		<section id="HF58765BB4B894545B7DC7715A4A3CCAC" section-type="section-one"><enum>1.</enum><header>Short title, findings, and
			 purpose</header>
			<subsection id="H9FAC6B41A02843B993615D004032D941"><enum>(a)</enum><header>Short
			 title</header><text>This Act may be cited as the <quote>Greater Cooperation
			 with Local Governments in Water Project Analysis Act</quote>.</text>
			</subsection><subsection id="HFEE53C3B83224F1FB16283856046F882"><enum>(b)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="HD66E665BD6A14DB9AE8E4466E6216EC6"><enum>(1)</enum><text>The diversion of
			 water from one river basin to another can have major effects on the environment
			 and economy of affected areas.</text>
				</paragraph><paragraph id="H8019B80C0A5F4364A31110120064C6C"><enum>(2)</enum><text>The Federal
			 Government should afford affected local governments ample opportunity to be
			 involved with the development and implementation each of such diversion
			 projects as cooperating agencies for purposes of the analysis of such project
			 required by the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et
			 seq.).</text>
				</paragraph><paragraph id="H608659345DF74E219BCD69202808E828"><enum>(3)</enum><text>Federal agencies
			 have not always agreed to requests by affected local governments to become
			 cooperating agencies.</text>
				</paragraph></subsection><subsection id="HB2F2C0093A6F4EB690205413CA9674DD"><enum>(c)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to require that
			 a qualified local government be treated as a cooperating agency with regard to
			 an analysis under the National Environmental Policy Act of 1969 (42 U.S.C. 4321
			 et seq.) of any water project that involves diversion of water from the basin
			 of one river to the basin of any other river.</text>
			</subsection></section><section id="HCE4DBD8ED93344D1BB287DBDA2BC8C45"><enum>2.</enum><header>Requirement and
			 definitions</header>
			<subsection id="HD6A2DCFB3AE748BD88F054B93DFE09F8"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Upon request of a qualified local
			 government with regard to an analysis under the National Environmental Policy
			 Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) of any project within the scope of this
			 Act, the Secretary concerned shall treat such government for purposes of such
			 analysis as if such government is a Federal agency afforded the status of a
			 cooperating agency under part 1501 of title 40, Code of Federal Regulations, as
			 in effect on August 1, 2007.</text>
			</subsection><subsection id="HF2DDA9B094B044FC8E1B7761D56D00B2"><enum>(b)</enum><header>Definitions</header><text>In
			 this Act, the following definitions apply:</text>
				<paragraph id="HBD2CDBFEDAEF4EAA895E658ECC45E560"><enum>(1)</enum><header>Secretary
			 concerned</header><text>The term the <quote>Secretary concerned</quote> means
			 the Secretary of the Interior with respect to activities of the Bureau of
			 Reclamation and the Secretary of the Army with respect to activities of the
			 Corps of Engineers.</text>
				</paragraph><paragraph id="H86E675296A2B40299C31FECF6EFB4B46"><enum>(2)</enum><header>Qualified local
			 government</header><text>The term <quote>qualified local government</quote>, as
			 used with respect to a project within the scope of this Act, means a county or
			 other political subdivision of a State which has jurisdiction over any area
			 that includes any portion of the project.</text>
				</paragraph><paragraph id="HBE8D7A1E031645C2A5C21F92C3CFB30"><enum>(3)</enum><header>Project within
			 the scope of this Act</header><text>The term <quote>project within the scope of
			 this Act</quote> means a water project undertaken by the Bureau of Reclamation
			 or the Corps of Engineers that would result in initial or increased diversion
			 of water from the basin of one river to the basin of any other river.</text>
				</paragraph></subsection></section></legis-body>
