		  to make grants to improve access to dependable, affordable automobiles by
		  low-income families.</official-title>

		<section display-inline="no-display-inline" id="HE638FCCB82B44254AD1BDD88F3DF914" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Creating Access to Rides
			 Act</short-title></quote>.</text>
		</section><section id="H8860359C63954FC39DF594A411E8B7F"><enum>2.</enum><header>Grants for
			 low-income car ownership programs</header>
			<subsection id="H58A0B9FCE8504164A975D978C7852FAD"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 403(a) of the
			 Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)</external-xref>) is amended by adding at the end the
			 following:</text>

					<paragraph id="H331A7C6BFC9D4597B513104FFCB3CCD6"><enum>(6)</enum><header>Grants for
				low-income car ownership programs</header>
						<subparagraph id="H381FCCBE1C43402CB866A46B07DDFE3"><enum>(A)</enum><header>Purposes</header><text>The
				purposes of this paragraph are to—</text>
							<clause id="H30AD7FB6752D441DBDB5D1E4F39928D"><enum>(i)</enum><text>assist low-income
				families obtain dependable, affordable automobiles to improve their employment
				opportunities and access to training; and</text>
							</clause><clause id="H8FA0FB0CC3444EC78E08AA1231B9132E"><enum>(ii)</enum><text>provide
				incentives to States, Indian tribes or tribal organizations, localities, and
				nonprofit entities to develop and administer programs that provide assistance
				with automobile ownership for low-income families.</text>
							</clause></subparagraph><subparagraph id="HF6B0BEFE12294FD4A15433103900B071"><enum>(B)</enum><header>Definitions</header><text>In
				this paragraph:</text>
							<clause id="H8A206C118F5C4D87BDC18210FB24B19D"><enum>(i)</enum><header>Locality</header><text>The
				term <term>locality</term> means a municipality that does not administer a
				State program funded under this part.</text>
							</clause><clause id="H97CB166F29CF4C82B658D455FB9EC6F4"><enum>(ii)</enum><header>Low-income
				families</header><text>The term <term>low-income families</term> means families
				with total income of not more than 200 percent of the poverty line (as defined
				in section 673(2) of the Omnibus Budget Reconciliation Act of 1981, including
				any revision required by such section applicable to a family of the size
				involved).</text>
							</clause><clause id="H0DA5FBDEB76C43F893DA00FF7DCA3BA6"><enum>(iii)</enum><header>Nonprofit
				entity</header><text>The term <term>nonprofit entity</term> means a school,
				local agency, organization, or institution owned and operated by 1 or more
				nonprofit corporations or associations, no part of the net earnings of which
				inures, or may lawfully inure, to the benefit of any private shareholder or
				individual.</text>
							</clause></subparagraph><subparagraph id="H1AECD36FD6B64FD1BDE5E8E3A4FA27EA"><enum>(C)</enum><header>Authority to
				award grants</header><text>The Secretary may award grants to States, counties,
				localities, Indian tribes or tribal organizations, and nonprofit entities to
				promote improving access to dependable, affordable automobiles by low-income
				families.</text>
						</subparagraph><subparagraph id="H9A53BA7DC7C246FAB6B13837BF002C3D"><enum>(D)</enum><header>Grant approval
				criteria</header><text>The Secretary shall establish criteria for approval of
				an application for a grant under this paragraph that include consideration
				of—</text>
							<clause id="HCB27BC357F614404B200B14FB79700FB"><enum>(i)</enum><text>the extent to
				which the proposal, if funded, is likely to improve access to training and
				employment opportunities and child care services by low-income families by
				means of car ownership;</text>
							</clause><clause id="H3F8E609B65744DC1BAB98B37C93DB193"><enum>(ii)</enum><text>the level of
				innovation in the applicant’s grant proposal; and</text>
							</clause><clause id="H8FB2DB43DC084BB5B31E3625EA1838EA"><enum>(iii)</enum><text>any partnerships
				between the public and private sector in the applicant’s grant proposal.</text>
							</clause></subparagraph><subparagraph id="H45DCC10B603A4045BA891EF400A0D609"><enum>(E)</enum><header>Use of
				funds</header>
							<clause id="HD778A469D33A47BAB1A76340A6183E37"><enum>(i)</enum><header>In
				general</header><text>A grant awarded under this paragraph shall be used to
				administer programs that assist low-income families with dependable automobile
				ownership, and maintenance of, or insurance for, the purchased
				automobile.</text>
							</clause><clause id="HF8ECFDBC3C8C4FC68BC788003D27CC8E"><enum>(ii)</enum><header>Supplement not
				supplant</header><text>Funds provided to a State, Indian tribe or tribal
				organization, county, or locality under a grant awarded under this paragraph
				shall be used to supplement and not supplant other State, county, or local
				public funds expended for car ownership programs.</text>
							</clause><clause id="H6ECB7562D23B4F05B33294E07300FF98"><enum>(iii)</enum><header>General rules
				governing use of funds</header><text>The rules of section 404, other than
				subsection (b) of that section, shall not apply to a grant made under this
				paragraph.</text>
							</clause><clause id="HCBF3DBA2783F40CBB86817C5565E2E67"><enum>(iv)</enum><header>Rule of
				interpretation</header><text>For purposes of any requirement, limitation, or
				prohibition imposed on an individual or family by or pursuant to this part,
				assistance provided to a low-income family pursuant to a program referred to in
				clause (i) shall not be considered assistance under a State program funded
				under this part.</text>
							</clause></subparagraph><subparagraph id="H6FB4C193D00745A8BA77861E006B3068"><enum>(F)</enum><header>Application</header><text>Each
				applicant desiring a grant under this paragraph shall submit an application to
				the Secretary at such time, in such manner, and accompanied by such information
				as the Secretary may reasonably require.</text>
						</subparagraph><subparagraph id="H0A6AFA156F6D44B9B0E0034F9C230911"><enum>(G)</enum><header>Reversion of
				funds</header><text>Any funds paid from a grant made under this paragraph that
				are not expended within 3 years after the date the grant is awarded shall be
				available for redistribution among other grantees in such manner and amount as
				the Secretary may determine, unless the Secretary extends by regulation the
				time period to expend the funds.</text>
						</subparagraph><subparagraph id="H056F7F76DAB64892A6E7E380CB78507D"><enum>(H)</enum><header>Limitation on
				administrative costs of the Secretary</header><text>Not more than an amount
				equal to 5 percent of the funds appropriated to make grants under this
				paragraph for a fiscal year shall be expended for administrative costs of the
				Secretary in carrying out this paragraph.</text>
						</subparagraph><subparagraph id="HA0A335A059FE4F20AB83A60085477630"><enum>(I)</enum><header>Evaluation</header><text>The
				Secretary shall, by grant, contract, or interagency agreement, conduct an
				evaluation of the programs administered with grants awarded under this
				paragraph.</text>
						</subparagraph><subparagraph id="HB72813E2ACE54D1181B1BA7E0065F52D"><enum>(J)</enum><header>Limitations on
				authorization of appropriations</header><text>There are authorized to be
				appropriated to the Secretary for grants under this paragraph $50,000,000 for
				each of fiscal years 2008 through
				2012.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H05C39D2CB27D4CC6916BBF5D01C1C63E"><enum>(b)</enum><header>Authority To use
			 funds in individual development accounts for car ownership, maintenance, and
			 insurance</header>
				<paragraph id="HCA0C6C40355F43119609AB75CEFBFABB"><enum>(1)</enum><header>Accounts
			 established under the TANF program</header>
					<subparagraph id="H070C080F4BB44E69998D1FF7A7922200"><enum>(A)</enum><header>Additional
			 qualified purpose for use of funds</header><text>Section 404(h)(2)(B) of the
			 Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604(h)(2)(B)</external-xref>) is amended by adding at the end
			 the following:</text>

							<clause id="H7E3AF3394E7C457CB35C17A1DA1BA1D3"><enum>(iv)</enum><header>Qualified
				automotive expenditures</header><text>Qualified automotive expenditures paid
				from an individual development account directly to the persons to whom the
				amounts are
				due.</text>
							</clause><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HC00205706C82490280E38A3F906C400"><enum>(B)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 404(h)(5) of the Social Security
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604(h)(5)</external-xref>) is amended by adding at the end the following:</text>

							<subparagraph id="H0E7BDF1F6FF6417F8C3954FDFE15C5E5"><enum>(J)</enum><header>Qualified
				automotive expenditures</header><text display-inline="yes-display-inline">The
				term <term>qualified automotive expenditures</term> means expenditures for the
				purchase or maintenance of an automobile, or for insurance for an
				automobile.</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H89C24454DA7B43E9A7008EA237E34549"><enum>(2)</enum><header>Accounts
			 established under the Assets for Independence program</header><text display-inline="yes-display-inline">Section 404(8) of the Assets for
			 Independence Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604</external-xref> note) is amended by adding at the end the
			 following:</text>

						<subparagraph id="HA6C843F8497C4E68893DC192998637C3"><enum>(E)</enum><header>Qualified
				automotive expenditures</header>

				general</header><text>Qualified automotive expenditures paid from an individual
				development account directly to the persons to whom the amounts are due.</text>
							</clause><clause id="H14565D13A6F0400095C4B8F06098C76E"><enum>(ii)</enum><header>Definition</header><text>In
				clause (i), the term <term>qualified automotive expenditures</term> means
				expenditures for the purchase or maintenance of an automobile, or for insurance
				for an
				automobile.</text>
