		<official-title>To amend the Clean Air Act to establish deadlines by
		  which the Administrator of the Environmental Protection Agency shall issue a
		  decision on whether to grant certain waivers of preemption under that
		  Act.</official-title>

		<section id="id7EDFD2ED99FE4E218AC883F01F94A729" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Tailpipe Pollution Standards
			 Act</short-title></quote>.</text>
		</section><section id="id12E8DDD7B3974A0586A21A410B726028" section-type="subsequent-section"><enum>2.</enum><header>Waivers of
			 preemption</header><text display-inline="no-display-inline">Section 209 of the
			 Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7543">42 U.S.C. 7543</external-xref>) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="id2BEA119850AC4BE499029832B4CAF7D1" style="OLC">
				<subsection id="id670C2599A9C54D7DBB04265D85CB8615"><enum>(f)</enum><header>Waivers of
				preemption</header>
					<paragraph id="idC75322F69DC64F5985557142D9ECEDCE"><enum>(1)</enum><header>Pending
				requests</header><text>Not later than 30 days after the date of enactment of
				this subsection, but in no case later than September 30, 2007, the
				Administrator shall issue to the Governor of each applicable State a decision
				on each request for a waiver of preemption under subsection (b) that—</text>
						<subparagraph id="id65355366EEBF4B58A0D9FDA776BB69F2"><enum>(A)</enum><text>has been
				submitted by the State; and</text>
						</subparagraph><subparagraph id="id7A617961C9804C4BB954CF554AE9C02E"><enum>(B)</enum><text>is pending as of
				the date of enactment of this subsection.</text>
						</subparagraph></paragraph><paragraph id="id30F5D34D01B7480788EEF120A48214E7"><enum>(2)</enum><header>Subsequent
				requests</header><text display-inline="yes-display-inline">With respect to a
				request for a waiver of preemption under subsection (b) (including such a
				request submitted by a State that has adopted and enforced certain standards as
				described in section 177) that is submitted by a State after the date of
				enactment of this subsection, not later than 180 days after the date on which
				the Administrator receives the request, the Administrator shall issue to the
				Governor of the State a decision on whether to grant the
				waiver.</text>
