		<official-title display="yes">To authorize appropriations to provide for
		  South Pacific exchanges, provide technical and other assistance to countries in
		  the Pacific region through the United States Agency for International
		  Development, and authorize appropriations to provide Fulbright Scholarships for
		  Pacific Island students.</official-title>

		<section display-inline="no-display-inline" id="H660C342AB314419187E783A5DAA393E9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Pacific Island Economic and
			 Educational Development Act of 2007</short-title></quote>.</text>
		</section><section id="H9961BDD650A44A6D9E34DACA590740DE"><enum>2.</enum><header>Pacific Island
			 country exchanges</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to the Secretary of State $1,000,000 for each of
			 fiscal years 2008 and 2009 for exchanges with Pacific Island countries carried
			 out under the educational and cultural exchange programs of the Department of
			 State.</text>
		</section><section display-inline="no-display-inline" id="H48EEA70A20E14E67B1C8E736D787C593" section-type="subsequent-section"><enum>3.</enum><header>USAID in Pacific
			 Island countries</header><text display-inline="no-display-inline">The
			 Administrator of the United States Agency for International Development (USAID)
			 is authorized, upon request by the government of a Pacific Island country, to
			 provide to such government technical and other assistance.</text>
		</section><section id="HD58943C3162C472A8DB900FFC11DB72D"><enum>4.</enum><header>J.
			 Fulbright Educational Exchange Program</header>
			<subsection id="HBC900490FBD54B058DEB7FEAF27DADB"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="HE755843E1E164415872E10676FD47BCA"><enum>(1)</enum><text display-inline="yes-display-inline">From 1949 until 2003, the Department of
			 State awarded 13,176 Fulbright Scholarships to students from East Asia and the
			 Pacific, but only 31 Fulbright Scholarships went to students from Pacific
			 Island countries.</text>
				</paragraph><paragraph id="H009F8ACDF4184B7DA4D792F54710BC95"><enum>(2)</enum><text>In the 2003–2004
			 academic year, the Department of State awarded 315 scholarships to students
			 from East Asia and the Pacific, but none were awarded to students from Pacific
			 Island countries.</text>
				</paragraph></subsection><subsection id="HB7206765D3C542658F5289D05C631DA1"><enum>(b)</enum><header>Review and
			 report</header><text display-inline="yes-display-inline">The Secretary of State
			 shall conduct a review and submit to the Committee on Foreign Affairs of the
			 House of Representatives and the Committee on Foreign Relations of the Senate a
			 report regarding the marginalization of students from Pacific Island countries
			 in the awarding of Fulbright Scholarships.</text>
			</subsection><subsection id="HAE7CF8AE9CF747DA0045FEF3FE29C962"><enum>(c)</enum><header>Participation of
			 students from Pacific Island countries in the J. Fulbright Educational Exchange
			 Program</header>
				<paragraph id="HF6C939EA65D249249C97FEF006C4294"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of State shall establish a
			 program within the J. William Fulbright Educational Exchange Program
			 (established under section 112(a)(1) of the Mutual Educational and Cultural
			 Exchange Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2460">22 U.S.C. 2460(a)(1)</external-xref>), commonly
			 referred to as the Fulbright-Hays Act) to make awards to students from Pacific
			 Island countries to permit such students to study in the United States pursuant
			 to the terms and conditions of such Exchange Program.</text>
				</paragraph><paragraph id="H4626A13060C745279CE1F4D5CF69AA12"><enum>(2)</enum><header>Authorization of
			 appropriations</header><text>In addition to amounts that are otherwise
			 authorized to be appropriated to the Secretary of State for fiscal years 2008
			 and 2009 to provide awards under the J. William Fulbright Educational Exchange
			 Program, there is authorized to be appropriated to the Secretary $500,000 for
			 each of such fiscal years to provide such awards to students from Pacific
			 Island countries.</text>
				</paragraph></subsection></section><section id="HE1C88B0A1C9141E6ADD49176BE006577"><enum>5.</enum><header>Pacific Island
			 country defined</header><text display-inline="no-display-inline">In this Act,
			 the terms <quote>Pacific Island country</quote> and <quote>Pacific Island
			 countries</quote> mean any of the following countries:</text>
			<paragraph id="H9CD4E51F8AAA4CE7BFB6358945300735"><enum>(1)</enum><text>The Cook
			 Islands.</text>
			</paragraph><paragraph id="H9C0A66081C9C472F900024AB004C672C"><enum>(2)</enum><text>The Federated
			 States of Micronesia.</text>
			</paragraph><paragraph id="H27D02256DA6A4ECDBA903733312898E0"><enum>(3)</enum><text>The Independent
			 State of Samoa.</text>
			</paragraph><paragraph id="H250F9855360247E1A826A1887661423C"><enum>(4)</enum><text>The Kingdom of
			 Tonga.</text>
			</paragraph><paragraph id="H3D30D11590CB4405B1B67D1DA949EE24"><enum>(5)</enum><text>Niue.</text>
			</paragraph><paragraph id="HA8834A7AEF81428893672420DF166A4"><enum>(6)</enum><text>Papua New
			 Guinea.</text>
			</paragraph><paragraph id="H5D606A32D62148D3A380BFF1E38DBD5C"><enum>(7)</enum><text>The Republic of
			 Fiji.</text>
			</paragraph><paragraph id="H7A92AD7D507D4BCCB6ED3068D304AEFD"><enum>(8)</enum><text display-inline="yes-display-inline">The Republic of Kiribati.</text>
			</paragraph><paragraph id="HC7D9728AE347489AB251868D164ECBE4"><enum>(9)</enum><text>The Republic of
			 the Marshall Islands.</text>
			</paragraph><paragraph id="HE62D25CDB3D84C7E9CBCB2E5EC25B433"><enum>(10)</enum><text>The Republic of
			 Nauru.</text>
