote>.</text>
				</paragraph><paragraph id="HB010E4A407674C3486DF25A15ADC056"><enum>(2)</enum><text>The table of
			 sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/55">chapter 55</external-xref> of title 5, United States Code, is amended by striking
			 the item relating to section 5545 and inserting the following:</text>
