<official-title>To limit the issuance of student and diversity immigrant visas to aliens who are nationals of Saudi Arabia, countries that support terrorism, or countries not cooperating fully with United States antiterrorism efforts.</official-title>

<section id="H38C2CED7FEE648B992DB2FA48685003B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Terror Immigration Elimination Act of 2007</short-title></quote>.</text></section> 
<section id="H038E42AC845D45F5A6A1730730DE25F"><enum>2.</enum><header>Limitation on issuance of student and diversity immigrant visas to aliens who are nationals of Saudi Arabia or countries that support terrorism or are not cooperating fully with United States antiterrorism efforts</header> 
<subsection id="H4CB47701B08E42408E5D6F08E134E9BC"><enum>(a)</enum><header>Limitation on issuance of student visas</header><text>Notwithstanding any other provision of law, an alien may not be granted a visa for study in the United States under subparagraph (F), (J), or (M) of section 101(a)(15) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)</external-xref>) without review by the President if the alien is a national of Saudi Arabia or a designated country.</text></subsection> 
<subsection id="H8F7BF3831EAD45588C1F1F16C3D5A228"><enum>(b)</enum><header>Limitation on issuance of diversity immigrant visas</header><text>Notwithstanding any other provision of law, an alien may not be granted an immigrant visa under section 203(c) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1153">8 U.S.C. 1153(c)</external-xref>) (relating to diversity immigrants) without review by the President if the alien is a national of Saudi Arabia or a designated country.</text></subsection>
<subsection id="HF9A284FAC4444BEC9463B3828102CD46"><enum>(c)</enum><header>Definition</header><text>For purposes of this section, the term <quote>designated country</quote> means a country designated under—</text>
<paragraph id="H6D6BD62653AC40D60034F60ABDC2860"><enum>(1)</enum><text display-inline="yes-display-inline">section 620A of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2371">22 U.S.C. 2371</external-xref>) as a country the government of which has repeatedly provided support for acts of international terrorism;</text></paragraph>
<paragraph id="HF732AD59E9244685A2D80520287557E8"><enum>(2)</enum><text display-inline="yes-display-inline">section 6(j) of the Export Administration Act of 1979 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/50/2405">50 U.S.C. App. 2405(j)</external-xref>) as a country the government of which has repeatedly provided support for acts of international terrorism; or</text></paragraph>
<paragraph id="HA98EDB6FEDFA456DB1271867574076ED"><enum>(3)</enum><text display-inline="yes-display-inline">section 40A of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2781">22 U.S.C. 2781</external-xref>) as a country not cooperating fully with United States antiterrorism efforts.</text></paragraph></subsection></section>
