		<official-title>To enhance the management and disposal of spent nuclear
		  fuel and high-level radioactive waste and to ensure the expansion of clean
		  nuclear power in the United States to reduce greenhouse gas emissions and
		  enhance our domestic energy security.</official-title>

		<section id="HEF6F72160485497C8DAAD520C27399D0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Renewing Our Commitment to Safe and
			 Clean Power Act</short-title></quote>.</text>
		</section><section id="H9FDE29084C1A44FFB2003E7249ABA703"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act:</text>
			<paragraph id="H442454143676443CBE8CBEDBEBF59512"><enum>(1)</enum><text display-inline="yes-display-inline"><quote>Commission</quote>;</text>
			</paragraph><paragraph id="H4E606D21263C4BC9BBBA02559C03D75E"><enum>(2)</enum><text><quote>disposal</quote>;</text>
			</paragraph><paragraph id="H12309F453C564909B3E52574001500B8"><enum>(3)</enum><text><quote>high-level
			 radioactive waste</quote>;</text>
			</paragraph><paragraph id="HE1E70F73D76B481791E37E9D60180367"><enum>(4)</enum><text><quote>repository</quote>;</text>
			</paragraph><paragraph id="HB4C36C081B1747BAAE66004365E3281C"><enum>(5)</enum><text><quote>Secretary</quote>;
			 and</text>
			</paragraph><paragraph id="H9D08322FBDC143E000AB5B1D4E2FE6CF"><enum>(6)</enum><text><quote>spent
			 nuclear fuel</quote></text>
			</paragraph><continuation-text continuation-text-level="section" indent="flush-left">have the meaning given those terms in section 2 of
			 the Nuclear Waste Policy Act of 1982 (<external-xref legal-doc="usc" parsable-cite="usc/42/10101">42 U.S.C. 10101</external-xref>).</continuation-text></section><section id="HFA8AA4793E1745C88B51D5CAED444F5C"><enum>3.</enum><header>Nuclear
			 wastefund</header>
			<subsection id="HC618949CF1F940C78007A6FE314BDE8"><enum>(a)</enum><header>Crediting
			 fees</header><text>Beginning on October 1, 2007, and continuing through the end
			 of the fiscal year when construction is complete for surface facilities for the
			 fully operational repository as described in the license application and for
			 the Nevada rail line, fees collected by the Secretary and deposited in the
			 Nuclear Waste Fund under the Nuclear Waste Policy Act of 1982 (42 U.S.C. 10101
			 et seq.) shall be credited to the Nuclear Waste Fund as discretionary
			 offsetting collections each year in amounts not to exceed the amounts
			 appropriated from the Nuclear Waste Fund for that year.</text>
			</subsection><subsection id="H25843D8A61D442DABD47A952004EB84B"><enum>(b)</enum><header>Fund
			 uses</header><text>Section 302(d)(4) of the Nuclear Waste Policy Act of 1982
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/10222">42 U.S.C. 10222(d)(4)</external-xref>) is amended by inserting <quote>infrastructure
			 activities that the Secretary deems are necessary or appropriate to support
			 construction or operation of a repository at the Yucca Mountain site or
			 transportation to such site of spent nuclear fuel and high-level radioactive
			 waste, and</quote> after <quote>with</quote>.</text>
			</subsection></section><section id="HA7DBB11A6DFF4826B154AF44C3686441"><enum>4.</enum><header>Waste
			 confidence</header><text display-inline="no-display-inline">Notwithstanding any
			 other law, in deciding whether to permit the construction or operation of a
			 nuclear reactor or any related facilities, the Commission shall deem, without
			 further consideration, that sufficient capacity will be available in a timely
			 manner to dispose of the spent nuclear fuel and high-level radioactive waste
			 resulting from the operation of the reactor and any related facilities.</text>
