		  Commission of the Abolition of the Transatlantic Slave Trade, and for other
		  purposes.</official-title>

		<section id="H0A4F1186B51E41E4847D30AA00B56804" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the “<short-title>200th Anniversary Commemoration Commission of the
			 Abolition of the Transatlantic Slave Trade Act of 2007</short-title>”.</text>
		</section><section id="HBD1491226056490DA986DEC3EBFAE4DB"><enum>2.</enum><header>Findings and
			 Purpose</header>
			<subsection id="H0BD3452F5D9B442982003DA19708962D"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="H60C01EFE380845089955AB704B44D35E"><enum>(1)</enum><text display-inline="yes-display-inline">On March 3, 1807, President Thomas
			 Jefferson signed into law a bill approved by Congress ‘‘An Act to prohibit the
			 importation of slaves into any port or place within the jurisdiction of the
			 United States’’ and made it unlawful ‘‘to import or bring into the United Sates
			 or territories thereof from any foreign kingdom, place or country, any negro,
			 mulatto, or person of colour, with intent to hold, sell, or dispose of such …
			 as a slave, or to be held to service or labour’’.</text>
				</paragraph><paragraph id="HEFC3296ECD3B4D6EB8C5FE2826C5CD58"><enum>(2)</enum><text display-inline="yes-display-inline">Article I, Section 9 of the United States
			 Constitution clearly spelled out that the international slave trade could not
			 be banned before 1808, and it is only on January 1, 1808, that the American Act
			 went into effect.</text>
				</paragraph><paragraph id="H95C13A4852464BB380DF3211678175D9"><enum>(3)</enum><text display-inline="yes-display-inline">An Act entitled <quote>An Act to continue
			 in force <quote>An act to protect the commerce of the United States, and punish
			 the crime of piracy,</quote> and also to make further provisions for punishing
			 the crime of piracy</quote>, enacted May 15, 1820, made it unlawful for any
			 citizen of the United States to engage <quote>in the slave trade, or … , being
			 of the crew or ship’s company of any ship … , seize any negro or mulatto … with
			 the intent to make … a slave … or forcibly bring … on board any such ship
			 … .</quote>.</text>
				</paragraph><paragraph id="HF103CD77C36149D3B6B5E5ADC150AF73"><enum>(4)</enum><text display-inline="yes-display-inline">The transatlantic slave trade was the
			 capture and procurement of Africans, mostly from West Africa, in order to bring
			 them to the United States and the colonies that became the United States, for
			 the purpose of enslavement between the sixteenth and late nineteenth
			 centuries.</text>
				</paragraph><paragraph id="H59AFC64E110D4C4380B4701BD641DAA3"><enum>(5)</enum><text display-inline="yes-display-inline">The Middle Passage was the forced migration
			 through overseas transport of millions of Africans to the Americas, many of
			 whom suffered abuses of rape and perished as a result of torture, malnutrition,
			 disease, and resistance in transit, with those who survived sold into
			 slavery.</text>
				</paragraph><paragraph id="H5894C19566F54175BBC662A1C5C1A56F"><enum>(6)</enum><text display-inline="yes-display-inline">During the transatlantic slave trade more
			 than 12,000,000 Africans were transported in bondage from their African
			 homelands to the Americas.</text>
				</paragraph><paragraph id="H1A73BE0D4BC04879A4167B41ECB9E0B7"><enum>(7)</enum><text display-inline="yes-display-inline">The thirteenth amendment to the
			 Constitution of the United States recognizes that “Neither slavery nor
			 involuntary servitude, except as a punishment for crime whereof the party shall
			 have been duly convicted, shall exist within the United States, or any place
			 subject to their jurisdiction.”.</text>
				</paragraph><paragraph id="HA050196C335146069CA835E2FC512EC3"><enum>(8)</enum><text display-inline="yes-display-inline">The slave trade and the legacy of slavery
			 continue to have a profound impact on social and economic disparity, hatred,
			 bias, racism, and discrimination, and continue to affect people of African
			 descent today.</text>
				</paragraph><paragraph id="HA531461CDC1F4FE08CF6AB74625DD931"><enum>(9)</enum><text display-inline="yes-display-inline">In 2007, the British Parliament marked the
			 200th anniversary of the abolition of the slave trade in the former British
			 Empire with plans launched by the Department for Education and Skills which
			 provided joint funding of £910,000 ($1,800,000) for the understanding slavery
			 initiative, and the Heritage Lottery Fund announced awards of over £20,000,000
			 ($40,000,000) for projects to commemorate the anniversary.</text>
				</paragraph></subsection><subsection id="HF0A4CA276F024757A8427C74C200D091"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to establish the
			 200th Anniversary Commemoration Commission of the Abolition of the
			 Transatlantic Slave Trade to—</text>
				<paragraph id="H3CEEF18B415A42F3800061DEEA57AD14"><enum>(1)</enum><text display-inline="yes-display-inline">ensure a suitable national observance of
			 the 200th anniversary of the abolition of the transatlantic slave trade by
			 sponsoring and supporting commemorative programs;</text>
				</paragraph><paragraph id="H24250FCE2A4E413EAB92DEBF6ED924F"><enum>(2)</enum><text display-inline="yes-display-inline">cooperate with and assist the programs and
			 activities throughout the United States in observance of the 200th anniversary
			 of the abolition of the transatlantic slave trade;</text>
				</paragraph><paragraph id="HD8D9BFD3C82845EDB725CE51506630A0"><enum>(3)</enum><text display-inline="yes-display-inline">assist in ensuring that the observations of
			 the 200th anniversary of the abolition of the transatlantic slave trade are
			 inclusive and appropriately recognize the experiences of all people during this
			 period in history; and</text>
				</paragraph><paragraph id="H7E38B2223844473887D1EC3DD3EF9CD5"><enum>(4)</enum><text display-inline="yes-display-inline">support and facilitate international
			 involvement in observances of the 200th anniversary of the abolition of the
			 transatlantic slave trade act.</text>
				</paragraph></subsection></section><section id="H60FB60D76E5D47AF8E1E95A8E5F5D27E"><enum>3.</enum><header>Establishment</header><text display-inline="no-display-inline">There is established a commission to be
			 known as the “Transatlantic Slave Trade 200th Anniversary Commission” (referred
			 to in this Act as the “Commission”).</text>
		</section><section id="HA6FAC884586C402BBB1C57EDF07E4910"><enum>4.</enum><header>THE TRANSATLANTIC
			 SLAVE TRADE 200th ANNIVERSARY COMMISSION</header>
			<subsection id="H6E6328F5FE984EACB3658827FEC821F5"><enum>(a)</enum><header>Membership</header>
				<paragraph id="H2F7F10A252EF4F74A224BDCE882BB3BC"><enum>(1)</enum><header>In
			 general</header><text>The Commission shall be composed of 9 members, of
			 whom—</text>
					<subparagraph id="H6772D1D1905240A1B6A04C5E62A5A233"><enum>(A)</enum><text display-inline="yes-display-inline">4 shall be appointed by the Speaker of the
			 House of Representatives;</text>
					</subparagraph><subparagraph id="H62B555C6F8D442EFA703C1C30997F376"><enum>(B)</enum><text>3 shall be
			 appointed by the majority leader of the Senate;</text>
					</subparagraph><subparagraph id="H6F6AF9F561ED4689BED3DAE081BB5CF5"><enum>(C)</enum><text>1 shall be
			 appointed by the minority leader of the House of Representatives; and</text>
					</subparagraph><subparagraph id="HD9B8AB9D0AA14CEA9932AC5D082E5659"><enum>(D)</enum><text display-inline="yes-display-inline">1 shall be appointed by the minority leader
			 of the Senate.</text>
					</subparagraph></paragraph><paragraph id="H8EB1A868FD1D4A6FBDA53567E00BB7"><enum>(2)</enum><header>Qualifications</header><text display-inline="yes-display-inline">Members of the Commission shall be
			 individuals with demonstrated expertise or experience in the study and program
			 facilitation on the transatlantic slave trade and the institution of slavery as
			 it relates to the United States, or both.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="H5E6FC3F2B4A34C26804F957B7B31BC31"><enum>(3)</enum><header>Term;
			 Vacancies</header>
					<subparagraph id="HD956BCDF620E4B7F937CEDE84995B5B4"><enum>(A)</enum><header>Term</header><text display-inline="yes-display-inline">A member of the Commission shall be
			 appointed for the life of the Commission.</text>
					</subparagraph><subparagraph id="HFA14A56DA56A475D962B4284FD755151"><enum>(B)</enum><header>Vacancies</header>
						<clause id="H2FE88F70B483483BB365EDD6CA6C2ED1"><enum>(i)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A vacancy on the
			 Commission shall be filled in the same manner in which the original appointment
			 was made.</text>
						</clause><clause id="H68F0E0E41D044F2C8725B059298E7DA"><enum>(ii)</enum><header>Partial
			 term</header><text display-inline="yes-display-inline">A member appointed to
			 fill a vacancy on the Commission shall serve for the remainder of the term for
			 which the predecessor of the member was appointed.</text>
						</clause></subparagraph></paragraph><paragraph id="HC5400D607BA44EBEAFBAE454C100A21"><enum>(4)</enum><header>Meetings</header>
					<subparagraph id="HB461DE175DB84ED8AE4C0800E476AC31"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Commission shall
			 meet—</text>
						<clause id="HA56CA783CA9C48F8B51839BC9B6D56D"><enum>(i)</enum><text display-inline="yes-display-inline">as many times as necessary; or</text>
						</clause><clause id="H3C3FAA5E6F124EC194C105604E12DD7"><enum>(ii)</enum><text display-inline="yes-display-inline">at the call of the Chairperson or the
			 majority of the members of the Commission.</text>
						</clause></subparagraph><subparagraph id="H6B631F784FA9496F9F30FE00203E5474"><enum>(B)</enum><header>Initial
			 meeting</header><text display-inline="yes-display-inline">Not later than 30
			 days after the date on which all members of the Commission have been appointed,
			 the Commission shall hold its initial meeting.</text>
					</subparagraph><subparagraph id="HC345123EC89C4436B01706994CAB8440"><enum>(C)</enum><header>Appointment of
			 Chairperson and executive director</header><text display-inline="yes-display-inline">Not later than 60 days after the date on
			 which all members of the Commission have been appointed, the Commission
			 shall—</text>
						<clause id="H2BC23235DC784346B494E57C90BA1429"><enum>(i)</enum><text>designate 1 of the
			 members as Chairperson; and</text>
						</clause><clause id="H27F5E32FD2EC410EBE10BD5D55497DB7"><enum>(ii)</enum><text>select an
			 executive director as described under subsection (d)(2).</text>
						</clause></subparagraph></paragraph><paragraph id="HB683291DC88A4D6AA1133075332E21E3"><enum>(5)</enum><header>Voting</header>
					<subparagraph id="H192F159EF540421092DF2A08529968C"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Commission shall
			 act only on an affirmative vote of a majority of the members of the
			 Commission.</text>
					</subparagraph><subparagraph id="H49E04F62AB16470E8B3DA84F08C47CBA"><enum>(B)</enum><header>Quorum</header><text display-inline="yes-display-inline">A majority of the members of the Commission
			 shall constitute a quorum for conducting business but fewer members may meet or
			 hold hearings.</text>
					</subparagraph></paragraph></subsection><subsection id="HAFE2E8419EA94BF39CD778C95F8EA8AF"><enum>(b)</enum><header>Duties</header>
				<paragraph id="H0B0B0AC7DAE14FCD901FBE019FCF6B49"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Commission
			 shall—</text>
					<subparagraph id="H4B228485DDE14B529F0000C100DD51B5"><enum>(A)</enum><text display-inline="yes-display-inline">plan, develop, and execute programs and
			 activities appropriate to commemorate the 200th anniversary of the abolition of
			 the transatlantic slave trade;</text>
					</subparagraph><subparagraph id="H7819DA9C75A347258CBD27B84CBECB33"><enum>(B)</enum><text display-inline="yes-display-inline">facilitate commemoration-related activities
			 throughout the United States;</text>
					</subparagraph><subparagraph id="HE406F34278984B88A25EAC037647603B"><enum>(C)</enum><text display-inline="yes-display-inline">encourage civic, historical, educational,
			 religious, economic, and other organizations, as well as State and local
			 governments, throughout the United States to organize and participate in
			 anniversary activities to expand the understanding and appreciation of the
			 significance of the transatlantic slave trade and the institution of slavery
			 particularly as it relates to the United States, or both;</text>
					</subparagraph><subparagraph id="H059A64D636054A59835EBBCDAA7EF3EF"><enum>(D)</enum><text display-inline="yes-display-inline">coordinate and facilitate for the public
			 scholarly research on, publication about, and interpretation of, the
			 transatlantic slave trade and the institution of slavery particularly as it
			 relates to the United States, or both;</text>
					</subparagraph><subparagraph id="H4BB815478C084DBD91C028511FEFF00"><enum>(E)</enum><text display-inline="yes-display-inline">assist in the development of appropriate
			 programs and facilities to ensure that the 200th anniversary of the abolition
			 of the transatlantic slave trade provides a lasting legacy and long-term public
			 benefit;</text>
					</subparagraph><subparagraph id="H935F174C25CD493B9272434D0415FAD8"><enum>(F)</enum><text display-inline="yes-display-inline">support and facilitate marketing efforts
			 for the issuance of a commemorative coin, postage stamp, and related activities
			 for observances;</text>
					</subparagraph><subparagraph id="H39ECCF47C61B42DA9CDB1F5BECB1A6B3"><enum>(G)</enum><text display-inline="yes-display-inline">facilitate the convening of a joint meeting
			 or joint session of the Congress for ceremonies and activities relating to the
			 transatlantic slave trade and the institution of slavery particularly as it
			 relates to the United States, or both;</text>
					</subparagraph><subparagraph id="H13006E7FB1A5470C94A2FEE8F7C0F198"><enum>(H)</enum><text display-inline="yes-display-inline">promote the sponsorship of conferences,
			 exhibitions, or public meetings concerning the transatlantic slave trade and
			 the institution of slavery particularly as it relates to the United States, or
			 both;</text>
					</subparagraph><subparagraph id="HD13FFF3AC0364ADF899841865FE4F52C"><enum>(I)</enum><text display-inline="yes-display-inline">coordinate and facilitate the sponsorship
			 of high school and collegiate essay contests concerning the transatlantic slave
			 trade and the institution of slavery particularly as it relates to the United
			 States, or both;</text>
					</subparagraph><subparagraph id="H81E973CCBDFF4B44852F1544E2B601B"><enum>(J)</enum><text>examine reports of
			 modern-day slavery and human trafficking to raise the public’s awareness of
			 these matters and ensure such atrocities do not go unnoticed by the people of
			 the United States.</text>
					</subparagraph></paragraph><paragraph id="H737BA96B38E24B8AAAE31B1D9FFB6CE9"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 11 months after the date of
			 the enactment of this Act, the Commission shall submit to the Congress a report
			 containing a summary of the activities of the Commission.</text>
				</paragraph></subsection><subsection id="H915C67CE7B614DCEBF726771CBA9D618"><enum>(c)</enum><header>Powers of the
			 commission</header><text display-inline="yes-display-inline">The Commission
			 may—</text>
				<paragraph id="HCEACE9B0B978442FA4BAFA9C9FC8900"><enum>(1)</enum><text display-inline="yes-display-inline">recommend to the Congress the activities
			 that the Commission considers most fitting and proper to commemorate the
			 anniversary of the abolition of the transatlantic slave trade and the entity in
			 the Federal Government that the Commission considers most appropriate to carry
			 out such activities;</text>
				</paragraph><paragraph id="HE1309E707A7448DCA3CB0010EEC7E205"><enum>(2)</enum><text display-inline="yes-display-inline">accept donations and gifts, and make
			 dispersions of money, personal services, and real and personal property related
			 to the transatlantic slave trade, the institution of slavery, and the
			 significance of slavery to the history of the United States;</text>
				</paragraph><paragraph id="H22533AEB39D442DD934C3DDDBBFA200"><enum>(3)</enum><text display-inline="yes-display-inline">appoint such advisory committees as the
			 Commission determines necessary to carry out this Act;</text>
				</paragraph><paragraph id="HE5726409CF884A61B3B2B004022719B2"><enum>(4)</enum><text display-inline="yes-display-inline">authorize any member or employee of the
			 Commission to take any action that the Commission is authorized to take under
			 this Act;</text>
				</paragraph><paragraph id="H06000AA6CF054B46BB09A3B766BC15F"><enum>(5)</enum><text display-inline="yes-display-inline">procure supplies, services, and property,
			 and make or enter into contracts, leases, or other legal agreements, to carry
			 out this Act (except that any contracts, leases, or other legal agreements made
			 or entered into by the Commission shall not extend beyond the date of the
			 termination of the Commission); and</text>
				</paragraph><paragraph id="HA1253B136A0F44F08F001600D2784602"><enum>(6)</enum><text display-inline="yes-display-inline">use the United States mails in the same
			 manner and under the same conditions as other Federal agencies;</text>
				</paragraph></subsection><subsection id="H1A48F58E9FFB4EB9A9181373764C5DF8"><enum>(d)</enum><header>Personnel
			 matters</header>
				<paragraph id="H3FC103BB8B8544E4AD200000BA009FC0"><enum>(1)</enum><header>Compensation of
			 members of the Commission</header>
					<subparagraph id="HD5CCFC5A41104BE5A785E8C3109015FA"><enum>(A)</enum><header>Basic
			 pay</header><text display-inline="yes-display-inline">Members of the Commission
			 shall not receive compensation for the performance of their duties on behalf of
			 the Commission.</text>
					</subparagraph><subparagraph id="H71E8C0D4AC5C429490EF92B2B200005E"><enum>(B)</enum><header>Travel
			 expenses</header><text display-inline="yes-display-inline">A member of the
			 Commission shall be allowed travel expenses, including per diem in lieu of
			 subsistence, at rates authorized for an employee of an agency under subchapter
			 I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or
			 regular place of business in the performance of the duties on behalf of the
			 Commission.</text>
					</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HE9FF875AB66C4276A5F8DA7204001FB7"><enum>(2)</enum><header>Staff</header>
					<subparagraph id="H665B31037A37495CA2E8CD8EF4BB8EAC"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Chairperson of
			 the Commission may, without regard to the civil service laws (including
			 regulations), appoint and terminate an executive director and such other
			 additional personnel as are necessary to enable the Commission to perform its
			 duties.</text>
					</subparagraph><subparagraph id="HE48CD2832A944CF2B34C003DBDBC2D08"><enum>(B)</enum><header>Executive
			 director</header>
						<clause id="H0F610FD22D4B479C9E30F3CFB6A976FA"><enum>(i)</enum><header>Qualifications</header><text display-inline="yes-display-inline">The Chairperson shall appoint an executive
			 director with demonstrated expertise or experience in the study and program
			 facilitation on the transatlantic slave trade and the institution of slavery
			 particularly as it relates to the United States, or both.</text>
						</clause><clause id="HD4BD6ABCDE0B4701ABD700287DED8296"><enum>(ii)</enum><header>Confirmation</header><text>The
			 employment of an executive director shall be subject to confirmation by the
			 members of the Commission.</text>
						</clause></subparagraph><subparagraph id="H627DD30EDA3F4E0AA6541ECEF78571C1"><enum>(C)</enum><header>Compensation</header><text display-inline="yes-display-inline">The Chairperson of the Commission may fix
			 the compensation of the executive director and other personnel without regard
			 to the provision of chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5,
			 United States Code, relating to classification of positions and General
			 Schedule pay rates, except that the rate of pay for the executive director and
			 other personnel may not exceed the rate payable for level V of the Executive
			 Schedule under section 5316 of such title.</text>
					</subparagraph><subparagraph id="H4073BBD159D14DC2A1DCB12D46B9795"><enum>(D)</enum><header>Volunteer and
			 uncompensated services</header><text display-inline="yes-display-inline">Notwithstanding <external-xref legal-doc="usc" parsable-cite="usc/31/1342">section 1342</external-xref> of title 31,
			 United States Code, the Commission may accept and use voluntary and
			 uncompensated services as the Commission determines necessary.</text>
					</subparagraph></paragraph></subsection><subsection id="HEAF8962632B94363845214CAC7546BA3"><enum>(e)</enum><header>Procurement of
			 temporary and intermittent services</header><text display-inline="yes-display-inline">The Chairperson of the Commission may
			 procure temporary and intermittent services in accordance with section 3109(b)
			 of title 5, United States Code, at rates for individuals that do not exceed the
			 daily equivalent of the annual rate of basic pay prescribed for level V of the
			 Executive Schedule under section 5316 of that title.</text>
			</subsection><subsection id="HA149D592746B436295D8BD5738DA3170"><enum>(f)</enum><header>Non-applicability
			 of FACA</header><text display-inline="yes-display-inline">Section 14(b) of the
			 Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the
			 Commission.</text>
			</subsection></section><section id="HB600989FE5C142C2B52613B6C9D5CE08"><enum>5.</enum><header>Termination</header>
			<subsection id="HFD0F491C3E274107BA589919CA083373"><enum>(a)</enum><header>Date of
			 termination</header><text display-inline="yes-display-inline">The Commission
			 shall terminate on December 31, 2009.</text>
			</subsection><subsection id="H8C8C8CDEE2A043860090DC461FFBC713"><enum>(b)</enum><header>Final
			 Report</header><text display-inline="yes-display-inline">Upon termination, the
			 Commission shall submit to the Congress a report containing—</text>
				<paragraph id="HA4BCC3180E954116BF23A339CA043FF5"><enum>(1)</enum><text>a
			 detailed statement of the activities of the Commission; and</text>
				</paragraph><paragraph id="H6FFBE6030DCC4DBC95A6C903A7EC6475"><enum>(2)</enum><text>a
			 final accounting of the funds received and expended by the Commission.</text>
				</paragraph></subsection></section><section id="H4866537CC58B4211BBA29D810994645F"><enum>6.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as may be necessary to carry out this
