		<official-title>To amend the Truth in Lending Act to prohibit universal
		  defaults on credit card accounts and to require minimum payment disclosures for
		  accounts under an open end consumer credit plan, and for other
		  purposes.</official-title>

		<section display-inline="no-display-inline" id="H06B0F631D79046D49828A53510D07C11" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Credit
			 Protection Act of 2007</quote> .</text>
		</section><section display-inline="no-display-inline" id="H9664F534FF1C4E7DAB01ED8546EBFD06"><enum>2.</enum><header>Prohibit
			 universal defaults on credit card accounts</header><text display-inline="no-display-inline">Section 127 of the Truth in Lending Act (15
			 U.S.C. 1637) is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HC2B3F18ACDC84378AF9C1FAA30D377B7" style="OLC">
				<subsection id="H15D1957A535643A7A3EF7EAAD0D41453"><enum>(i)</enum><header>Universal
				defaults prohibited</header><text>No creditor may use any adverse information
				concerning any consumer, including any information in any consumer report (as
				defined in section 603) or any change in the credit score of the consumer, as
				the basis for increasing any annual percentage rate of interest or introductory
				annual percentage rate of interest applicable to a credit card account of the
				consumer under an open end consumer credit plan for reasons other than actions
				or omissions of the consumer that are directly related to such
				account.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HFB9A0EF5D3CC4CC78C6B16A8DD7B75C3"><enum>3.</enum><header>Minimum payment
			 disclosures</header>
			<subsection id="H888A527074364AD7BC4310DCB0908BA6"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 127(b) of the
			 Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1637">15 U.S.C. 1637(b)</external-xref>) is amended by adding at the end the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H923F57EF3BB94E689470C2628EE8487B" style="OLC">
					<paragraph id="H9B786F08ECEB42F987477BF521E88C17"><enum>(13)</enum><header>Minimum payment
				disclosures</header><text>Any other repayment information the Board determines
				to be appropriate, including the following:</text>
						<subparagraph id="H299C23C53BD34015A07C96B032D1D648"><enum>(A)</enum><text display-inline="yes-display-inline">The required minimum monthly payment on the
				outstanding balance in the account at the end of the period, represented as
				both a dollar amount and as a percentage of the outstanding balance.</text>
						</subparagraph><subparagraph id="H805FC0505F984F47A453CC4816C240AC"><enum>(B)</enum><text display-inline="yes-display-inline">The number of months that it would take to
				pay the entire amount of the current outstanding balance at the current
				applicable annual percentage rate if only the required minimum monthly payment
				is paid and no further charges are made.</text>
						</subparagraph><subparagraph id="HFE3AB953711648D08450F5EEA00057B"><enum>(C)</enum><text>The total cost to
				the consumer to pay the remaining balance at the current applicable annual
				percentage rate if only the required minimum monthly payment is paid and no
				further charges are
				made.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC5A71457B91545D39779FB8D2123ED04"><enum>(b)</enum><header>Format for
			 disclosures</header><text>Section 122 of the Truth in Lending Act (15 U.S.C.
			 1632) is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H8A2AFA6A6BBC406A820345945482C75" style="OLC">
					<subsection id="HA9A92B6C126C462994F8C9116D1C1719"><enum>(d)</enum><header>Tabular format
				required for certain disclosures under section
				127<enum-in-header>(b)(13)</enum-in-header></header><text>The information
				required to be included in a periodic statement under section 127(b)(13)
				shall—</text>
						<paragraph id="H782503D45FBA45C99FB1A866CFD0D900"><enum>(1)</enum><text>be disclosed in a
				tabular format in the form and manner which the Board shall prescribe by
				regulations;</text>
						</paragraph><paragraph id="H3044D3008D344A76AF5FE227D1CBA17C"><enum>(2)</enum><text>appear in at least
				10-point type; and</text>
						</paragraph><paragraph id="H89CBCE84EB7340258B3B02353B120202"><enum>(3)</enum><text>be placed in a
				conspicuous and prominent location on the first page of the
				statement.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
