<official-title>To impose limitations on the authority of the Secretary of the Interior to claim title or other rights to water absent specific direction of law or to abrogate, injure, or otherwise impair any right to the use of any quantity of water.</official-title>

<section section-type="section-one" id="H3D65F3F807E44282BE271B38957F4953" display-inline="no-display-inline"><enum>1.</enum><header>Department of the Interior and water rights</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, the Secretary of the Interior shall not—</text>
<paragraph id="H1267D9517F3D4117A7A184EF88209776"><enum>(1)</enum><text>claim title or other rights to water in a State, other than for Indian reservation lands, absent specific direction of law; or</text></paragraph>
<paragraph id="HEED8AD0010324F0082A500EE69239B00"><enum>(2)</enum><text>exercise authority so as to abrogate, injure or otherwise impair any right to the use of any quantity of water—</text>
<subparagraph id="H0CA6CF29878C42249ED2FB12A617F3F"><enum>(A)</enum><text>that has been allocated—</text>
<clause id="HD29C39D2F8264291AF1DF1BA2F739570"><enum>(i)</enum><text>in conformance with subsections (a) through (c) of section 208 of the Department of Justice Appropriations Act, 1953 (<external-xref legal-doc="usc" parsable-cite="usc/43/666">43 U.S.C. 666</external-xref>);</text></clause>
<clause id="H2460979CA97C4150980000DCE9E43F90"><enum>(ii)</enum><text>by or pursuant to interstate compact; and</text></clause>
<clause id="HFAEDCBB63862422DB52FC0EBA49651FF"><enum>(iii)</enum><text>by a decision of the United States Supreme Court;</text></clause></subparagraph>
<subparagraph id="H94D9FC56E01B4BB5953425E415C4B9B4"><enum>(B)</enum><text>by requiring a change in the nature of use or the transfer of any right to use water or creating a limitation on the exercise of any right to use water; or</text></subparagraph>
<subparagraph id="H31BEBF47EF594E0DB24E00049EA839C"><enum>(C)</enum><text>by modifying the delivery, diversion, nondiversion, allocation, or storage of any water to be delivered by contract.</text></subparagraph></paragraph></section>
