		<official-title display="yes">To amend title 38, United States Code, to
		  direct the Secretary of Veterans Affairs to develop and implement a
		  comprehensive program designed to reduce the incidence of suicide among
		  veterans.</official-title>

		<section display-inline="no-display-inline" id="H1EDCC8536C094974AB367496CDDD9DAE" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Joshua Omvig Veterans Suicide
			 Prevention Act</short-title></quote>.</text>
		</section><section id="HACC083C9D6FE46CFB692B8DA098B05AB"><enum>2.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that—</text>
			<paragraph id="H5D2B55C939734BC7AA65EE061203BAC0"><enum>(1)</enum><text>suicide among
			 veterans suffering from post-traumatic stress disorder (in this section
			 referred to as <quote>PTSD</quote>) is a serious problem; and</text>
			</paragraph><paragraph id="HBF15CE2B3B2E4968872B408777C8A51B"><enum>(2)</enum><text>the Secretary of
			 Veterans Affairs should take into consideration the special needs of veterans
			 suffering from PTSD and the special needs of elderly veterans who are at high
			 risk for depression and experience high rates of suicide in developing and
			 implementing the comprehensive program under this Act.</text>
			</paragraph></section><section display-inline="no-display-inline" id="H68A0CB05C52148B8BD469DD567F37E91" section-type="subsequent-section"><enum>3.</enum><header>Comprehensive program
			 for suicide prevention among veterans</header>
			<subsection id="HDFEDCB636BC34CAAAE93590064EEA53B"><enum>(a)</enum><header>In
			 general</header>
				<paragraph display-inline="no-display-inline" id="HC60E7F499221424789FF44DA3EE6C3F9"><enum>(1)</enum><header>Comprehensive
			 program for suicide prevention among veterans</header><text>Chapter
			 17 of title 38, United States Code, is amended by adding at the
			 end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H3A69DA6B971548C4A6EAF10990321CD" style="USC">
						<section id="H8D529E463472440A8FE0D951A8C9681"><enum>1720F.
				</enum><header>Comprehensive program for suicide prevention among
				veterans</header>
							<subsection id="HD18C44899B8146B7B5E970E6868007D6"><enum>(a)</enum><header>Establishment</header><text>The
				Secretary shall develop and carry out a comprehensive program designed to
				reduce the incidence of suicide among veterans incorporating the components
				described in this section.</text>
							</subsection><subsection id="HFED483C4BA764C68A587A2FB53F729EF"><enum>(b)</enum><header>Staff
				education</header><text>In carrying out the comprehensive program under this
				section, the Secretary shall provide for mandatory training for appropriate
				staff and contractors (including all medical personnel) of the Department who
				interact with veterans. This training shall cover information appropriate to
				the duties being performed by such staff and contractors. The training shall
				include information on—</text>
								<paragraph id="H93ACBA609DAC44FF96FF578455DC88EF"><enum>(1)</enum><text>recognizing risk
				factors for suicide;</text>
								</paragraph><paragraph id="H6EB10D1372B445D699E55FFAAA2B94D2"><enum>(2)</enum><text>proper protocols
				for responding to crisis situations involving veterans who may be at high risk
				for suicide; and</text>
								</paragraph><paragraph id="H8B699C797DCB4EA280F97E9EA21E9200"><enum>(3)</enum><text>best practices for
				suicide prevention.</text>
								</paragraph></subsection><subsection id="HFFF184442D70401AAFE115B200DCE71D"><enum>(c)</enum><header>Screening of
				veterans receiving medical care</header><text display-inline="yes-display-inline">In carrying out the comprehensive program,
				the Secretary shall provide for screening of veterans who receive medical care
				at a Department medical facility (including a center established under section
				1712A of this title) for risk factors for suicide.</text>
							</subsection><subsection id="HA12ED4E2497A49D3A420B412B1927792"><enum>(d)</enum><header>Tracking of
				veterans</header><text>In carrying out the comprehensive program, the Secretary
				shall provide for appropriate tracking of veterans.</text>
							</subsection><subsection id="HE70395EC0B23433681A8B486BEAFC07E"><enum>(e)</enum><header>Counseling and
				treatment of veterans</header><text>In carrying out the comprehensive program,
				the Secretary shall provide for referral of veterans at risk for suicide for
				appropriate counseling and treatment.</text>
							</subsection><subsection id="H9EC4AE3CBEE446CDB87FDB777302C0D9"><enum>(f)</enum><header>Designation of
				suicide prevention counselors</header><text>In carrying out the comprehensive
				program, the Secretary shall designate a suicide prevention counselor at each
				Department medical facility other than centers established under section 1712A
				of this title. Each counselor shall work with local emergency rooms, police
				departments, mental health organizations, and veterans service organizations to
				engage in outreach to veterans and improve the coordination of mental health
				care to veterans.</text>
							</subsection><subsection id="H60ADE58EB95F4293B73CA4D3B800FC20"><enum>(g)</enum><header>Best practices
				research</header><text>In carrying out the comprehensive program, the Secretary
				shall provide for research on best practices for suicide prevention among
				veterans. Research shall be conducted under this subsection in consultation
				with the heads of the following entities:</text>
								<paragraph id="HB55154D55AE346FEAF7B93FBAC29EC98"><enum>(1)</enum><text>The Department of
				Health and Human Services.</text>
								</paragraph><paragraph id="HD1C75CE388CB4CB281669E9024E68C39"><enum>(2)</enum><text>The National
				Institute of Mental Health.</text>
								</paragraph><paragraph id="HA25EE0B6226047A7A3C7DB1470C394D7"><enum>(3)</enum><text>The Substance
				Abuse and Mental Health Services Administration.</text>
								</paragraph><paragraph id="H1A5A0E811BB940D698651F9C54B24615"><enum>(4)</enum><text>The Centers for
				Disease Control and Prevention.</text>
								</paragraph></subsection><subsection id="H47FB35C145594DACAB885CAADFC3C5B0"><enum>(h)</enum><header>Sexual trauma
				research</header><text>In carrying out the comprehensive program, the Secretary
				shall provide for research on mental health care for veterans who have
				experienced sexual trauma while in military service. The research design shall
				include consideration of veterans of a reserve component.</text>
							</subsection><subsection id="H85F5C3364CD3409BA2D3596E54C747C5"><enum>(i)</enum><header>24-hour mental
				health care</header><text>In carrying out the comprehensive program, the
				Secretary shall provide for mental health care availability to veterans on a
				24-hour basis.</text>
							</subsection><subsection id="HC5C3C052219247178027ADADF7F839AE"><enum>(j)</enum><header>Hotline</header><text>In
				carrying out the comprehensive program, the Secretary may provide for a
				toll-free hotline for veterans to be staffed by appropriately trained mental
				health personnel and available at all times.</text>
							</subsection><subsection id="H2A68F7E164E746F7B4A48C11E771D802"><enum>(k)</enum><header>Outreach and
				education for veterans and families</header><text>In carrying out the
				comprehensive program, the Secretary shall provide for outreach to and
				education for veterans and the families of veterans, with special emphasis on
				providing information to veterans of Operation Iraqi Freedom and Operation
				Enduring Freedom and the families of such veterans. Education to promote mental
				health shall include information designed to—</text>
								<paragraph id="H0DF8F7ED28924545A44968F3D8A0EE2"><enum>(1)</enum><text>remove the stigma
				associated with mental illness;</text>
								</paragraph><paragraph id="H4D975DA6D7664D8CBE2691C67E5D0033"><enum>(2)</enum><text>encourage veterans
				to seek treatment and assistance for mental illness;</text>
								</paragraph><paragraph id="H192372EB9F5A443CBF5D00D9AC08332"><enum>(3)</enum><text>promote skills for
				coping with mental illness; and</text>
								</paragraph><paragraph id="HB5A14E4B3E4F4B7482D2E528BC7DDFBF"><enum>(4)</enum><text>help families of
				veterans with—</text>
									<subparagraph id="HA8122F6D53A140C4B61E5DA5F095D5C"><enum>(A)</enum><text>understanding
				issues arising from the readjustment of veterans to civilian life;</text>
									</subparagraph><subparagraph id="H584E22E573F041E89FC4DE3634282CA8"><enum>(B)</enum><text>identifying signs
				and symptoms of mental illness; and</text>
									</subparagraph><subparagraph id="HCA05DDCCD31840638403CC89003FDAFF"><enum>(C)</enum><text>encouraging
				veterans to seek assistance for mental illness.</text>
									</subparagraph></paragraph></subsection><subsection id="H2DE5762EAD29478586568D38C62D38D"><enum>(l)</enum><header>Peer support
				counseling program</header><paragraph commented="no" display-inline="yes-display-inline" id="HF80F6C6B1B3E4CB98BFD31DF19C9790"><enum>(1)</enum><text>In carrying out the
				comprehensive program, the Secretary shall establish and carry out a peer
				support counseling program, under which veterans shall be permitted to
				volunteer as peer counselors—</text>
									<subparagraph id="HB3B80EE43D37450D8662D164D18004E8"><enum>(A)</enum><text>to assist other
				veterans with issues related to mental health and readjustment; and</text>
									</subparagraph><subparagraph id="H5BEF1750DE6940D98D31E2FFE501B963"><enum>(B)</enum><text>to conduct
				outreach to veterans and the families of veterans.</text>
									</subparagraph></paragraph><paragraph id="H4DD33F30038948E197DE559CA1BA0077" indent="up1"><enum>(2)</enum><text>In carrying out the peer support
				counseling program under this subsection, the Secretary shall provide adequate
				training for peer counselors.</text>
								</paragraph></subsection><subsection id="HB9B3A2AFF1B441CCB17EBDF831E9BFF0"><enum>(m)</enum><header>Other
				components</header><text>In carrying out the comprehensive program, the
				Secretary may provide for other actions to reduce the incidence of suicide
				among veterans that the Secretary deems
				appropriate.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H1B232970B0154EE6AB3C7346037BBDCE"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end the following new item:</text>

							<toc-entry level="section">1720F. Comprehensive program for suicide

						</toc>
						<after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H8153B7B95162472B934F3144844DE85D"><enum>(b)</enum><header>Report to
			 Congress</header>
				<paragraph id="HD16FEDDC3BB345E1BC6035FD24C43BFF"><enum>(1)</enum><header>Report
			 required</header><text>Not later than 90 days after the date of the enactment
			 of this Act, the Secretary of Veterans Affairs shall submit to Congress a
			 report on the comprehensive program under
			 section
			 1720A of title 38, United States Code, as added by subsection
			 (a).</text>
				</paragraph><paragraph id="H6F860E8E64D5479A9B6644A00F0ED21"><enum>(2)</enum><header>Contents of
			 report</header><text>The report shall contain the following:</text>
					<subparagraph id="H80CAA3DA9A72487295D25311E5D084D"><enum>(A)</enum><text>Information on the
			 status of the implementation of such program.</text>
					</subparagraph><subparagraph id="H39A26EA08FC14CFBBBE96C8DF8804086"><enum>(B)</enum><text>Information on the
			 time line and costs for complete implementation of the program within two
			 years.</text>
					</subparagraph><subparagraph id="H6F6DC7E8F86846E58500127563C17648"><enum>(C)</enum><text>A plan for
			 additional programs and activities designed to reduce the occurrence of suicide
			 among veterans.</text>
					</subparagraph><subparagraph id="HD65A3C8F45AA410E9603CE2704EA61E6"><enum>(D)</enum><text>Recommendations
			 for further legislation or administrative action that the Secretary considers
			 appropriate to improve suicide prevention programs within the Department of
			 Veterans Affairs.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
