		<section id="HEDB7A9A61F76450C93A1752686E3F7B7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Americans Saving Through Health
			 Research Bonds Act of 2007</short-title></quote>.</text>
		</section><section id="HA822E83B780A48BA8BE4D9E88B8104F6"><enum>2.</enum><header>Health Research
			 Bonds</header><text display-inline="no-display-inline">Section 3105 of title
			 31, United States Code, is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H0CE147A46D474A219BA6292119502B9F" style="USC">
				<subsection id="H2F01687BEEAD495F8788A1CE38C395F"><enum>(f)</enum><header>Health Research
				Bonds</header>
					<paragraph id="HD30D2B909D0F465B93716201FA57D69F"><enum>(1)</enum><header>Designation</header><text>The
				Secretary may designate one or more series of bonds or certificates (or any
				portion thereof) issued under this section with respect to each institute of
				the National Institutes of Health.</text>
					</paragraph><paragraph id="HE285840A4E674FF698443475D189A042"><enum>(2)</enum><header>Portion of
				interest to benefit named institute</header><text>Notwithstanding any other
				provision of this title, the Secretary shall—</text>
						<subparagraph id="H76D74313F45647E7B691D0AD4ECF3297"><enum>(A)</enum><text>deduct and
				withhold 10 percent of the amount of any interest payable (determined without
				regard to this paragraph) under any Health Research Bond, and</text>
						</subparagraph><subparagraph id="H417A4F007A114FDE93912CD1D5AED20"><enum>(B)</enum><text>pay any amount so
				withheld to the institute of the National Institutes of Health with respect to
				which such bond was designated for purposes of carrying out the research
				activities of such institute.</text>
						</subparagraph><continuation-text continuation-text-level="paragraph">Any amount
				paid by the Secretary under subparagraph (B) shall be treated for purposes of
				section 1305 as a payment of interest on the public debt.</continuation-text></paragraph><paragraph id="HBFB75E10464248E5AF201CFBE8528986"><enum>(3)</enum><header>Recovery of
				costs</header><text>The amount of payments made under paragraph (2)(B) shall
				be reduced by such amount as the Secretary determines is necessary to reimburse
				the Treasury for any costs incurred by the Treasury by reason of the
				designation of such bonds under this subsection. Any reduction under this
				paragraph shall not exceed 5 percent of the payment determined without regard
				to this paragraph.</text>
					</paragraph><paragraph id="HF6E41BEEB644409595F14DFE802689BA"><enum>(4)</enum><header>Disclosure</header><text>The
				Secretary shall, before selling any Health Research Bond, provide notice to the
				purchaser of such bond of the withholding requirement of paragraph (2) and of
				the rate of interest on such bond after taking into account such
				withholding.</text>
					</paragraph><paragraph id="HF02B1BE8467F43E7B4DAC7A949196114"><enum>(5)</enum><header>Promotion</header><text>The
				Secretary shall promote the availability of Health Research Bonds, including
				through programs which involve interested groups and organizations.</text>
					</paragraph><paragraph id="H64A6C5ABE5FF41969170031F8096E93D"><enum>(6)</enum><header>Health Research
				Bond</header><text>For purposes of this subsection, the term <quote>Health
				Research Bond</quote> means any bond or certificate which is designated under
				paragraph (1).</text>
					</paragraph><paragraph id="H2A6706679A6349C0AA1B2862735BB880"><enum>(7)</enum><header>Other funding
				not to be affected</header><text display-inline="yes-display-inline">The amount
				of any payment under paragraph (2)(B) shall not be taken into account in any
				decision relating to the level of appropriations or other Federal funding to be
				furnished to the National Institutes of Health in any year.</text>
					</paragraph><paragraph id="HC19619CE25D44DDEB6E5213300A5C1CC"><enum>(8)</enum><header>Termination</header><text>The
				Secretary shall not designate any bond or certificate under paragraph (1) after
				the date which is 10 years after the date of the enactment of this
				subsection.</text>
