		  regarding Internet safety.</official-title>

		<section id="HC0F8EA2D2AB14AE297216B02E1B54B70" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Safeguarding America’s Families by
			 Enhancing and Reorganizing New and Efficient Technologies Act of
			 2007</short-title></quote>.</text>
		</section><section id="H9FD052D630A743C6A3A3A592A800742D"><enum>2.</enum><header>Internet
			 safety</header><text display-inline="no-display-inline">For purposes of this
			 Act, the issue of Internet safety includes issues regarding use of the Internet
			 in a manner that promotes safe online activity, including safe transactions
			 involved in online commerce, and protects against threats to financial
			 information and privacy, threats from cyber-crime, and threats to juveniles,
			 including cyber-predators and material that is inappropriate for minors.</text>
		</section><section id="H0F491ABB1E784C6F0064850684C53DC2"><enum>3.</enum><header>Public awareness
			 campaign</header><text display-inline="no-display-inline">The Federal Trade
			 Commission shall carry out a nationwide program to increase public awareness
			 and provide education regarding Internet safety, for families, businesses,
			 organizations, and other users, that utilizes existing resources and efforts of
			 the Federal Government, State and local governments, nonprofit organizations,
			 private technology and financial companies, Internet service providers, World
			 Wide Web-based resources, and other appropriate entities, that includes—</text>
			<paragraph id="H80600A8DC53840F494A90016F79D3855"><enum>(1)</enum><text>identifying,
			 promoting, and encouraging best practices for Internet safety;</text>
			</paragraph><paragraph id="H34B5EFCA3AEA4A928B25C500D22915AE"><enum>(2)</enum><text>establishing and
			 carrying out a national outreach and education campaign regarding Internet
			 safety utilizing various media and Internet-based resources;</text>
			</paragraph><paragraph id="H6E97EFADD5F247EBB288E440AF8300E8"><enum>(3)</enum><text>facilitating
			 access to, and the exchange of, information regarding Internet safety to
			 promote up-to-date knowledge regarding current issues; and</text>
			</paragraph><paragraph id="H595451C88EF24A84B3819C5515C321E8"><enum>(4)</enum><text display-inline="yes-display-inline">facilitating access to Internet safety
			 education and public awareness efforts the Commission considers appropriate to
			 States, units of local government, schools, police departments, nonprofit
			 organizations, and such other entities.</text>
			</paragraph></section><section id="H846578DCB1F740BBA0E9CB115D00E906"><enum>4.</enum><header>Annual
			 reports</header><text display-inline="no-display-inline">The Commission shall
			 submit a report to Congress not later than March 31 of each year that describes
			 the activities carried out under section 3 by the Commission during the
			 preceding calendar year.</text>
		</section><section id="H1CD2D067E9B44AD488A88D578CE1B292"><enum>5.</enum><header>Online Safety and
			 technology working group</header>
			<subsection id="H1BE2F8F12FD643DCA47C3DD0FDD4724E"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 enactment of this Act, the Assistant Secretary of Commerce for Communications
			 and Information shall establish an Online Safety and Technology working group
			 comprised of representatives of relevant sectors of the business community,
			 public interest groups, and other appropriate groups and Federal agencies to
			 review and evaluate—</text>
				<paragraph id="H68BF548571734B5EA7682936CB3EC0E9"><enum>(1)</enum><text>the status of
			 industry efforts to promote online safety through educational efforts, parental
			 control technology, blocking and filtering software, age-appropriate labels for
			 content or other technologies or initiatives designed to promote a safe online
			 environment for children;</text>
				</paragraph><paragraph id="HF018BC19BE9F410B8C72241D98A7C044"><enum>(2)</enum><text>the status of
			 industry efforts to promote online safety among providers of electronic
			 communications services and remote computing services by reporting apparent
			 child pornography under <external-xref legal-doc="usc" parsable-cite="usc/42/13032">section 13032</external-xref> of title 42, United States Code;</text>
				</paragraph><paragraph id="H1023032173BA4ECB935728D4A1FA9D65"><enum>(3)</enum><text>the practices of
			 electronic communications service providers and remote computing service
			 providers related to record retention in connection with crimes against
			 children; and</text>
				</paragraph><paragraph id="H165F8273357E42F18ED528A89BE32CAB"><enum>(4)</enum><text>the development of
			 technologies to help parents shield their children from inappropriate material
			 on the Internet.</text>
				</paragraph></subsection><subsection id="H4B9AA7C95D334B5992BC449BB58464AA"><enum>(b)</enum><header>Report</header><text>Not
			 later than 1 year after the working group established under subsection (a) is
			 first convened, it shall submit a report to the Assistant Secretary and the
			 Committee on Energy and Commerce of the House of Representatives that—</text>
				<paragraph id="HB373FCB9C8664918A4743CEFF8CB172C"><enum>(1)</enum><text>describes in
			 detail its findings, including any information related to the effectiveness of
			 such strategies and technologies and any information about the prevalence
			 within industry of educational campaigns, parental control technologies,
			 blocking and filtering software, labeling, or other technologies to assist
			 parents; and</text>
				</paragraph><paragraph id="H5802DCF58DA6464F003737B340EC8F9F"><enum>(2)</enum><text>includes
			 recommendations as to what types of incentives could be used or developed to
			 increase the effectiveness and implementation of such strategies and
			 technologies.</text>
				</paragraph></subsection></section><section id="H7EB2D62A7A344A8B9BBD2B001CAA7F59"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act, the following
			 definitions shall apply:</text>
			<paragraph id="HBBCDE5236F0641A5AE42E3554DB3DA02"><enum>(1)</enum><header>Commission</header><text>The
			 term <quote>Commission</quote> means the Federal Trade Commission.</text>
			</paragraph><paragraph id="HB2D0288FA9B54F5FBA1088EF479F76FF"><enum>(2)</enum><header>Internet</header><text>The
			 term <quote>Internet</quote> means collectively the myriad of computer and
			 telecommunications facilities, including equipment and operating software,
			 which comprise the interconnected world-wide network of networks that employ
			 the Transmission Control Protocol/Internet Protocol, or any predecessor or
			 successor protocols to such protocol, to communicate information of all kinds
			 by wire or radio.</text>
			</paragraph></section><section id="H8AD883B9DA6A4198ABFFE4BF1BC1442C"><enum>7.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">For carrying
			 out the public awareness campaign under section 3, there is authorized to be
			 appropriated to the Commission $5,000,000 for fiscal year 2008, which shall
			 remain available until September 30, 2009.</text>
