		<official-title>To provide grants to units of local government and States
		  to hire personnel to monitor the activities of sex offenders.</official-title>

		<section display-inline="no-display-inline" id="H4775BFAF219747A4BA9B1B62CF5FD276" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Cops for Kids
			 Act</short-title></quote>.</text>
		</section><section id="H9EB39CAC36504683A6EFDDA70000FDBE"><enum>2.</enum><header>Grant
			 Program</header>
			<subsection id="H717F38F76E0B4CDCBBFD87C51C7E99D8"><enum>(a)</enum><header>In
			 General</header><text>The Attorney General may make grants to States and units
			 of local government to develop programs to hire personnel to monitor the
			 activities of sex offenders in the community.</text>
			</subsection><subsection id="H8B1B6E2D8B7D4923B985B365E13C7CF"><enum>(b)</enum><header>Priority</header><text>In
			 awarding a grant under this Act, the Attorney General shall give priority to a
			 unit of local government or State with the greatest need as determined by the
			 number of sex offenders in such unit of local government or State.</text>
			</subsection><subsection id="HB6023F527E5246EB865C321B6BC483AA"><enum>(c)</enum><header>Matching
			 funds</header><text>To be eligible to receive a grant under this Act, A State
			 or unit of local government shall contribute not less than 50 percent of the
			 costs of developing a sex offender monitoring program, including hiring
			 personnel and providing training.</text>
			</subsection></section><section id="H12380FC3B5D54547BD029310A6C40972"><enum>3.</enum><header>Uses of
			 funds</header><text display-inline="no-display-inline">A grant awarded under
			 this Act may be used to develop a monitoring program of sex offenders,
			 including—</text>
			<paragraph id="H0510605C74094CFD95CFD4F996E86B99"><enum>(1)</enum><text>hiring personnel;</text>
			</paragraph><paragraph id="H59E3AAFB00234F7F8323003DE2A01792"><enum>(2)</enum><text>developing
			 training programs for such personnel; and</text>
			</paragraph><paragraph id="HCD516775D04C4BD2957294CF5795D900"><enum>(3)</enum><text>purchasing
			 equipment for the program.</text>
			</paragraph></section><section id="HD737DC2AE76D48849944F8BD01D3D74F"><enum>4.</enum><header>Definition</header><text display-inline="no-display-inline">For purposes of this Act—</text>
			<paragraph id="H6BF90F0063B54565A43EDD77DE20F76"><enum>(1)</enum><text>the term <quote>sex
			 offender</quote> means an individual required by law to register as a sex
			 offender;</text>
			</paragraph><paragraph id="H76B4CC27D1DD4B5A004F3BAC92C400A9"><enum>(2)</enum><text>the term
			 <quote>State</quote> means each of the fifty States, the District of Columbia,
			 Puerto Rico, the United States Virgin Islands, the Commonwealth of the Northern
			 Mariana Islands, Guam, and American Samoa; and</text>
			</paragraph><paragraph id="HA883767249404EF086C4F4F7F33F68FF"><enum>(3)</enum><text>the term
			 <quote>unit of local government</quote> means any city, county, township, town,
			 borough, parish, village, or other general purpose political subdivision of a
			 State.</text>
			</paragraph></section><section id="H00A1CF29B19C4CB8BB8E56D100AC9E29"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated $50,000,000 for each of fiscal years 2008 through
			 2013 to carry out this Act.</text>
